At the meeting, delegates focused on discussing and giving opinions on the draft resolution proposing the adoption of the policy on rearranging administrative units at the provincial and commune levels.
The majority of delegates unanimously agreed with the draft's content, believing that the restructuring is an objective and necessary requirement, consistent with the current development trends and administrative reform orientation.

Regarding commune-level administrative units, according to the delegates, while the previous division helped to manage more closely with the people, it has now revealed many shortcomings such as the dispersion of resources, a cumbersome apparatus, overlapping functions, and wasted budget.
In the context of rapid digital transformation, many middle management functions have been digitized, making organizational streamlining and reduction of administrative layers an inevitable trend.

According to the report, before the reorganization, the province had 71 administrative units at the commune, ward, and town level (including 6 wards, 5 towns, and 60 communes). After the reorganization, the province now has 28 administrative units at the commune, ward, and town level (3 wards and 25 communes), a reduction of 43 units.
The draft also outlines the organizational structure after the reorganization, including local government, agencies of the People's Council and People's Committee, and four specialized departments: the Office of the People's Council and People's Committee, the Economic Department, the Culture and Social Affairs Department, and the Public Administrative Service Center. The total staff of each commune-level administrative unit after the reorganization will be 32 people.

In addition, the report also outlines a plan and roadmap for organizing the administrative apparatus, assigning officials, civil servants, and employees; resolving current regulations and policies; and applying specific policies to the newly formed administrative unit.
To ensure the draft is thorough, compliant with regulations, and realistic, delegates requested the drafting agency to review and revise several contents such as: the name of the merged commune, the title of the draft resolution, wording in some sections, etc., in order to finalize the draft before submitting it to the Provincial People's Council for consideration and decision.
