After more than three years of implementing the new rural development program, Ham Yen district has breathed new life into the area, with a noticeable transformation in its rural landscape. To date, the district has 8 communes that have achieved new rural development standards, 6 communes are completing the criteria and preparing documentation for recognition, 1 commune has achieved advanced new rural development standards, and 3 villages have been recognized as model rural residential areas. This is considered a bright spot in the overall picture of Ham Yen district.

Comrade Nguyen Duy Hoa, Standing Deputy Secretary of the District Party Committee and Chairman of the Ham Yen District People's Council, shared that from the beginning of the year, the Standing Committee of the District Party Committee unanimously agreed on the goal of achieving the new rural development target by 2025. Based on this consensus, the Standing Committee organized dissemination and clarification within the District Party Committee and the entire Party organization; mobilizing the entire political system to participate. During the implementation of the new rural development program in the district, despite many difficulties, commune officials promptly went to the grassroots level to hold meetings, discuss, and directly meet with individual citizens to explain and clarify the situation.

Leaders, officials, lecturers, and students of the Provincial Political School exchanged experiences on improving the work of disseminating and educating the younger generation about revolutionary traditions.

Meanwhile, the Party Committee of Yen Son district also has its own experiences and methods for building trust among cadres, Party members, and the people. Comrade Nguyen Manh Thuan, Head of the Propaganda Department of the Yen Son District Party Committee, said that first and foremost, the team of cadres and Party members, especially the leaders of the Party committees, must always be exemplary, work impartially and transparently; and always put the interests of the collective and the rights of the people above all else.

For example, in Thai Binh commune (Yen Son district), in 2023, the commune implemented a pilot project to develop climate change-adaptive livelihoods for rural women in the mountainous areas of Northern Vietnam. To select the right beneficiaries for the project, ensuring fairness and high consensus among the people, the Party Committee assigned members of the Party Committee and village officials to guide and coordinate with the Party branch secretaries and village heads to review and assess the feasibility of each household for project implementation.

Comrade Pham Thi Lan Anh, Permanent Deputy Secretary of the Party Committee of Thai Binh commune, said that with this approach, the selection of households for project implementation received high consensus within the village Party branch and among the people, thereby creating trust and motivation among the people.

The requirement is "go first - come back later".

Ideological work is a crucial component of Party building, and a key factor in ensuring the successful implementation of revolutionary tasks.

In implementing the Resolution of the 17th Provincial Party Congress, term 2020-2025, the Provincial Party Standing Committee annually issues a plan for training and fostering political theory for Party members, training prospective leaders and managers of the province, and continues to direct the implementation of training and updating knowledge for cadres and Party members... Party committees directly under the Provincial Party Committee develop plans for training and fostering political theory for Party members, and annually approve training and fostering plans on Marxism-Leninism, Ho Chi Minh Thought, and updating new knowledge for grassroots cadres and Party members...

The methods of disseminating directives and resolutions are flexible and creative, combining both online and in-person conferences. This approach allows for learning while simultaneously conducting research and exchange, saving time and travel costs, and reaching a wider audience. Simultaneously, conferences are held at multiple levels and among various groups, with grassroots levels directly receiving lectures from Party and State leaders, provincial leaders, and central and provincial-level speakers.

In the Tuyen Quang City Party Committee, political and ideological education throughout the Party organization is undergoing gradual reform. Comrade Nguyen Manh Hung, Head of the City Party Committee's Propaganda Department, shared that the research, understanding, and implementation of Party resolutions and directives in the area have been carried out seriously and promptly. The research, study, understanding, and implementation of Party resolutions have seen many innovations, creating unity in awareness and action throughout the Party organization, quickly bringing resolutions into practical life; the quality of learning and understanding has improved. Simultaneously, the research and understanding are being implemented in conjunction with the development of programs and plans to implement resolutions, tailored to the conditions of each locality, agency, and unit.

Comrade Nguyen Viet Anh, Permanent Deputy Secretary of the Party Committee of Trang Da commune (Tuyen Quang City), said: The content of political and ideological propaganda and education work is selected by the Party Committee to be appropriate and concise so that cadres and Party members can easily remember and understand it. Through this, cadres, Party members, and the people gain a deeper understanding of the Party's viewpoints, policies, and resolutions, enhance their political acumen, and inspire patriotism, encourage labor and production emulation, and successfully complete assigned tasks.

Over the past period, the Ham Yen District Party Committee, and specifically the District Party Committee's Propaganda Department, has been striving to innovate the content of propaganda in the district's internal newsletter, focusing on specific, practical, and relevant information.

Comrade Nguyen Van Uoc, Head of the Propaganda Department of the Ham Yen District Party Committee, shared that the internal newsletter focuses on the main tasks of the Party Committee each month, including Party work and leadership in implementing political tasks according to the time and season; examples of good people and good deeds; good experiences; and also includes a section guiding public opinion related to current world, national, and provincial issues that, based on public opinion, still have many concerns and conflicting thoughts... In particular, the internal newsletter also publicly lists Party members in the entire Party committee who have been reprimanded or disciplined each quarter. This creates a deterrent effect for cadres and Party members, and provides good guidance for ideological work.

Comrade Pham Gia Thinh, Secretary of the Ninh Tuyen village Party branch, Thai Hoa commune Party committee (Ham Yen district), shared that since the internal newsletter of the District Party Committee was updated, the guidance of the Party branch has become clearer and more specific. The content of Party branch meetings is of higher quality, providing information on many issues for Party members; it truly serves as a "handbook," an important document for Party branches today. For example, regarding the difficulties in land clearance for the Tuyen Quang-Ha Giang expressway, the internal newsletter provided an article analyzing and clarifying many issues, contributing to better ideological guidance. As a result, cadres, Party members, and the people agreed to help clear the land quickly, ensuring the project's progress.

Deeply imbued with President Ho Chi Minh's teaching: "Ideological leadership is the most important task," ideological work in the province is identified as a task that "leads the way and follows the process," contributing to the timely and effective resolution of pressing social issues and strengthening the trust of all segments of the population.
