VTV.vn - The Ministry of Industry and Trade has announced a roadmap for the mandatory application of E10 bioethanol fuel nationwide starting June 1st, aiming to reduce emissions and ensure quality and safety for consumers.

Regarding the petroleum market situation, including the roadmap for the nationwide deployment of E10 bioethanol, at the regular quarterly press conference for Q4/2025 organized by the Ministry of Industry and Trade on the morning of January 29th, Mr. Nguyen Anh Tuan - Head of the Petroleum and Gas Business Management Department, Domestic Market Management and Development Department (Ministry of Industry and Trade) stated that the Ministry of Industry and Trade has completed the issuance of Circular No. 50/2025/TT-BCT, which clearly stipulates the roadmap for the application of E10 bioethanol.

According to Mr. Nguyen Anh Tuan, the deployment of E10 bioethanol in Vietnam is in line with global trends. E10 bioethanol has been and is being widely used in many countries such as the United States, Brazil, Thailand, and China. Vietnam's deployment of E10 bioethanol is part of the process of fulfilling international commitments, especially the commitment at COP26 to achieve net emissions of "zero" by 2050.

Based on practical implementation, Mr. Nguyen Anh Tuan stated that the entire Petrolimex and PVOil system has now deployed the sale of bioethanol fuel in several major areas such as Hai Phong, Hanoi, and Ho Chi Minh City. Monitoring and evaluation to date have not received any complaints regarding the quality of E10 bioethanol fuel currently sold on the Vietnamese market.

According to Mr. Nguyen Anh Tuan, quality is always the top priority in the implementation process. The widespread use of E10 bioethanol fuel meets environmental goals while ensuring vehicle safety and consumer rights. Initial monitoring results show that the use of E10 fuel in the implemented areas is stable and no significant issues have arisen.

With a clearly established roadmap, the Ministry of Industry and Trade continues to coordinate with key enterprises, distribution systems, and relevant agencies to prepare the necessary conditions to ensure the synchronized and smooth application of E10 bioethanol throughout the entire system from the beginning of 2026.

Sharing further information with the press, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan clarified many issues related to the Decree on petroleum business, as well as price management, ensuring supply, and the direction for the deployment of E10 bioethanol in the near future.

Simultaneously, in accordance with the Government's directives, the Ministry of Industry and Trade has developed and submitted to the Government a draft of a new Decree on petroleum business, replacing Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petroleum business and the Decrees amending and supplementing Decree No. 83/2014/ND-CP.

Notably, this decree represents a significant shift in approach, moving closer to market mechanisms, both in the management of petroleum products and related matters. Furthermore, the decree continues to reduce business conditions and simplify administrative procedures, thereby creating a more favorable business environment for petroleum products.

Regarding price management, according to Deputy Minister Nguyen Sinh Nhat Tan, throughout the price management process, the inter-ministerial committee of Industry and Trade - Finance has consistently adhered to key objectives. Under normal market conditions, the overarching principle is respecting market mechanisms; price management has been carried out in accordance with this spirit, and price management in the past year has basically maintained stability.

Operating under a market mechanism also means granting businesses more autonomy in production and business activities. However, according to the Deputy Minister, besides the autonomy of businesses, there are still important factors that need to be considered, especially environmental factors and ensuring overall balance. The Ministry of Industry and Trade has carefully calculated to ensure harmony between different types of costs, while also ensuring the supply of petroleum products to all regions, especially remote, disadvantaged, and difficult areas.

Regarding the Price Stabilization Fund, Deputy Minister Nguyen Sinh Nhat Tan affirmed that, according to the draft, the fund will be centralized and used in accordance with legal regulations. Regarding supply, in the current context, the main source of goods is concentrated from large-scale enterprises. Any price fluctuations or unusual factors are closely monitored. The Deputy Minister assessed that recent events demonstrate the importance of stockpiling and regulation. The Ministry of Industry and Trade has continuously and will continue to closely monitor market developments, proactively develop stockpiling and regulation plans, and coordinate with businesses when issues arise.

Regarding E10 bioethanol fuel, Deputy Minister Nguyen Sinh Nhat Tan affirmed that the supply and use of conventional gasoline will continue. The Ministry of Industry and Trade has calculated a specific roadmap to ensure that requirements are met according to plan. The first priority is quality, to prevent risks to users.

The Ministry of Industry and Trade has consulted with experts, vehicle manufacturers, and relevant associations, all of whom have confirmed that the use of E10 gasoline is feasible. According to the plan, during March-April 2026, the Ministry will conduct inspections and reviews of the readiness of key enterprises, manufacturing and processing businesses, as well as their infrastructure and quality standards.

Circular No. 50/2025/TT-BCT stipulates the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam. According to this Circular, from June 1st, unleaded gasoline meeting current technical standards will be mandatory to be blended into E10 gasoline for use in gasoline engines nationwide. The production and use of E5 RON92 gasoline will continue until December 31st, 2030.
