List of Chairpersons of People's Committees of newly merged provinces and cities after mergers

The Prime Minister appoints the Chairpersons of the People's Committees of the merged provinces and cities, with the latest decisions updated from June 24, 2025.

On June 24th, Prime Minister Pham Minh Chinh signed decisions appointing personnel to the positions of Chairpersons of the People's Committees of the newly merged provinces and cities.

In Decision No. 1255/QD-TTg, the Prime Minister appointed Mr. Pham Hoang Son, Deputy Secretary of the Thai Nguyen Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Thai Nguyen Provincial People's Committee (new) for the 2020-2026 term.

In Decision No. 1256/QD-TTg, the Prime Minister appointed Mr. Vo Tan Duc, Deputy Secretary of the Dong Nai Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Dong Nai Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1258/QD-TTg, the Prime Minister appointed Mr. Tran Duy Dong, Deputy Secretary of the Phu Tho Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Phu Tho Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1260/QD-TTg, the Prime Minister appointed Mr. Lu Quang Ngoi, Deputy Secretary of the Vinh Long Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Vinh Long Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1261/QD-TTg, the Prime Minister appointed Mr. Ho Van Mung, Deputy Secretary of the An Giang Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the An Giang Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1262/QD-TTg, the Prime Minister appointed Mr. Ta Anh Tuan, Deputy Secretary of the Dak Lak Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Dak Lak Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1263/QD-TTg, the Prime Minister appointed Mr. Tran Tri Quang, Deputy Secretary of the Dong Thap Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Dong Thap Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1264/QD-TTg, the Prime Minister appointed Mr. Pham Thanh Ngai, Deputy Secretary of the Ca Mau Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Ca Mau Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1265/QD-TTg, the Prime Minister appointed Mr. Nguyen Van Duoc, Deputy Secretary of the Ho Chi Minh City Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Ho Chi Minh City People's Committee (new) for the 2021-2026 term.

In Decision No. 1266/QD-TTg, the Prime Minister appointed Mr. Nguyen Khac Than, Deputy Secretary of the Hung Yen Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Hung Yen Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1267/QD-TTg, the Prime Minister appointed Mr. Luong Nguyen Minh Triet, Deputy Secretary of the (new) Da Nang City Party Committee for the 2020-2025 term, to the position of Chairman of the (new) Da Nang City People's Committee for the 2021-2026 term.

In Decision No. 1268/QD-TTg, the Prime Minister appointed Mr. Ho Van Muoi, Deputy Secretary of the Lam Dong Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Lam Dong Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1269/QD-TTg, the Prime Minister appointed Mr. Pham Anh Tuan, Deputy Secretary of the Gia Lai Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Gia Lai Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1277/QD-TTg, the Prime Minister appointed Mr. Vuong Quoc Tuan, Deputy Secretary of the Bac Ninh Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Bac Ninh Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1279/QD-TTg, the Prime Minister appointed Mr. Phan Huy Ngoc, Deputy Secretary of the Tuyen Quang Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Tuyen Quang Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1286/QD-TTg, the Prime Minister appointed Mr. Nguyen Hoang Giang, Deputy Secretary of the Quang Ngai Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Quang Ngai Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1288/QD-TTg, the Prime Minister appointed Mr. Tran Quoc Nam, Deputy Secretary of the Khanh Hoa Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Khanh Hoa Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1289/QD-TTg, the Prime Minister appointed Mr. Le Ngoc Chau, Deputy Secretary of the Hai Phong City Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Hai Phong City People's Committee (new) for the 2021-2026 term.

In Decision No. 1293/QD-TTg, the Prime Minister appointed Mr. Tran Phong, Deputy Secretary of the Quang Tri Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Quang Tri Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1295/QD-TTg, the Prime Minister appointed Mr. Pham Quang Ngoc, Deputy Secretary of the Ninh Binh Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Ninh Binh Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1296/QD-TTg, the Prime Minister appointed Mr. Tran Van Lau, Deputy Secretary of the Can Tho City Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Can Tho City People's Committee (new) for the 2021-2026 term.

In Decision No. 1298/QD-TTg, the Prime Minister appointed Mr. Nguyen Van Ut, Deputy Secretary of the Tay Ninh Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Tay Ninh Provincial People's Committee (new) for the 2021-2026 term.

In Decision No. 1299/QD-TTg, the Prime Minister appointed Mr. Tran Huy Tuan, Deputy Secretary of the Lao Cai Provincial Party Committee (new) for the 2020-2025 term, to the position of Chairman of the Lao Cai Provincial People's Committee (new) for the 2021-2026 term.

These Decisions shall take effect from July 1, 2025.

In Decision No. 1259/QD-TTg, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Cao Bang province for the 2021-2026 term for Mr. Le Hai Hoa, Deputy Secretary of the Cao Bang Provincial Party Committee for the 2020-2025 term. This decision takes effect from the date of signing (June 24, 2025).

In Decision No. 1257/QD-TTg, the Prime Minister approved the dismissal of Mr. Hoang Xuan Anh from the position of Chairman of the People's Committee of Cao Bang province for the 2021-2026 term to retire early. This decision takes effect from the date of signing (June 24, 2025).
