Party Committee of the Provincial People's Committee: Unity, innovation, breakthrough

The 2020-2025 term concluded with many outstanding achievements, affirming the comprehensive leadership role of the Party Committee of the People's Committee of Tuyen Quang province. The results achieved not only created a solid foundation for a new development phase but also clearly demonstrated the spirit of unity, discipline, and innovation – the decisive factors in the success of the first term amidst administrative unit mergers and streamlining of the apparatus.

Comprehensive impression

Established through the merger of the Party Committees and People's Committees of Tuyen Quang and Ha Giang provinces, the Party Committee and People's Committee of Tuyen Quang province entered its first term amidst the province's implementation of a two-tiered local government model and the streamlining of the administrative apparatus. This presented both favorable conditions and numerous challenges, demanding political acumen, unity, and innovation in thinking and action from the entire political system.

The economy continued to grow steadily with an average annual GRDP growth rate of 8.01% over the past five years. Both the size of the economy and GRDP per capita increased compared to the beginning of the term. State budget revenue met and exceeded annual targets; breakthroughs in areas such as infrastructure development, tourism, and commercial agriculture and forestry showed significant progress. Transportation, urban, and information technology infrastructure became increasingly synchronized and modern, gradually laying the foundation for comprehensive digital transformation.

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, and Chairman of the Provincial People's Committee, inspected the plan for relocating people from landslide-prone areas in Pa Vay Su commune.

In particular, the forestry economy stands out with the largest area of ​​FSC-certified planted forests in the country. The New Rural Development program has been implemented vigorously, gradually improving the quality of life for the people. Key products such as Shan Tuyet tea, oranges, pomelos, and specialty rice are increasingly gaining a foothold in the market thanks to the application of science and technology .

Industry and services are thriving. Industrial clusters are being planned and invested in comprehensively, contributing to attracting businesses and shifting the labor structure. Tourism and trade are developing in a green and sustainable direction, forming the foundation for key economic sectors in the future.

The socio-cultural sector has seen many positive changes: the healthcare and education networks have been reorganized to be more streamlined and efficient; the health insurance coverage rate is high; and cultural institutions have received increased investment. Policies on ethnicity, religion, and social security continue to be implemented comprehensively and effectively in ethnic minority areas. National defense and security are maintained; administrative reform, anti-corruption efforts, and complaint resolution are strengthened. Foreign relations, investment promotion, and international cooperation are expanding, gradually shaping the image of a government that serves and supports businesses.

Strengthening Party building and tightening administrative discipline.

Throughout its term, the Party Committee of the Provincial People's Committee has consistently adhered to the principle of "making Party building the key," strengthening political, ideological, ethical, organizational, and inspection and supervision work. The study and emulation of Ho Chi Minh's thought, morality, and style have been closely linked to the implementation of Central Committee resolutions, especially Conclusion 21-KL/TW and the Regulations on the responsibility of cadres and Party members to set an example, creating a transformation from awareness to action throughout the entire system.

The quality of Party branch activities has gradually improved; the work of developing Party members has received due attention, with the annual rate of new admissions exceeding 3%. The evaluation and classification of Party organizations and members have become more substantive; many Party committees have demonstrated a sense of responsibility, innovated leadership methods, assigned breakthrough tasks, and created an environment for cadres to showcase their abilities and character.

Inspection and supervision work has been strengthened both in breadth and depth. During the term, Party committees at all levels inspected and supervised thousands of Party organizations and Party members; strictly dealt with Party members who violated regulations, thereby contributing to maintaining discipline and enhancing the leadership capacity and fighting strength of Party organizations.

The Party Committee of the Provincial People's Committee organized the closing ceremony of the political theory training course for new Party members at the site where the Coal Mine Party branch was established.

Mass mobilization activities have undergone many innovations, becoming more in-depth, effectively promoting the role of critical feedback and supervision, and closely linked with patriotic emulation movements and skillful mass mobilization. Through this, the people's trust in the Party's leadership and the government's administration has been strengthened.

From lessons learned to future strategies

From the achievements of the past term, the Party Committee of the Provincial People's Committee has drawn important lessons. First and foremost, it is essential to uphold the principle of democratic centralism, emphasizing the comprehensive leadership role of the Party, especially the head of the Party committee, agency, and unit. Unity and cohesion within the Party Committee are decisive factors for success; closely adhering to reality, concretizing breakthroughs and key tasks into specific action programs with roadmaps and solutions appropriate to actual conditions.

Proactively adapt to changes, leverage internal strengths, and capitalize on external resources for comprehensive development; closely integrate economic development with cultural and human development, ensuring social welfare, national defense and security, and environmental protection. Build a team of cadres with sufficient qualities, capabilities, prestige, courage, and the willingness to think, act, and take responsibility for the common good.

Entering the 2025-2030 term, the Party Committee of the Provincial People's Committee has clearly defined its development direction: Building a proactive government, strongly promoting digital transformation, and achieving rapid and sustainable development. Three breakthroughs have been identified: developing synchronous infrastructure; promoting digital transformation and innovation; and improving the quality of human resources, especially leading and managerial cadres at all levels. The Party Committee also sets the goal of leading the province to achieve a GRDP of VND 164,800 billion by 2030; state budget revenue of VND 16,000 billion; a trained workforce rate of 72%; and a poverty reduction of 3-4% per year...

On the journey to realize the aspiration of building a relatively developed Tuyen Quang with a high average income in the midland and mountainous region of Northern Vietnam, steadily advancing alongside the rest of the country in the era of national progress, the Party Committee and the People's Committee of the province continue to uphold the tradition of unity, pioneering innovation, and resolutely lead the successful implementation of the Resolution of the first Party Congress.
