HNN - The 14th National Congress of the Communist Party of Vietnam is about to take place with the goal of ushering the country into an "era of progress." As Vietnamese people, we are all excited, hopeful, and confident that the Party will make new decisions to develop the country for the goal of a prosperous people, a strong nation, and a just and civilized society.

For the country to develop sustainably, the Party's new policies must be based on key pillars; among them, two pillars are indispensable: environmental protection and socio -cultural development.

First and foremost, regarding the environment, strategic solutions are needed to predict, prevent, and mitigate the risks of global climate change, which directly affects our country. In reality, optimal solutions are required to adapt to rising sea levels, which are leading to coastal erosion and saltwater intrusion; desertification of land areas, loss of biodiversity, and extreme weather events. Environmental pollution, a negative consequence of industrialization and modernization, is increasing. People must be able to withstand extreme natural disasters, both in terms of livelihoods and housing, meeting two criteria: durable houses that can withstand storms and houses with upper floors to withstand floods.

Regarding culture, our Party has always considered it an endogenous factor, a resource and strength for social development. Culture is not only an economic resource with the tourism and cultural industries, but also a fundamental factor, a foundation for sustainable social development. Therefore, President Ho Chi Minh once said: "Culture illuminates the path for the nation to follow." This affirms that our Party always considers culture to have a leading, enlightening, and spiritual foundation for the nation. Therefore, we expect the Congress to propose strategic solutions to promote the cultural values ​​of the nation.

Firstly, it is essential to preserve national cultural identity at three levels: family, village, and nation. These three levels are closely interconnected, from a prosperous family and a united village to a unified and developing nation. Secondly, it is crucial to prevent and combat negative phenomena that are spreading in society, such as the infiltration and tolerance of non-values ​​like dishonesty, the pursuit of achievements for their own sake, formalism, factionalism, opportunism, arbitrariness, and indifference. Thirdly, it is necessary to strengthen the propaganda and education of revolutionary ethics, protect the Party's fundamental ideology, and combat the moral decay creeping into society, thereby enhancing the resilience and political fortitude of all segments of the population.

From a social perspective, expectations are that the Congress's decisions will provide strategic solutions to create fairness for all segments of the population, especially the poor and vulnerable. First and foremost is the complete elimination of tuition fees for primary and secondary school students and medical fees, as outlined in the government's policy.

Secondly, we must thoroughly implement genuine learning, genuine teaching, genuine testing, and genuine qualifications to train talented individuals who are useful to society. Our current education system still faces many challenges, such as a cumbersome and impractical curriculum, weak work skills; the prevalence of private tutoring; outdated facilities and teaching equipment, especially in remote areas; examinations that are still heavily focused on form and lack fairness; and the gap between theory and practice, a lack of emphasis on developing creative thinking and life skills, and limited training quality…

Thirdly, we must focus on social welfare for the poor and vulnerable in society.

Fourthly, regarding people's livelihoods to achieve social justice, it is necessary to develop small and medium-sized industries in rural and mountainous areas to form industrial villages and satellite urban villages for cities, creating value chains with the participation of four stakeholders: the State, businesses, scientists, and the people. In this model, the State implements policies, businesses supply and purchase goods, scientists ensure efficiency, and the people produce the goods.

These expectations also reflect the aspirations of the entire nation for the Party to lead the country towards sustainable development and modernization in the era of integration and development.
