National unity is a precious tradition, a crucial and consistent strategic guideline of the Party; it is a tremendous source of strength and a decisive factor in the success of the cause of building and defending the Fatherland. The solid foundation of national unity is the alliance between the working class, peasants, and intellectuals led by the Party; the strong relationship between the Party and the people, the people's trust in the Party, the State, and the regime; unity within the Party, unity among social strata, among the Vietnamese ethnic communities, between people of different religions and those without religion, between people of different religions, between Vietnamese people at home and abroad; and unity between the Vietnamese people and peace-loving, progressive people around the world .
During his lifetime, President Ho Chi Minh always emphasized the role, mission, and strength of the spirit of unity and great national unity. He affirmed: “Great unity means first and foremost uniting the vast majority of the people, and the vast majority of our people are workers, farmers, and other working people. That is the foundation of great unity. It is like the foundation of a house, the root of a tree. But having a solid foundation and good roots, we must also unite other people. Anyone who sincerely supports peace, unity, independence, and democracy, even if those people were against us before, we will now sincerely unite with them” (1) . In Ho Chi Minh's thought: "Unity is a national policy, not a political tactic. We unite to fight for the unity and independence of the Fatherland; we must also unite to build the country. Whoever has talent, virtue, strength, and a heart to serve the Fatherland and the people, we unite with them" (2) .
President Ho Chi Minh pointed out that the greatest strength of the Vietnamese revolution lies in the people, and if the people are united, it will create invincible strength: "In the sky, nothing is more precious than the people. In the world, nothing is stronger than the united force of the people" (3) . He also affirmed: "A hundred times easier without the people, nothing can be achieved / A thousand times harder, with the people, everything can be accomplished." Through the practical experience of revolutionary struggle, President Ho Chi Minh summarized: "Unity, unity, great unity; Success, success, great success" (4) .
Inheriting and developing the ideology of President Ho Chi Minh, in every stage of the revolution, our Party has always affirmed that unity is an extremely precious tradition, a strategic guideline of the Party; it is the source of strength, the core value and the main driving force of the Vietnamese revolution, and has a decisive significance for all victories in the cause of building and defending the Fatherland. Continuing to thoroughly understand and deeply internalize the viewpoint of great national unity, the Politburo established the Central Steering Committee to summarize 20 years of implementing Resolution No. 23-NQ/TW, dated March 12, 2003, of the 9th Central Committee, on "Promoting the strength of great national unity for a prosperous people, a strong nation, and a just, democratic, and civilized society." Based on a thorough and comprehensive assessment of the achievements, identifying shortcomings, limitations, and causes, and drawing lessons learned, the 8th Plenum of the 13th Central Committee issued Resolution No. 43-NQ/TW on November 24, 2023, on "Continuing to promote the tradition and strength of national unity, building our country to become increasingly prosperous and happy."
Resolution No. 43-NQ/TW sets out the goal of continuing to promote the tradition and strength of national unity, strengthening social consensus, strongly arousing patriotism, national self-reliance, faith, and aspirations to contribute to building a more prosperous and happy country; contributing to the successful achievement of the goal of Vietnam becoming a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045, following the socialist orientation.
Resolution 43-NQ/TW also outlines seven specific solutions, including: 1- Raising awareness and responsibility of Party committees, Party organizations, the political system, and the people regarding the position and importance of promoting the tradition and strength of national unity; 2- Perfecting policies and guidelines on national unity, arousing the will and aspirations for national development; 3- Building and rectifying a clean and strong Party; strengthening unity within the Party, maintaining the Party's leading role in building and promoting the tradition and strength of national unity; 4- Enhancing the role, effectiveness, and efficiency of the State in promoting the tradition and strength of national unity; 5- Promoting socialist democracy, the potential, and creativity of the people; 6- Innovating the content and methods of operation of the Vietnam Fatherland Front and political and social organizations; 6. Strengthen mass mobilization efforts and mobilize all resources for national development; 7. Organize practical and effective patriotic emulation campaigns and movements.
The late General Secretary Nguyen Phu Trong, an exceptionally outstanding leader, the Party's theoretical banner, a staunch communist fighter, and a shining example of studying and following Ho Chi Minh's moral example, diligently researched theory, summarized practice, and published the book "Promoting the Tradition of National Unity, Building Our Country to Be Increasingly Prosperous, Civilized, and Happy." This book consistently reflects the Party's policies on the role of the people, on practicing democracy, relying on the people to build the Party and the State; and on the tradition and strength of national unity in the cause of building and defending the Fatherland.
Continuing the glorious legacy of the late General Secretary Nguyen Phu Trong, in his article "Determined to build a strong Party, a prosperous, democratic, just, and civilized Vietnam," General Secretary and President To Lam reaffirmed the task: "Specially attaching importance to and continuously strengthening unity within the Party, national unity, and the close, blood-and-flesh relationship between the Party and the people," "Firmly upholding the stance, viewpoint, and practice of 'the people are the foundation,' 'the people are the subject and center of the reform process'; all policies and guidelines must truly stem from the lives, aspirations, rights, and legitimate interests of the people, taking the happiness and well-being of the people as the goal to strive for..."
Speaking at the 10th National Congress of the Vietnam Fatherland Front, for the 2024-2029 term, General Secretary and President To Lam emphasized that over the past 94 years, under the leadership of the Party, the Vietnamese revolutionary movement has achieved many miracles, winning one victory after another. From a country heavily devastated by war, Vietnam has risen to become a symbol of peace, stability, hospitality, and a destination for international investors and tourists. From a backward economy, Vietnam has risen to become one of the top 40 economies, with a trade volume among the top 20 countries in the world. From a country once surrounded and isolated, Vietnam has established diplomatic relations with 194 United Nations member states, has strategic partnerships and comprehensive partnerships with 30 countries, including all major powers, and is an active member of over 70 regional and international organizations. With the happiness and well-being of its people as its goal, Vietnam has achieved the Millennium Development Goals ahead of schedule, earning the United Nations and international friends a success story and a shining example of poverty eradication and continuous improvement of the people's material and spiritual lives. These great achievements are due to the wise and skillful leadership of the Party; the unity and concerted efforts of the entire Party, people, and army, including the crucial role of national unity, and the contributions of the Vietnam Fatherland Front and its member organizations.
General Secretary and President To Lam stated that, over the past 94 years, the Vietnam Fatherland Front has continuously grown stronger, affirming its role and mission in promoting the tradition and strength of national unity, encouraging and motivating the people to enthusiastically participate in patriotic emulation movements, arousing and developing resources and creativity, contributing to the successful implementation of the country's strategic tasks in each historical period. With the achievements made in the past, the Vietnam Fatherland Front deserves its role as a political alliance, a voluntary union of political organizations, socio-political organizations, social organizations and outstanding individuals in all classes, social strata, ethnic groups, religions, and Vietnamese people residing abroad; the political foundation of the people's government; the core organization in promoting the tradition and strength of national unity; and an important bridge between the Party, the government and the people. Promoting the role of the people as the main actors in social life; representing and protecting the legitimate rights and interests of union members, association members, and the people.
Practical experience shows that, alongside the tremendous achievements in socio-economic development and nearly 40 years of implementing the reform under the Party's leadership, the cause of national unity has achieved many important and comprehensive results. The Vietnam Fatherland Front and other political and social organizations and mass associations continue to play a key political role in organizing, mobilizing, and uniting all strata of the people, creating increasingly greater unity and consensus in society; they have made many innovations in content and methods of operation, extensively implementing and improving the quality of patriotic emulation movements and campaigns; they are closely connected to the grassroots; they have diversified forms of mobilizing the people, focusing on the legitimate interests of members, affiliates, and the people, contributing to resolving many complex issues arising in the development process. The Vietnam Fatherland Front and its member organizations are increasingly fulfilling their role of representing and protecting the legitimate rights and interests of their members and the people; proactively participating in social supervision and criticism; fighting against corruption and negative phenomena; and effectively acting as a bridge between the Party, the State, and the people, uniting the Vietnamese people with the people of the world.
The emulation movement "The whole country unites, works together, and wholeheartedly competes to prevent, control, and defeat the Covid-19 pandemic" is a vivid testament to the promotion of the tradition and strength of national unity, mobilizing the entire Party, people, army, and political system to participate, along with the consensus and support of the business community and the people, and the assistance of international friends. The results achieved affirm the efforts and high sense of responsibility of the leaders of the Central Committee of the Vietnam Fatherland Front and its member organizations; the spirit of solidarity, sharing, response, and joint efforts of agencies, localities, businesses, organizations, individuals, Vietnamese people at home and abroad, international organizations, foreign organizations and individuals, and the international community. The work of preventing and controlling the Covid-19 pandemic is a vivid practical demonstration of the strength of the great national unity under the skillful and wise leadership of the Party. This reaffirms the timeless truth summarized by President Ho Chi Minh: "Even if something is ten times easier, without the people's support, it will still fail; even if something is a hundred times harder, with the people's support, it will succeed."
Another example worth mentioning is the Vietnamese people's tradition of mutual support and compassion, "Love others as you love yourself," and "The healthy leaf protects the withered leaf," which was strongly demonstrated in the face of the severe damage caused by Typhoon No. 3 (which occurred in September 2024) to the people of 26 northern provinces and cities. Responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front, people and soldiers nationwide, overseas Vietnamese, member organizations of the Vietnam Fatherland Front, social organizations, businesses, philanthropists at home and abroad, and foreigners living and working in Vietnam have shared and provided spiritual and material assistance, contributing to the Party and State's efforts to quickly overcome the consequences of the storm and floods, restore production, and ensure the people's livelihoods. Through the receiving account of the Central Relief Campaign Committee, donations totaling over 2,000 billion VND have been received. For the first time, the Standing Committee of the Central Committee of the Vietnam Fatherland Front promptly directed the public disclosure and transparency of donations and their timely allocation to localities severely affected and damaged in terms of human lives and property. This received great approval, support, and praise from people at home and abroad, multiplying the warm and heartfelt camaraderie and solidarity among comrades and fellow citizens.
To continue inheriting and promoting the strength of national unity, on October 16, 17, and 18, 2024, with the spirit of "Unity - Democracy - Innovation - Creativity - Development," the 10th National Congress of the Vietnam Fatherland Front, for the term 2024-2029, successfully completed its agenda. The Congress is the most vivid and beautiful symbol, demonstrating the strength of national unity, an extremely precious tradition of our nation, painstakingly built and nurtured by generations of our ancestors with sweat, blood, hardship, sacrifice, will, faith, and aspirations of the peace-loving Vietnamese people; the blood and bones of the sons and daughters of Vietnam have mingled with the motherland, becoming golden bricks that build the impregnable fortress of the Vietnamese Fatherland. Therefore, no hostile force can divide our national unity. The Congress also embraced and resolved to implement the suggestions of General Secretary To Lam to further strengthen the spirit of national unity.
Firstly, it is necessary to unify understanding of the position and special importance of national unity and the urgent need, more than ever, to prioritize strengthening and promoting national unity under the leadership of the Party. This is one of the key solutions to lead the country into a new era.
In the current period, the Vietnam Fatherland Front needs to effectively fulfill its core role, leading and coordinating with member organizations to unite all strata and outstanding individuals, maximizing the pioneering role of the working class, unleashing the immense potential of the peasantry, intellectuals, and laborers, ensuring high unity in awareness, thought, and action, steadfastly pursuing socialist goals and ideals; proactively engaging in people-to-people diplomacy; resolutely protecting and maintaining national independence and sovereignty, ensuring political and social stability, and building an increasingly prosperous and happy country. The Vietnam Fatherland Front and its member organizations should further improve their propaganda, education, and mobilization efforts to ensure that the people understand and wholeheartedly implement the Party's guidelines and policies, and the State's laws; and clearly recognize the schemes and tactics of hostile and reactionary forces that distort, sow discord, and undermine national unity. The Vietnam Fatherland Front must be the core in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints.
Secondly, we must care for and protect the practical, legitimate, and lawful interests of the people; the highest goal is to serve the people and make their lives better. Our Party has no interests other than the interests of the people; the people are the center and subject of all the Party's policies and guidelines; all the efforts of the Party, the State, and the entire political system are only meaningful when the people have a prosperous and happy life. The Vietnam Fatherland Front and its member organizations need to proactively and actively find solutions to care for and improve the lives of the people, especially ethnic minorities, those in remote areas, border regions, islands, former resistance bases, strategic areas, and areas with large religious populations. They should identify and recommend to Party committees and authorities, and mobilize philanthropists to promptly support those in particularly difficult circumstances and vulnerable people, ensuring that no one is left behind. Actively coordinate with authorities at all levels to effectively resolve pressing social issues at the grassroots level. Actively gather and listen to the opinions of the people, truly becoming a reliable source of support and the voice of the people to reflect to Party committees and authorities at all levels. Effectively play the leading role in consultation and coordination among member organizations in implementing social supervision and criticism, especially on issues of "national development and people's livelihoods." Participate effectively and encourage the people to actively participate in the fight against waste, corruption, and negative practices. In the immediate future, actively participate in organizing and mobilizing the people to successfully conduct the election of deputies to the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term.
Thirdly, we must continue to vigorously innovate the content and methods of operation of the Vietnam Fatherland Front in a practical direction, closely connected with the people, accompanying the people, "when the people need the Front, the Front is there; when the people face difficulties, the Front is ready to participate." We must promote the core role of the Vietnam Fatherland Front in extensively implementing high-quality, practical patriotic emulation movements and campaigns, with the satisfaction of the people; and strive to successfully fulfill the socio-economic development tasks of the country in the new era. The methods of mobilization and gathering of the Fatherland Front must be diverse and rich in type, vibrant in content, becoming a mass forum where people from all walks of life, classes, ethnic groups, religions, and overseas Vietnamese... meet, exchange information, express their opinions, thoughts, and aspirations, and engage in democratic and open dialogue. To gather and maximize the role and contributions of scientists, experts, and outstanding individuals from all walks of life, ethnic groups, religions, and the Vietnamese community abroad to the development of the country. To build a team of dedicated and responsible cadres of the Vietnam Fatherland Front and people's organizations who wholeheartedly serve the people, for the people's well-being and happiness, who are truly close to the people, listen to their opinions, love the people, and serve as shining examples for the people to admire, respect, trust, and share with.
The Presidium of the Central Committee of the Vietnam Fatherland Front believes that, in the coming time, all social classes and strata, all people, ethnic groups, religions, intellectuals, artists, businesspeople, enterprises, and overseas Vietnamese will further uphold the spirit of patriotism and national pride, have absolute faith in the leadership of the Party and the management of the State, and contribute their intellect and efforts to continuously consolidate and strengthen the tradition and strength of national unity, combined with the strength of the times, working together in solidarity, "Once discussed, it is agreed; once started, it is achieved; once decided, the whole country is united" to build our beloved Vietnam into a peaceful, independent, democratic, prosperous, civilized, and happy country; strongly promoting the tradition and strength of national unity; upholding the will for self-reliance, self-strength, creativity, and overcoming difficulties and challenges; Sharing the destiny of the nation, entering a new era, an era of national progress, striving to successfully implement the 10-year socio-economic development strategy (2021-2030), and fulfilling the strategic goals of 100 years under the leadership of the Party, 100 years since the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam...
