Vinh Long and Dong Thap provinces simultaneously undergo "digitalization".

The simultaneous implementation of electronic medical records in the provinces and cities of the Mekong Delta shows that localities in the region are racing against time to achieve the target of 100% of hospitals adopting electronic medical records by September 2025, as directed by the Ministry of Health and the Government.

Leading the wave of electronic medical record deployment in the region, on September 19th, Nguyen Dinh Chieu Hospital (An Hoi Ward, Vinh Long Province) - a first-class, leading hospital in the province - held a ceremony to announce the implementation of electronic medical records after completing the evaluation process. This is the first unit in the province to apply this system, marking a strong transformation of Vinh Long's health sector in the digital transformation process.

The Director of the Vinh Long Provincial Department of Health, Ho Thi Thu Hang, emphasized that electronic medical records will help manage, store, and retrieve patient information more quickly and accurately; reduce administrative procedures and create a foundation for nationwide medical data interoperability. She requested the Board of Directors of Nguyen Dinh Chieu Hospital to continue training medical staff, improving digital skills, and changing habits from paper to electronic medical records. In particular, the connection and synchronization of data with the health insurance system, pharmaceutical management system, and laboratory system needs to be seriously implemented, ensuring that 80% of the population has electronic health records by 2025.

Alongside Vinh Long, Dong Thap is also making strong progress. On the same day, the Dong Thap Department of Health held a ceremony to announce the implementation of electronic medical records at all medical facilities throughout the province. The goal set by the Dong Thap health sector is that by September 30th, all hospitals in the province will have completed the transition, no longer using paper medical records.

To date, Dong Thap province has 8 medical facilities successfully operating the electronic medical record system, including Dong Thap General Hospital, Thap Muoi Regional General Hospital, Hong Nguy Regional Medical Center, and several other facilities.

Representatives from the provincial health sector emphasized that this is a strategic step to bring Dong Thap closer to the smart hospital model, using patient satisfaction as a measure of quality.

Electronic medical records help doctors easily track patient medical history, quickly identify health problems, and develop appropriate treatment plans. Patients also benefit from no longer having to carry paper medical records at each follow-up visit, saving waiting time and reducing the risk of lost records.

An Giang and Tay Ninh finish the season.

While Vinh Long and Dong Thap are taking their first steps, An Giang has already reached the finish line in implementing electronic medical records. According to the Director of the Department of Health, Tran Quang Hien, all 46/46 medical facilities in the province have been assessed and are operating the electronic medical record system, achieving a 100% rate – 15 days ahead of the deadline set by the Prime Minister.

The electronic medical record system in An Giang not only helps manage medical records quickly and minimizes errors in recording, but also facilitates consultations, scientific research, and emergency care. Patients can access medical information through their chip-embedded citizen identity cards and electronic health records, contributing to shorter waiting times and greater transparency in the treatment process.

In Tay Ninh, the implementation of electronic medical records is being accelerated to ensure completion before the end of September 2025. According to a report by the Director of the Department of Health, Do Hong Son, four general hospitals, including Long An General Hospital, Can Giuoc Regional General Hospital, Kien Tuong, and Hau Nghia, have already put the electronic medical record system into operation. Of these, Can Giuoc Regional General Hospital has officially launched the entire system, including EMR (electronic medical records), LIS (laboratory information system), PACS (medical image archiving), and RIS (radio-imaging information system).

In addition, 13 other medical facilities in Tay Ninh are in the process of completion and are expected to be operational by the end of September. Some units are piloting systems from Viettel, VNPT, or upgrading their existing hospital management software to integrate electronic medical records. Despite facing difficulties in funding and investment procedures after the province's merger, the Tay Ninh health sector is striving to coordinate with solution providers to ensure progress.

Once the system is complete, people in Tay Ninh will receive better service at any level of healthcare in the province thanks to the interconnected medical record data. This will not only help reduce the cost of repeated testing, but also support doctors in making more accurate diagnoses and treatments.

Towards smart healthcare

The synchronized implementation of electronic medical records in the Western provinces demonstrates a strong commitment to applying information technology to healthcare management. This is an important preparatory step for the region's healthcare sector to move towards a smart hospital model, improving the quality of healthcare for the people, reducing administrative procedures, and increasing transparency in healthcare services.

With the decisive involvement of the provincial health sector, along with technological support from telecommunications and information technology companies, it is expected that in the near future, people in the provinces and cities of the Mekong Delta will benefit from a modern and efficient healthcare system, where all health information is strictly managed, secure, and readily available to serve their medical needs anytime, anywhere.
