Resolution 226/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city, effective from July 1, 2025, is a strategic 'push' to help Hai Phong make a breakthrough in development in the 2026-2030 period, realizing the goals of Resolution 45 of the Politburo . Comrade LA THANH TAN, member of the City Party Committee, Deputy Head of the National Assembly Delegation in charge of Hai Phong city, discussed with reporters of Hai Phong Newspaper and Radio and Television about this issue.
- Could you tell us about the special and outstanding mechanisms and policies for Hai Phong city according to Resolution 226/2025/QH15 of the National Assembly ? What are the highlights of the Resolution?
- The Resolution consists of 12 articles, with 6 groups of specific mechanisms and policies, allowing the piloting of a number of mechanisms and policies to create a favorable legal corridor for Hai Phong to become the leading economic growth pole in the North.
The important highlight of the resolution is the establishment of a Free Trade Zone, including: production zones, port and port logistics zones, logistics centers, trade - service zones and other types of functional zones. This zone will apply outstanding preferential mechanisms such as: visa exemption and 10-year temporary residence cards for foreigners who are experts, scientists, talented people, managers, highly qualified workers and family members working at enterprises headquartered in the Free Trade Zone; corporate income tax incentives and simplification of investment and administrative procedures. The Free Trade Zone is expected to attract capital from high-tech corporations, international financial institutions and Research and Development Centers around the world.
In addition, the resolution also has many mechanisms and policies such as: Regarding investment management, the City People's Committee approves the investment policy for investment projects to build ports and port areas with an investment capital of VND 2,300 billion or more at Hai Phong seaport. The city budget enjoys 100% of the additional revenue from revenues due to the adjustment of fee and charge policies to invest in socio-economic infrastructure, other spending tasks...
Regarding financial management and state budget, Hai Phong borrows through the issuance of local government bonds, loans from domestic financial institutions, other domestic organizations and from foreign loans from the Government to the city. Every year, the central budget supplements the city budget with a target of 70% of the increase in central budget revenue from import and export activities compared to the estimate assigned by the Prime Minister to implement investment projects, infrastructure works of economic zones, industrial zones, free trade zones and socio-economic infrastructure of Bach Long Vi special zone...
The Resolution also issues specific policies on planning, urban, natural resources and environmental management such as: investment projects in Free Trade Zones, projects in which compensation, support and resettlement are separated into independent projects... The City People's Committee is allowed to decide on changing the purpose of land for rice cultivation with 2 crops or less with an area of less than 500 hectares, production forest land with an area of less than 1,000 hectares in accordance with national forestry planning, planning, and use plans...
Regarding science and technology management and innovation, the resolution allows Hai Phong to apply tax incentives and non-refundable budget support for organizations and individuals engaged in creative startups, innovation, semiconductors, artificial intelligence, etc. Hai Phong is also allowed to establish a venture capital fund to invest capital in high-tech projects, high-tech enterprises, science and technology enterprises, and creative startups to support and promote innovation and commercialization of scientific and technological products;
The Resolution also stipulates the income of cadres, civil servants, public employees, experts, scientists, talented people, managers, and highly qualified workers.

- What is the significance of the Resolution in creating a foundation , a strategic "push", to help Hai Phong develop quickly, strongly, appropriately and sustainably?
- With an important strategic position, the Central Government always pays special attention to Hai Phong's development for the region and the whole country. With Resolution 45 of the Politburo, Resolution 35 of the National Assembly, in the past 5 years, the city has continued to invest in key areas such as: developing high-tech industry, logistics seaports, commercial tourism, improving the business environment, improving the quality of human resources and improving people's lives... Along with that, Hai Phong expanded its natural area, population size, and economic scale after merging Hai Duong province with Hai Phong city. Therefore, the issuance of Resolution 226 replacing Resolution 35 not only helps Hai Phong seize opportunities, make the most of advantages to break through, but also creates a driving force to spread and promote growth for the Red River Delta region.
It can be said that Resolution 226 is a big step forward, expected to remove many institutional bottlenecks, allowing Hai Phong city to be decentralized, delegated, and more proactive, contributing to removing difficulties and obstacles, applying streamlined and flexible processes and procedures, handling urgent practical issues quickly, focusing on key points, creating great opportunities, opening a new stage of the city's development. At the same time, it will unlock resources, promote investment, production, and business activities, taking people and businesses as the center, creating breakthroughs for Hai Phong to develop.
- Thus , Resolution 226 has special significance for the city's breakthrough development, soon turning Hai Phong into a highly developed city in the top group of Asia and the world by 2045 according to Resolution 45 of the Politburo. So, comrade , please tell us How to organize the implementation of Resolution 226 to realize this goal?
- Resolution 226 of the National Assembly clearly states the responsibility for organizing the implementation of the resolution for the Central Government and the city. First, the Government is responsible for directing relevant agencies to coordinate with the city to reform administrative procedures, shorten the time to handle issues that have not been decentralized or delegated to the city. Review and issue documents under its authority to regulate contents that have not been regulated or to resolve problems arising in the management and development of the Free Trade Zone, ensuring publicity, transparency, simplifying administrative procedures, expanding decentralization and authorization for the Hai Phong Economic Zone Management Board. Timely issue mechanisms and policies under its authority to amend and supplement appropriate regulations to resolve problems arising in the practice of management and development of the city.
The Government, ministries, ministerial-level agencies, and the City People's Committee promote responsibility, especially the responsibility of leaders in leading, directing, organizing, implementing, inspecting, and examining the implementation of the provisions in this resolution, ensuring publicity, transparency, and effectiveness; preventing policy exploitation, loss, and waste.
The City People's Council, the City People's Committee, and the Chairman of the City People's Committee are responsible for organizing the implementation of this resolution and other relevant legal provisions. For inappropriate provisions or those with other contents not specified in the law and resolution of the National Assembly, in order to meet the urgent requirements in mobilizing domestic and foreign resources for investment in socio-economic development of the city, the City People's Committee shall report to the Government for submission to the National Assembly for consideration and decision.
