Prioritize the use of the nearest and easiest-to-exploit mines.
After listening to reports, proposals, recommendations, and opinions from delegates attending the conference, the Secretary of the Hanoi City Party Committee and Head of the Steering Committee concluded: Ring Road 4 - Capital Region is an important inter-regional ring road connecting Hanoi with provinces in the Capital Region.
The investment policy for the project was approved by the National Assembly in Resolution No. 56/2022/QH15 dated June 16, 2022. Over the past period, under the close leadership and direction of the City Party Committee, the City People's Council, and the City People's Committee, with the determination of departments, agencies, and units, and the involvement of the entire political system of the city, land clearance work in Hanoi has achieved certain results and is on track with the set schedule, specifically: 364.66/798.043 hectares of land have been approved and recovered, reaching 45.69%; 5,645/10,911 graves have been relocated, reaching 51.92%; and 70% of the land is expected to be handed over before June 30, 2023, to commence the project at 4 locations as planned.
The Steering Committee commends the efforts of Bac Ninh and Hung Yen provinces in organizing the groundbreaking ceremony for the entire route in June 2023. Based on the Steering Committee's report on material quarries for the construction of the Ring Road 4 - Hanoi Capital Region investment project, relevant ministries, sectors, and localities have expressed strong support and approval.
To ensure the project's progress meets the requirements of the Politburo, the National Assembly, the Government, and the Prime Minister, the Party Committee of the Hanoi People's Committee, the Steering Committee for the implementation of the Ring Road 4 - Capital Region construction project, the People's Committees of the provinces, and relevant units are requested to focus on implementing and coordinating the following tasks:
Regarding material quarries for the project's construction, according to reports on the volume and capacity of surveyed quarries, they can fully meet the material needs for the project's construction (31 earth fill quarries in 7 provinces and cities with a total reserve of approximately 114 million cubic meters compared to the projected demand of approximately 12 million cubic meters; 32 sand quarries in 5 provinces and cities with a total reserve of approximately 56 million cubic meters compared to the projected demand of approximately 10.5 million cubic meters; a total of 39 stone quarries surveyed in 6 provinces and cities with a total reserve of approximately 280 million cubic meters compared to the projected demand of approximately 7.5 million cubic meters).
The Party Committee of the Hanoi People's Committee directs the Hanoi City Investment and Construction Project Management Board for Transportation Projects to coordinate with the Transport Design and Consulting Corporation - TEDI and relevant provinces to review and develop a plan for construction material quarries to be included in the construction material survey dossier for the project. This dossier must fully detail the specific address of each quarry, its location, capacity, exploitation potential, and supply volume according to the project schedule, ensuring the principle of prioritizing the use of the nearest, easiest to exploit, and cheapest quarries.
A coordinated effort from all levels and sectors is needed.
Regarding the application of a special mechanism for material quarries in the project, it is proposed that the Ministry of Natural Resources and Environment compile and study a report to the Government and the Prime Minister to allow the expansion of the special mechanism to include provinces (beyond Hanoi, Hung Yen, and Bac Ninh) that have construction material quarries meeting the requirements, with reasonable transportation distances, convenient transportation, and capable of supplying construction materials for the Hanoi Capital Region Ring Road 4 construction investment project.
At the same time, we request the Ministry of Natural Resources and Environment to provide guidance on allowing investors to apply the special mechanism as stipulated in Point d, Clause 1, Article 3 of Resolution No. 56/2022/QH15 dated June 16, 2022, of the National Assembly for the PPP - BOT project (Component Project 3).
Regarding the implementation of the K98 embankment and earth embankment plan, and the K95 embankment plan using sand: The Party Committee of the Hanoi People's Committee directs the Hanoi City Investment and Construction Project Management Board for Transportation Works and relevant city agencies to work with the Transport Design and Consulting Corporation - TEDI to review and thoroughly study the design solutions to ensure economic and technical feasibility, and report to the relevant departments for appraisal before submitting them to the Hanoi People's Committee for consideration and decision.
Currently, the approval process for the component projects is behind schedule; we request that the relevant ministries pay attention and resolve this issue.
Specifically, the Ministry of Natural Resources and Environment will appraise and approve the environmental impact assessment reports for component projects 1.1, 1.2, 1.3, 2.2, and 2.3 before April 28, 2023.
The Ministry of Construction issued a notice on the results of the appraisal of component project 2.2 before April 28, 2023, as a basis for the People's Committee of Hung Yen province to approve it, ensuring the project's progress.
The Ministry of Transport issued a notice regarding the appraisal of the feasibility study report for component project 3 before April 28, 2023, so that the Hanoi City Investment and Construction Project Management Board for Transport Works could finalize the dossier and submit it to the State Appraisal Council.
The Ministry of Planning and Investment issued the appraisal plan of the State Appraisal Council established under Decision No. 134/QD-TTg dated February 20, 2023, of the Prime Minister, as a basis for the Appraisal Council to appraise the feasibility study report of Component Project 3; and to research and provide guidance on existing issues, difficulties, and obstacles related to Component Project 3 (PPP Project).
The Steering Committees of Hung Yen and Bac Ninh provinces directed relevant provincial agencies to focus on appraising and approving component projects 1.2, 2.2, and 2.3 (especially project 1.2) based on the principle of calculating and finalizing the feasibility study report based on specific actual volumes.
We request that the People's Committee of Hung Yen province urgently approve component project 1.2, to be completed in April 2023, as agreed upon by the Steering Committee in the minutes of the meeting on March 7, 2023, and to accelerate the land clearance process for the project to ensure the deadline of June 30, 2023, as planned and for the commencement area.
During the land clearance process, each locality needs leadership and guidance to ensure the synchronized involvement of the entire political system from the outset. This includes disseminating information, mobilizing the people to understand and comply with regulations, and maintaining strict control and continuous supervision to avoid errors. Particular attention should be paid to verifying the origin and history of land use, the area of land to be compensated, inventorying assets on the land, and preparing and approving compensation, support, and resettlement plans in accordance with regulations.
