
According to the plan, the voter consultation will be conducted for household representatives (household heads or household members) with permanent or temporary residence in the area directly affected by the arrangement of administrative units, in the form of ballots. The consultation will be organized in groups, each group in charge of a village, hamlet or residential group.
The People's Committees of districts, towns and cities shall direct the People's Committees at the commune level to compile a list of voters for the period from April 15 to April 17, 2025. On that basis, the People's Committees at the commune level shall establish a group to collect voters' opinions representing households in the hamlet, village or residential group. The group shall be headed by the Party cell secretary or the head of the hamlet, village or residential group; other members shall be representatives of socio-political organizations in the residential area or commune-level officials and civil servants.
Voter opinion collection teams are responsible for fully preparing conditions for collecting opinions; receiving ballots and related documents; notifying the time and place for collecting opinions; distributing ballots, instructing voters on how to fill in their ballots; counting ballots, making minutes and archiving documents. The results of the collection of opinions must be compiled and sent to the People's Committee at the commune level for reporting.
According to the plan, the voter consultation will be held simultaneously on April 20, 2025. The groups must complete the synthesis of results, make minutes and send them to the People's Committee at the commune level before 8:00 a.m. on April 21, 2025. After that, the People's Committee at the commune and district levels and the Department of Home Affairs will continue to synthesize and report the results to submit to the People's Councils at all levels for consideration and voting from April 21 to April 24, 2025.
The Provincial People's Committee requests relevant agencies, units and localities, based on their assigned functions and tasks, to organize the implementation to ensure the correct content, purpose, requirements and progress. The implementation process needs to create high consensus and unity among Party committees, authorities and people in localities. If difficulties or problems arise during the implementation process, the units must promptly report to the Provincial People's Committee (through the Department of Home Affairs) for consideration and resolution.
