Achieved significant results.

After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of Lao Cai Province in 2019, the ethnic minority and mountainous areas have achieved important and comprehensive results in all fields.

Significant progress has been made in socio-economic development and poverty reduction, especially in areas facing particularly difficult socio-economic conditions.

The lives of ethnic minority people have improved significantly, and the poverty rate has decreased rapidly.

Furthermore, the fields of education, training, and vocational training; healthcare and public health; and culture, information, and communication continue to receive attention and investment for development in both quantity and quality, contributing to raising the general level of education and the quality of human resources. Political security, order, and social safety are maintained.

From 2019 to the present, the Central Government and Lao Cai province have allocated more than 18,400 billion VND to invest in ethnic minority and mountainous areas to develop socio-economic conditions, reduce poverty sustainably, and improve the living standards of the people.

The implementation of goals and tasks has yielded many positive results.

The poverty rate according to the multidimensional standard for the entire province decreased sharply from 25.19% in 2021 to 14.94% in 2023 (ranking 6th among 14 provinces in the northern mountainous region); 60 communes in ethnic minority areas were recognized as "Communes meeting the standards of new rural areas"...

Besides the achievements, ethnic affairs work in Lao Cai province still has some shortcomings and limitations such as: The percentage of poor households belonging to ethnic minorities compared to the total number of poor households in the entire province is still high (accounting for 95%).

The income of ethnic minorities in rural areas is still low compared to the provincial average.

Some outdated customs have not been completely eradicated; rural infrastructure is not yet synchronized and does not meet the needs of serving socio-economic development goals…

The Congress devoted considerable time to allowing delegates to contribute ideas on promoting self-reliance and self-strength among ethnic minorities; mobilizing ethnic minorities to participate in protecting border markers; promoting the strength of national unity in socio-economic development and participating in building a clean and strong Party and government…

Delivering a keynote address at the congress, Minister and Chairman of the Committee for Ethnic Minorities Affairs, Hau A Lenh, praised and highly appreciated the results that Lao Cai province has achieved in implementing ethnic affairs and ethnic policies. The province's achievements in implementing the Resolution of the 3rd National Congress of Ethnic Minorities are truly commendable, reflecting the political determination and decisive leadership of the Party committees and government at all levels, as well as the efforts and perseverance of the people of all ethnic groups in Lao Cai province.

Minister and Head of the Office, Hau A Leng, requested that Party committees, government agencies, political and social organizations, and cadres and Party members continue to study, raise awareness, and thoroughly understand the viewpoints, policies, and guidelines of the Party and State on ethnic affairs, national unity, and ethnic policies…

The Congress adopted a Resolution outlining six important tasks to celebrate the 14th National Party Congress and the 17th Lao Cai Provincial Party Congress, promoting patriotic emulation and creative labor movements, linked with the effective implementation of Directive 05 of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style, contributing together with the whole province and the whole country to successfully achieve the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization"...
