Ensuring a stable electricity supply.

To ensure electricity supply for production, business, and people's consumption, and for the socio-economic development of the locality, the Provincial People's Committee approved the electricity supply plan at the beginning of the year; directing all levels, sectors, agencies, units, and hydropower plants to synchronously implement solutions for electricity supply and electricity conservation in 2025, especially during the peak months of hot weather.

The electricity sector has made efforts and focused on electricity production and supply to ensure stable development. In the first six months of 2025, electricity production reached 4,645 million kWh, an increase of 10.6% compared to the same period in 2024; commercial electricity sales were approximately 460 million kWh, an increase of 8.2% compared to the same period in 2024 and accounting for about 9.9% of total electricity production.

Given the widespread and intense heatwave in Northern and Central Vietnam in recent days, which has led to a surge in electricity demand, and in accordance with the Prime Minister 's directive, the Chairman of the Provincial People's Committee has instructed departments, agencies, organizations, localities, and units to implement comprehensive electricity saving measures within their respective agencies and units; and to raise public awareness about saving electricity during peak months when the weather is hot.

Districts, towns, and cities are closely coordinating with Son La Power Company and investors in implementing power grid projects, doing a good job of disseminating information and mobilizing people to hand over land for the construction of power grid projects in their managed areas. They are also promoting and encouraging organizations and individuals to invest in the development of rooftop solar power systems for self-consumption; and encouraging administrative and public service establishments, as well as production and business establishments, to develop rooftop solar power for self-consumption in order to effectively exploit potential, reduce investment pressure on the power transmission system, and alleviate the burden on the national power grid .

Mr. Doan Van Chau, Deputy Director of the Department of Industry and Trade, said: The Department monitors the implementation of electricity supply by Son La Power Company according to the list of important electricity users prioritized for electricity supply; inspects and supervises hydropower plant investors to ensure compliance with approved regulations to guarantee electricity supply. It directs and urges hydropower reservoir owners to review and develop plans for operation and electricity production in the context of water shortages at hydropower reservoirs, ensuring a suitable water balance, prioritizing water from hydropower reservoirs for domestic use, agricultural production, and drought prevention.

Son La Power Company has developed a plan for electricity supply in the province based on the power grid system, load forecasts, and a list of priority customers. It continues to invest in construction and technical management, completing many key projects, such as: new 110 kV substations and capacity upgrade projects. Son La Power Company continues to promote and encourage customers to implement the Prime Minister's and the Chairman of the Provincial People's Committee's directives on electricity saving, with the goal of administrative and public service units saving 10% of electricity consumption; public lighting saving 30%; and industrial production and service businesses saving 2%...

Mr. Nguyen Van Thang, Deputy Director, informed: The company is working with small hydropower plants to increase the shifting of power generation hours to peak hours during hot weather. Units are being urged to coordinate closely with agencies, localities, and large-scale consumers to strictly implement electricity saving solutions; working with large customers to register capacity and shift load during periods of high load or unfavorable conditions. The focus is on ensuring a safe and stable electricity supply for socio-economic development and political security in the unit's management area; absolutely no negligence in operation leading to incidents and instability in electricity supply. The company is accelerating the standardization of low-voltage power grid diagrams on software platforms for management, with a deadline before June 30, 2025.

The province currently has 60 hydropower plants with a capacity of 3,794 MW and 60 MWp of rooftop solar power, reaching 63.2% of the power source development plan by 2030. Annually, the province's electricity production ranges from 12-15 billion kWh, accounting for 5-6% of the total national electricity production. In 2025, it is expected that two hydropower plants with a capacity of 46 MW will be put into operation. The Provincial People's Committee requires hydropower plants to strengthen monitoring and supervision of the plant's equipment operation, proactively conduct periodic inspections, promptly detect and thoroughly rectify defects, and ensure sufficient spare parts to improve reliability, enhance operational efficiency and power generation capacity of the generating units, absolutely ensuring that no incidents occur due to subjective causes. Hydropower plants need to proactively and regularly update and accurately assess the actual hydrological situation; Strengthen close coordination and regular information exchange with local authorities and relevant state management agencies to ensure flexible and efficient reservoir operation, balancing water needs for domestic use, agricultural production, and electricity generation, especially during peak dry seasons and heatwaves. For solar power systems, enhance storage and energy collection capabilities to improve efficiency and electricity supply capacity.

Mr. Nguyen Manh Ha, Deputy General Director of Nam Chien Hydropower Joint Stock Company, said: The Nam Chien Hydropower Plant has a total capacity of 200 MW and a designed electricity output of 813 million kWh/year. As of June 24th, electricity production reached over 236.689 million kWh, equivalent to 149.78% compared to the same period in 2024. The company is strengthening its monitoring of weather forecasts to proactively maximize the efficient use of water resources in the reservoir, improving electricity production efficiency; proactively developing plans for flood and storm prevention; and carrying out maintenance and repair of the turbines to ensure safety and efficiency.

With the decisive leadership of the province and the proactive efforts of the electricity sector in electricity production and distribution, along with the collective efforts of the entire population in saving electricity, a significant contribution will be made to ensuring a stable and continuous electricity supply, effectively serving the goal of economic growth of 8% or more.
