Ensuring security and order in border areas.

(Baothanhhoa.vn) - Thanks to the synchronized implementation of various measures and the concerted efforts of the people, the work of ensuring security and order in the border areas of the province has seen remarkable progress. The number of law violations, the number of people involved in social vices, deforestation, illegal migration, and illegal proselytization have tended to decrease, and political security and social order are ensured.

The police force is disseminating information to the public about the Law on the Management and Use of Weapons, Explosives, and Support Tools.

Tam Thanh commune has 18km of border with Laos. The commune has 861 households and 4,128 inhabitants, with 98% being ethnic Thai people. Previously, Tam Thanh commune always had many complex security and order issues. In response to this situation, the Tam Thanh Commune Police advised the local Party committee and government on many solutions to ensure security and order. These included promoting the "All People Protect National Security" movement, maximizing the strength of the people in participating in the fight against crime and eradicating social evils. Tasks were assigned to each officer and soldier to proactively monitor the local situation, identify key issues and areas, and focus on resolving cases decisively in accordance with the law. At the same time, coordination with border guards was strengthened, border security patrols were organized, and self-governing groups along the border and national boundary markers were maintained. From 2020 to the present, the police and border guard forces have detected and handled 24 cases involving 50 individuals violating social order; and imposed administrative penalties in 11 cases involving 37 individuals.

Na Meo commune has a long border, numerous trails and openings, and the Na Meo International Border Gate, making it a potentially vulnerable area for security and order violations. In recent times, the commune police have effectively maintained security and order in the area, proactively advising the commune Party committee, government, and the Na Meo International Border Gate Border Guard Post on developing plans to ensure social order and safety. Major Pham Van Hop, Head of the Na Meo Commune Police, stated: "To ensure security and order, combat various types of crime, and maintain border security, the Na Meo Commune Police regularly stay close to the community, proactively monitor the border situation, and promptly detect, combat, and thwart all subversive plots and activities of hostile forces. At the same time, we are strengthening the dissemination and education of laws to the people through integration into village meetings." Specifically, it focuses on clearly outlining the methods and tactics used by various types of criminals so that the public is aware, can be more vigilant, and can take preventive measures.

In addition, the commune police, in coordination with officers and soldiers of the Na Mèo International Border Gate Border Guard Station, developed a plan to patrol and protect the border and boundary markers, and deployed additional officers and soldiers to the villages to effectively manage temporary residence and absence, organize patrols to ensure security and order in the villages; proactively monitor the situation, review prominent and pressing issues regarding security and order in each village to have timely solutions. Through many practical solutions and activities, in recent years, the political security and social order in the commune have always been maintained; various types of crimes, social evils, and violations of the law have been controlled.

Thanh Hoa province has 213.6km of border with Hua Phan province, Lao People's Democratic Republic. This area is crucial for national defense, security, and foreign relations, but its rugged terrain, harsh climate, and uneven levels of education among the population make it vulnerable to various criminal activities. In response to this situation, the police forces in border communes have proactively advised local Party committees and authorities on developing and implementing security and order plans tailored to the local context, outlining specific and clear implementation measures. Simultaneously, they have strengthened coordination with relevant agencies, deployed operational measures, and effectively combated various types of crime and violations of the law, ensuring security and order in border areas and border gates.

From 2021 to the present, the police forces in border communes have detected and prosecuted 12 cases involving 13 individuals for crimes such as illegal possession of explosives, brokering and organizing illegal emigration, and illegal possession of military weapons; detected and handled 204 cases involving 408 individuals committing social order crimes. They also detected and handled 110 cases of foreigners entering the border area without permits; investigated and handled over 30 cases of illegal entry across the Thanh Hoa - Hua Phan (Laos) border. Furthermore, they detected, investigated, and handled 663 cases; and arrested and prosecuted 910 individuals for drug-related crimes along the border...

Building on the achievements, the police forces in border communes continue to proactively advise local Party committees and authorities, coordinate with border guards and local organizations to effectively carry out propaganda and awareness campaigns among the people; and at the same time, strengthen patrols and controls, closely monitor the local situation, and resolutely handle cases of violations. This contributes to maintaining border security and promoting the socio-economic development of the locality.
