
According to the plan, the voter consultation will be conducted with representatives of households (heads of households or household members) with permanent or temporary residence in areas directly affected by the administrative unit reorganization, by distributing ballots. The consultation process will be organized into groups, with each group responsible for a village, hamlet, or residential area.
The People's Committees of districts, towns, and cities shall direct the People's Committees of communes to compile voter lists between April 15th and April 17th, 2025. Based on these lists, the People's Committees of communes shall establish voter consultation teams representing households in each village, hamlet, or residential area. The consultation team shall be headed by the Party branch secretary or the village/hamlet/residential area leader; other members shall be representatives of socio- political organizations in the residential area or commune-level officials and civil servants.
The voter consultation teams are responsible for preparing all necessary conditions for the consultation; receiving ballots and related documents; announcing the time and location of the consultation; distributing ballots and instructing voters on how to fill them out; counting votes, preparing minutes, and archiving documents. The results of the consultation must be compiled and sent to the commune-level People's Committee for reporting.
According to the plan, the voter consultation will be held simultaneously on April 20, 2025. The polling teams must complete the compilation of results, prepare minutes, and submit them to the People's Committees at the commune level before 8:00 AM on April 21, 2025. Subsequently, the People's Committees at the commune and district levels, along with the Department of Interior Affairs, will continue to compile and report the results for submission to the People's Councils at all levels for consideration and voting from April 21 to April 24, 2025.
The Provincial People's Committee requests that relevant agencies, units, and localities, based on their assigned functions and tasks, organize and implement the plan ensuring that it is carried out in accordance with the content, purpose, requirements, and schedule set forth. The implementation process should foster high levels of consensus and unity among Party committees, government authorities, and the people in each locality. If any difficulties or obstacles arise during implementation, units should promptly report them to the Provincial People's Committee (through the Department of Internal Affairs) for consideration and resolution.
