Information deprivation is one of the dimensions of deprivation in basic social services within the multidimensional poverty reduction criteria. Recently, localities nationwide have intensified efforts to disseminate the Party's guidelines and the State's policies on the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025.
In particular, the "Information Poverty Reduction" sub-project (under Project 6) identifies enhancing access to essential information for the community as a crucial task. The sub-project aims to ensure that 100% of communes with particularly difficult socio-economic conditions have public information points to serve residents using essential information services, contributing to socio-economic development in these areas.
Bac Giang: Setting a target of 100% of commune-level broadcasting stations converting to smart broadcasting.
Implementing the "Information Poverty Reduction" sub-project (under Project 6), Bac Giang province has focused on upgrading information infrastructure; installing base stations and eliminating signal blind spots.
Currently, the province has nearly 1,700 mobile phone antenna towers. In addition, more than 3,800 mobile phone base stations are operational, ensuring the communication needs of the people; 3G and 4G mobile coverage is widespread. Furthermore, localities have installed electronic billboards and free Wi-Fi at public places to serve the people.
Thanks to eliminating signal gaps, from 2023 to the present, the Department of Information and Communications has installed 22 smart broadcasting stations in particularly disadvantaged communes of Son Dong and Luc Ngan districts.
Bac Giang province aims to have 100% of its commune-level broadcasting stations, both wired and wireless, converted to smart broadcasting by 2025.
With the attention of Party committees and government at all levels, and the involvement of the entire political system, the implementation of the target of "information deprivation" in addressing the lack of basic social services has achieved many positive results, contributing to effective poverty reduction.
According to the 2023 review results, Bac Giang province still has over 12,500 poor households, accounting for 2.63%, a decrease of 1.18% compared to 2022. The number of near-poor households is 16,200, accounting for 3.4%.
Soc Trang: In 2024, more than 4,000 households escaped poverty.
Poverty reduction efforts in Soc Trang province in 2024 have seen many positive changes. According to the Department of Labor, War Invalids and Social Affairs of Soc Trang province, the poverty rate in the entire province now accounts for only 1.34% of the total population. This is the result of mobilizing various resources to implement poverty reduction models and the efforts of poor households to improve their lives.
According to Dang Thanh Quang, Director of the Department of Labor, War Invalids and Social Affairs of Soc Trang province, from the beginning of the year, the Department advised the Provincial People's Committee to implement the Central Government's directives on the National Target Program for Sustainable Poverty Reduction with a total budget of over 114 billion VND. Through mobilizing various resources and the efforts of poor and near-poor households, the province now has 4,484 poor households remaining, accounting for 1.34% (a decrease of 4,042 households compared to 2023, equivalent to a 1.2% reduction), and 17,084 near-poor households, accounting for 5.10% (a decrease of 4,569 households compared to 2023).
In 2025, the Department will continue to advise the Provincial Party Committee and the Provincial People's Committee on effectively utilizing resources to reduce poverty, build and replicate effective poverty reduction models, promote vocational training, and create jobs for rural laborers. The province sets specific targets: increasing the percentage of trained laborers to 76.5%, the percentage of trained laborers with diplomas and certificates to 45.9%, and the percentage of employed laborers in the working-age population to 84.5%. Simultaneously, the province aims to reduce the poverty rate by an average of 0.1% per year, with a 0.2% reduction per year for Khmer households.
Dak Lak has achieved many positive results in poverty reduction.
According to Ayun H'Huong, Deputy Director of the Department of Labor, War Invalids and Social Affairs of Dak Lak province, despite achieving many positive results, poverty reduction efforts in Dak Lak still face numerous difficulties. The province's poverty rate remains high, ranking second nationwide in the number of poor households, only after Ha Giang province. In particular, the poverty rate among ethnic minorities remains at 19.7%, accounting for 67.76% of the province's total poor households. Some localities in the province have not been truly decisive in implementing poverty reduction programs. Labor training still has many shortcomings, failing to meet market demands, and sustainable employment for local workers remains limited. Furthermore, the mentality of relying on state support still persists among some people, affecting the effectiveness of poverty reduction policies.
To achieve sustainable poverty reduction, Dak Lak province has developed key solutions for 2024-2025. Accordingly, the province will strengthen the leadership and guidance role of all levels of government and promote the responsibility of heads of departments. Localities with high poverty rates such as Buon Don, Ea Sup, Krong Bong, Krong Nang, Lak, and M'Drak will be prioritized, with all resources concentrated and integrated from three national target programs to strive towards achieving the goal of reducing the poverty rate in the area.
In addition, the province will strengthen propaganda efforts to raise awareness and inspire people, especially ethnic minorities, to strive for a better future. Simultaneously, programs to create jobs, provide vocational training, and support livelihoods will be implemented more vigorously.
One of the key solutions is the effective implementation of the "Project to send workers from Dak Lak province to work abroad under contract for the period 2024-2026," approved by the Provincial People's Committee in Decision No. 578/QD-UBND dated February 7, 2024, aiming to create more job opportunities and increase income for workers. At the same time, the province will focus on eliminating temporary and dilapidated houses, ensuring the goal of eliminating substandard housing for poor households by the end of 2025 is achieved. In addition, the province will also prioritize administrative reform and accelerate the disbursement of funds for poverty reduction programs and projects. Effective poverty reduction models will be replicated and integrated with other national target programs to optimize resources and ensure sustainability.
With concerted efforts and determination, Dak Lak expects to achieve the goal of reducing the poverty rate by 1.5%-2% per year in 2024-2025. This will not only contribute to improving the quality of life for the people but also promote sustainable socio -economic development and narrow the gap between rich and poor in different areas of the province.
Tay Ninh: Ensuring infrastructure and regularly providing essential, official information to the people.
As a border province with nearly 240km of border with Cambodia, a fairly large administrative area, a large population, and diverse religions and ethnic groups, in order to mobilize, gather, and create consensus, solidarity, and support from all strata of the people in implementing the Party's guidelines and policies, and the State's laws, in recent years, especially when implementing the "Information Poverty Reduction" sub-project under the National Target Program for Sustainable Poverty Reduction in 2022-2023, the Party committees, government, Fatherland Front Committee, and political and social organizations at all levels have focused on leading, directing, and organizing diverse and rich propaganda activities to bring information to the grassroots, ensuring that people do not lack information or suffer from "information poverty".
Regarding information infrastructure, the province currently has 3 press agencies (Tay Ninh Newspaper, Tay Ninh Radio and Television Station, and Tay Ninh Arts and Literature Magazine); 6 licensed general information websites, including the Provincial People's Committee's Electronic Information Portal which integrates 54 component electronic information portals; and 94 commune, ward, and town-level radio stations. At the same time, the province regularly provides information and cooperates in propaganda with 39 central and non-provincial press agencies. Annually, this information infrastructure system publishes more than 60,000 news articles, video clips, and infographics to disseminate and transmit official information widely to all segments of the population, including rural and border areas.
The province has 419 cultural institutions, which are regularly used to serve mass cultural and artistic programs, mobile information services, film screenings, book and newspaper exhibitions, and film and photography displays, meeting the people's needs for enjoying cultural, artistic, and sports values. Annually, the professional departments of the cultural sector organize an average of 50-80 performances, plays, and skits to serve the people in remote areas, border regions, and ethnic minority areas.
The library and book collection system, from the provincial to the grassroots level, is maintained and operates regularly; the library network is being developed with a focus on organizing mobile libraries and district libraries combined with post offices to circulate books and newspapers to cultural post offices in communes.
This contributes to improving the quality of cultural and spiritual life of the people, especially poor and near-poor households, helping to narrow the gap in cultural enjoyment between urban and rural areas, and promptly bringing the Party's guidelines and the State's policies and laws to the broad masses of the people.
