
According to the article, 10 current and former EU officials and diplomats have stated that the EEAS is in crisis, as the body lacks a clear mission and cannot compete with the much greater financial resources and political power of the EC.
"There is a group within both the Council (representing 27 national governments ) and the European Commission that wants to dissolve the European External Action Service," the newspaper quoted an official as saying. He added that there are also those who support maintaining the agency, but "their number is not large."
The article also points out that Kallas, the head of the EEAS, frequently faces criticism from European diplomats . The situation is further exacerbated by what many EC and EEAS staff members describe as personal rivalry between Kallas and European Commission President Ursula von der Leyen.
Previously, France had proposed reforming the EU's diplomatic system, offering three options to remedy the situation: transferring all EU foreign policy activities to the European Commission, transferring diplomatic functions to the EU Council, or "expanding Kaja Kallas's powers as part of a broader institutional reform."
The Financial Times recently reported that EU countries are considering a comprehensive overhaul of the bloc's diplomatic apparatus due to its current inefficiency, as well as dissatisfaction with Kallas's performance.
