Give maximum priority to using the nearest and easiest mines to exploit.
After listening to the reports, proposals, recommendations and opinions of the delegates attending the conference, the Secretary of the Hanoi Party Committee, Head of the Steering Committee concluded: Ring Road 4 - Capital Region is an important inter-regional Ring Road connecting traffic between Hanoi and the provinces in the Capital Region.
The investment policy of the project was approved by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022. Recently, under the close leadership and direction of the City Party Committee, People's Council, and People's Committee, the determination of departments, branches, units, and the participation of the entire city's political system, the site clearance work in Hanoi has achieved certain results and closely followed the set schedule, specifically: Approved and recovered 364.66/798.043 hectares of land, reaching 45.69%; moved 5,645/10,911 graves, reaching 51.92% and expected to hand over 70% of the site before June 30, 2023 to start the project at 4 locations as planned.
The Steering Committee welcomed the efforts of Bac Ninh and Hung Yen provinces to be able to organize the groundbreaking ceremony of the entire route in June 2023. Based on the Steering Committee's report on the material mine serving the construction of the Ring Road 4 - Hanoi Capital Region Investment Project, the relevant ministries, branches and localities expressed their sharing, support and high approval.
To ensure the progress of project implementation as required by the Politburo, National Assembly, Government, Prime Minister, we request the Party Committee of Hanoi People's Committee, the Steering Committee for the implementation of the Ring Road 4 - Capital Region Investment Project, the People's Committees of the provinces and relevant units to focus on implementing and coordinating the following tasks:
Regarding the material mines serving the project construction, according to the report on the volume and capacity of the surveyed mines, they can fully meet the material demand for the project construction (31 earth mines in 7 provinces and cities with a total reserve of about 114 million cubic meters compared to the expected demand of about 12 million cubic meters; 32 sand mines in 5 provinces and cities with a total reserve of about 56 million cubic meters compared to the expected demand of about 10.5 million cubic meters; surveyed a total of 39 stone mines in 6 provinces and cities with a total reserve of about 280 million cubic meters compared to the expected demand of about 7.5 million cubic meters.
Assign the Party Committee of the Hanoi People's Committee to direct the Hanoi City Traffic Construction Investment Project Management Board to coordinate with the Transport Design Consulting Corporation - TEDI and related provinces to review and develop plans for construction material mines to include in the construction material survey dossier for project construction, which must fully show the specific address of each mine, each location, capacity, exploitation ability, and supply output according to project progress, ensuring the principle of maximum priority in using the nearest, easiest to exploit and cheapest mines.
Need synchronous participation of all levels and sectors
Regarding the application of special mechanisms on project material mines, it is recommended that the Ministry of Natural Resources and Environment synthesize and study reports to the Government and the Prime Minister to allow the expansion of the areas of provinces (outside Hanoi, Hung Yen, Bac Ninh) with construction material mines that meet the requirements, have reasonable transportation distances, convenient traffic and can provide construction materials for the Investment Project to build Ring Road 4 - Hanoi Capital Region to apply special mechanisms.
At the same time, the Ministry of Natural Resources and Environment is requested to provide guidance on allowing investors to apply special mechanisms according to the content of Point d, Clause 1, Article 3 of Resolution No. 56/2022/QH15 dated June 16, 2022 of the National Assembly for projects in the form of PPP - BOT (Component Project 3).
Regarding the implementation of the K98 embankment plan and the earth embankment and the K95 embankment with sand: Assign the Party Committee of the Hanoi People's Committee to direct the Hanoi City Traffic Construction Investment Project Management Board and relevant agencies of the city to work with the Transport Design Consulting Corporation - TEDI to review and carefully study the design solution to ensure technical and economic feasibility, report to specialized departments for appraisal and submit to the City People's Committee for consideration and decision.
Currently, the approval progress of component projects is slower than planned. We request that ministries pay attention and resolve this.
In which, the Ministry of Natural Resources and Environment appraises and approves the environmental impact assessment reports of component projects 1.1, 1.2, 1.3, 2.2, 2.3 before April 28, 2023.
The Ministry of Construction shall issue a notice of appraisal results of component project 2.2 before April 28, 2023 as a basis for the People's Committee of Hung Yen province to approve and ensure project progress.
The Ministry of Transport shall issue a notice of appraisal of the Feasibility Study Report of component project 3 before April 28, 2023 so that the Hanoi City Traffic Construction Investment Project Management Board can complete the dossier and submit it to the State Appraisal Council.
The Ministry of Planning and Investment promulgates the appraisal plan of the State Appraisal Council established under Decision No. 134/QD-TTg dated February 20, 2023 of the Prime Minister as a basis for the Appraisal Council to organize the appraisal of the feasibility study report of Component Project 3; study and guide existing issues, difficulties and obstacles related to Component Project 3 (PPP Project).
The Steering Committees of Hung Yen and Bac Ninh provinces directed relevant provincial agencies to focus on appraising and approving Component Projects 1.2, 2.2, 2.3 (especially Project 1.2) based on the principle of calculating and completing the Feasibility Study Report based on specific actual volume.
Propose that the People's Committee of Hung Yen province urgently approve component project 1.2, to be completed in April 2023 according to the content agreed by the Steering Committee in the Minutes of the meeting dated March 7, 2023, speed up the site clearance progress of the project to ensure the time frame of June 30, 2023 according to the plan and the construction area.
In the process of implementing site clearance, each locality needs to lead and direct the organization to have the synchronous participation from the beginning of the entire political system to propagate and mobilize people to understand, comply, strictly control, regularly and continuously monitor to avoid errors, especially pay attention to confirming the origin, land use process, compensation area, inventory of assets on land, making and approving compensation, support and resettlement plans in accordance with regulations.
