Changes in professional titles are made through a review process that assesses the fulfillment of requirements regarding standards and conditions for promotion, as stipulated by the ministries managing professional titles for specialized civil servants.

The regulation on special promotion is currently only applied to those recognized as professors and associate professors, and not to other teaching positions. This leads to a failure to promptly recognize the achievements and special contributions of teachers; limiting the ability to attract and effectively utilize highly qualified teachers to teach in public educational institutions.

In the context of increasingly demanding educational reform, the teaching staff must not only meet the required standards but also possess the genuine capacity to lead professionally, innovate teaching methods, inspire, and create a positive influence within the system. Without appropriate, flexible, and timely promotion mechanisms that recognize, honor, and encourage teachers with outstanding abilities and achievements, the risk of declining motivation and the loss of high-quality human resources within the sector is unavoidable.

In this context, the provision for "special consideration for career advancement of teachers" in the draft Decree detailing some provisions of the Law on Teachers is expected to resolve this bottleneck.

In addition to granting special consideration to educators who have been recognized and appointed to the titles of professor and associate professor, the draft Decree adds educators with outstanding qualities and abilities, and exceptionally excellent achievements in their professional activities, who are unanimously nominated by the collective of administrators, educators, and employees in the educational institution.

The Minister of Education and Training will specify in detail the criteria for considering teachers with outstanding qualities and abilities, and exceptionally excellent achievements in their professional activities at each educational level and training qualification, as a basis for granting special promotions to teachers.

Specifically, there is no limit on the number of teachers eligible for special consideration for career advancement; at the same time, teachers are not required to meet all the professional standards of the teacher position they are considering for special consideration.

The above regulation represents a significant shift in thinking regarding the development of the teaching staff, moving strongly away from a "formal qualification" approach to emphasizing the substantive value of competence, character, and professional contributions. This reflects a management mindset based on competence and work efficiency, while remaining within the strict framework of the law and not disrupting the existing system of professional job title standards.

Implementing career advancement assessments for teachers and special career advancement mechanisms requires establishing corresponding administrative procedures to ensure that the selection and appointment of the right person for the right job, in accordance with their abilities, qualities, professional standards, and job position; while also preventing corruption and overcoming the situation where promotions are primarily based on diplomas, certificates, or purely formal administrative procedures.

At the same time, implementation is a crucial step for the new policy to be put into practice. Regarding this issue, many educators believe that specific and transparent criteria for special promotion consideration are needed; the review process should be open, objective, and involve an independent professional council; and the head of the institution should be held accountable… All of this is to ensure that those granted special promotion are truly deserving and that it does not become a widespread mechanism that distorts the overall promotion system.
