In the context of the increasing workload at local police stations, especially the need for guidance on administrative procedures, clarification of legal regulations, and dissemination of information in the digital environment, Long Thanh Ward Police have chosen artificial intelligence (AI) to support their professional work and serve the people.
Accordingly, on April 28th, the Long Thanh Commune Police (now Ward Police) officially launched the AI Digital Assistant Club model with a Steering Committee of 12 members who are officers and soldiers with knowledge and passion for technology. This is considered one of the first AI application models in the commune-level police force of Dong Nai city, implemented in an organized manner with established operating regulations and directly linked to the task of serving the people.
A highlight of the model is the successful development of the Long Thanh Police Department's Digital Assistant system, directly integrated into the unit's website at https://conganphuonglongthanh.gov.vn/.
Unlike many typical AI chatbots, the Long Thanh Ward Police system is built on internal data compiled, standardized, and reviewed directly by the unit's officers. The data includes: current legal regulations, actual administrative procedures, guidance documents from higher authorities, and a set of questions and answers compiled from practical work experience.
As a result, the system ensures accuracy and consistency, minimizing instances of AI providing inaccurate answers or inappropriate information. This is also a key differentiating factor that helps the model gain public trust.
With this model, citizens can submit questions in text or voice on areas such as identity cards, residency, vehicle registration, administrative procedures, etc., and receive answers with clear references to relevant legal regulations. The system also integrates a direct contact button with the duty officer to assist with specific cases. Importantly, the system is designed to be user-friendly and easy to use, requiring no application installation, making it suitable even for the elderly or those with limited access to technology.
Digital transformation stems from a people-serving mindset.
Beyond administrative reform, the model has also made a significant impact on the dissemination and education of legal knowledge in cyberspace.
According to the Long Thanh Ward Police, through the application of AI tools such as OpenAI, ChatGPT, Gemini, and NotebookLM, the AI Digital Assistant Club has developed a series of digital communication products that are concise, intuitive, and in line with current information access trends.
A standout innovation of the model is the creation of an AI female police officer as a unified visual identity for promotional materials. This approachable and modern image has helped make legal content more accessible to the public, especially young people.
Major Le Huy Thong, Head of Long Thanh Ward Police, said: "The application of AI is not aimed at replacing police officers , but rather at helping people access information faster and more conveniently, and contributing to reducing the pressure on the forces directly performing their duties. The model is built on the principle of 'putting the people at the center of service'."
Notably, the model's implementation process is primarily based on the self-study efforts of officers and soldiers, utilizing readily available AI platforms, and does not require investment in complex technology systems or large budgets. The system's maintenance costs are low, yet the results are clear, feasible, and highly scalable in practice.
Based on its practical effectiveness, the AI Digital Assistant Club model here has attracted many organizations both within and outside the industry to exchange and learn from its experience.
Major Le Huy Thong added: In the coming time, the ward police will continue to expand the data of the digital assistant system to many other essential areas; research integration on platforms such as Messenger and Zalo OA; and develop the function of receiving feedback, reports, and sending quick alerts via identified SMS to the responsible officer when incidents requiring handling occur.
With its proactive, creative, and practical approach, the AI Digital Assistant Club model not only contributes to improving the efficiency of administrative reform and serving the people, but also opens up a new direction in digital transformation at the grassroots level. This helps build the image of police officers who are close to the people, modern, and adaptable to the demands of the digital age.
After more than two months of implementing the AI Digital Assistant Club model, the Long Thanh Ward Police have produced over 80 AI-powered videos, over 400 infographics, and distributed approximately 500 sets of administrative procedure guidebooks integrated with QR codes. This has contributed to reducing the number of citizens needing to visit the police station in person to inquire about procedures by about 30%.
