Ms. Luong Thi Thu Huyen's company has employees who served in the military (September 1992-September 1994) and received benefits upon discharge (demobilization allowance, vocational training allowance, transportation, meals, and baggage allowance). She asks whether this time spent in the military can be added to their subsequent social insurance contributions to qualify for these benefits.
Regarding this matter, the Vietnam Social Security responded as follows:
Clause 3 of Article 34 of Government Decree No. 158/2025/ND-CP dated June 25, 2025 stipulates:
"Workers who served as military personnel or police officers and were discharged, demobilized, or terminated their employment between December 15, 1993, and December 31, 1994, and have not yet received severance pay, lump-sum benefits, demobilization benefits, or lump-sum social insurance benefits, will have their actual service time in the military or police force counted towards social insurance benefits."
Based on the information provided by Ms. Huyen, the employee of the company enlisted in September 1992, was discharged in September 1994, and received discharge benefits, therefore this period is not counted towards social insurance benefits.
