Ensure the proportion of female delegates and delegates from ethnic minorities.

Ensuring a balanced structure in the list of candidates is one of the important requirements of the election of National Assembly and People's Council representatives at all levels for the 2026-2031 term. In Tuyen Quang, the proportion of female candidates and ethnic minority candidates exceeds the regulations, contributing to enhancing the representation of all strata of the people. This also creates conditions for the voices of women and ethnic minorities to be more fully reflected in the process of formulating and implementing development policies.

A rational structure enhances representation.

According to the structural guidelines, the proportion of female delegates in the list of candidates for the National Assembly and People's Councils at all levels must reach 35% or more. To meet this requirement, Tuyen Quang province proactively built a reasonable personnel structure from the beginning of the consultation process, ensuring a high percentage of women and ethnic minorities participating in the election.

Tuyen Quang has 18 candidates running for the new National Assembly, of which 9 are women, accounting for 50%; 13 candidates are from ethnic minorities, accounting for 72.22%. In the list of candidates for the new term of the Provincial People's Council, the proportion of women continues to be high with 49 female candidates, accounting for 47.5%; 63 candidates are from ethnic minorities, accounting for 61.17%. At the grassroots level, where the practical lives of the people are directly understood and reflected, the proportion of women and ethnic minorities is also ensured with 2,176 female candidates for the commune-level People's Council, accounting for 41.46%, and 3,634 candidates are from ethnic minorities, accounting for 69.25%.

Ensuring a reasonable proportion of different components in the list of candidates is not only a structural requirement but also contributes to improving the quality of activities. With broad participation of women, many issues related to family life, gender equality, care for women and children, and social welfare policies will be given more attention and reflected more fully in the process of policy development and implementation.

Ms. Trieu Thi Tinh, Permanent Vice President of the Provincial Women's Union, said: “During the process of nominating candidates, women's unions at all levels in the province actively coordinated with agencies and units to review, identify, and nominate female cadres who meet the standards, capabilities, and prestige to participate in the election. Ensuring the percentage of women in this list of candidates demonstrates the attention of Party committees and authorities at all levels to the work of female cadres, and at the same time creates conditions for women to develop their abilities and contribute more to the activities of elected bodies. With the participation of female delegates, many issues related to the lives of women, families, and children will be more fully reflected in the process of building and implementing development policies,” Ms. Tinh emphasized.

Regarding her candidacy for the Provincial People's Council in the 2026-2031 term, Ms. Lo Thi Vien, a teacher at Khau Vai Kindergarten, stated: "Participating in this election is both an honor and a great responsibility for me. If elected by the voters, I will strive to fulfill my role, actively listen to the opinions and suggestions of the people, especially women in remote and disadvantaged areas, and promptly report them to relevant agencies, contributing to the development of practical policies that meet the needs of the people."

Promoting the voices of ethnic minorities

Tuyen Quang is a mountainous province with many ethnic groups living together, with ethnic minorities making up a large proportion. Therefore, increasing the number of ethnic minority representatives in elected bodies is of particular importance, contributing to ensuring the voice of ethnic minorities in the process of policy making and implementation. Comrade Ma Doan Khanh, Vice Chairman of the People's Committee of Lung Cu commune, said: "Ethnic minority representatives often have the opportunity to be close to the people, understand the customs, traditions, and lives of the people at the grassroots level. Therefore, they can promptly reflect the thoughts and aspirations of voters, contributing to helping all levels and sectors build and refine policies that are appropriate to the actual conditions of ethnic minority areas."

Running for election to the commune-level People's Council for the 2026-2031 term, Mr. Luong Hai Viet, a Tay ethnic minority from Ban Ke village, Lam Binh commune, believes that having representatives from ethnic minorities will help to reflect many issues at the grassroots level more accurately. Mr. Viet shared: “I understand the difficulties in the lives of our people, such as developing production, transportation, education , and preserving our ethnic cultural identity. If I am trusted by the voters, I hope to contribute to conveying the suggestions and wishes of our people to the authorities at all levels, so that there will be more practical support policies.”

According to the Vietnam Fatherland Front Committee of the province, to ensure a reasonable structure in the list of candidates, Party committees, government agencies, and political and social organizations in the province have closely coordinated in the nomination and selection of personnel. The consultation process was conducted democratically, openly, and in accordance with regulations, ensuring the selection of individuals with sufficient qualifications, qualities, capabilities, and prestige to participate in the election.

In just a few days, voters in the province will participate in the election to choose representatives for the National Assembly and People's Councils at all levels for the 2026-2031 term. With a reasonable candidate structure, especially a high proportion of female representatives and representatives from ethnic minorities, voters expect to choose representatives who are exemplary in character and ability, and who truly represent the will and aspirations of the people of all ethnic groups in the province.
