The draft proposes fundamental tasks and solutions such as: Innovating thinking in leadership, direction, and organization of public health care; improving the capacity of the health system, especially preventive medicine, primary healthcare, and traditional medicine; training high-quality medical personnel, with special incentive policies for medical personnel; promoting healthcare finance reform; breakthroughs in the development of science, technology, innovation, and digital transformation in the health sector; breakthroughs in the development of private healthcare, mobilizing and effectively utilizing all resources for the development of the health system.
Following the delegates' discussions, Prime Minister Pham Minh Chinh requested the urgent completion of the draft Resolution. This includes inheriting and incorporating existing resolutions, conclusions, and strategies related to healthcare and public health; while simultaneously deepening, comprehensively and inclusively addressing bottlenecks, and identifying breakthroughs in public health care; meeting the aspirations of the people; proposing solutions to mobilize resources for healthcare development, with specific mechanisms and policies, especially public-private partnerships, to create breakthroughs in public health care; implementing the principles of decentralization and delegation of power, enhancing implementation capacity and inspection and supervision tools; reducing and simplifying administrative procedures, and eliminating the "request-and-grant" mechanism.

The resolution must encompass relevant content within the "strategic quartet," creating a foundation and leverage for public health care; shifting from focusing on medical examination and treatment to focusing on caring for and protecting the people's health, with the motto "caring for and protecting the people's health is paramount, fundamental, strategic, long-term, and decisive; medical examination and treatment is regular and emergency."
Specifically, the plan includes implementing a two-tiered local government model for public healthcare; ensuring equal access to healthcare, especially in remote areas, border regions, islands, and ethnic minority areas; developing preventive and primary healthcare; improving the physical fitness of Vietnamese people and addressing population aging; developing the pharmaceutical and vaccine industries; improving healthcare quality and developing medical tourism services for foreigners; building digital and smart hospitals; and establishing a roadmap for waiving hospital fees for the public, starting with free medical examinations and treatment for children...
Improve the quality of education and training, focusing on emerging industries.
Along with highlighting the achievements in education and training development over the past period, the bottlenecks in education and training development, and the requirements for national development in the new era, the Politburo's Resolution on modernization and breakthrough development in education and training focuses on expanding access to equitable education; improving the quality of comprehensive education; reforming vocational education and enhancing the skills of the workforce; modernizing higher education, developing high-quality human resources and technological talents, and promoting research and innovation.
The draft Resolution proposes breakthrough solutions including: breakthroughs in state management, unleashing all potential and creativity; breakthroughs in financial mechanisms and policies, improving the efficiency of state budget utilization, and promoting socialization; breakthroughs in investing in the modernization of educational institutions; breakthroughs in comprehensive digital transformation, universal English language education, digital technology, and artificial intelligence; breakthroughs in developing high-quality human resources and high-level vocational skills, linked to the development of science, technology, and innovation…

Regarding this matter, Prime Minister Pham Minh Chinh directed that the resolutions, conclusions, and strategies related to education and training must be inherited, deepened, and comprehensively developed; solutions must be identified and proposed to remove bottlenecks, find breakthroughs, and especially solutions to mobilize resources for the development of education and training; implementation must be based on the spirit of decentralization and delegation of power, improving implementation capacity and inspection and supervision tools; reducing procedures, simplifying administrative procedures, and eliminating the "request-and-grant" mechanism.
The Prime Minister requested clarification on the scope of the Resolution, which includes general education, vocational education, higher education, and postgraduate education; solutions to ensure equal access to education, especially in remote areas; a roadmap for universalizing foreign languages, especially English and neighboring languages; solutions for cultural, artistic, aesthetic, and physical education to promote holistic development of learners; vocational skills training and skill enhancement; postgraduate training focusing on emerging fields; talent development programs; building a qualified teaching staff and infrastructure to meet requirements; and a review of the school system and training facilities to ensure focused investment in both quality and scale.

The Prime Minister requested that the ministries in charge incorporate the opinions of the delegates, while also continuing to seek input from relevant stakeholders; finalize the proposals, submissions, draft resolutions, government action programs, as well as related national target programs, for submission to the Politburo for consideration, ensuring quality and timeliness as required.
