The nearly 16-kilometer road from the center of Lung Nam commune to Tay Duoi hamlet winds through rocky mountains. This was once one of the most remote and difficult areas of Lung Nam, with a high poverty rate, a livelihood dependent on agricultural production, and some households affected by the illegal organization led by Duong Van Minh.
Over the years, local Party committees, authorities, the police force, border guards, and influential individuals have persistently stayed close to the people and the area, campaigning and educating the people to understand the true nature of this organization. From neighborhood meetings and conversations by the fire to direct visits by officials to individual homes to explain and persuade, people's awareness has gradually changed. Households that were previously affected have voluntarily signed commitments to abandon the illegal organization, returning to normal life and focusing on labor and production.

Mr. Ly Van Kim, the village head and leader of the village security team, is a Hmong Party member who has been closely associated with the area for many years and has always done a good job as a bridge between the government and the people. According to Mr. Kim, the commune police and border guards regularly come down to the village to disseminate legal information, guide crime prevention, warn about online scams, and support people in developing their economy . As a result, the villagers increasingly trust and proactively exchange information and cooperate with the functional forces and influential people in the village.
Being close to the people and understanding their needs has contributed to strengthening their trust and maintaining security and order at the grassroots level. Along with that, social welfare programs have brought about many noticeable changes, most notably the increasing number of sturdy houses in the rocky mountainous region of Tay Duoi.

Mr. Ly Van Pao, a respected figure in Tay Duoi hamlet, said that the hamlet still has many poor and particularly disadvantaged households. Previously, life for people in this mountainous area was always difficult due to poverty and lack of clean water. However, in recent years, thanks to the attention of the Party and the State, along with the support of the police, border guards, and local authorities, the lives of the people have improved significantly.
According to Mr. Pao, in addition to support for eliminating temporary and dilapidated houses, many households also received assistance with water tanks and benefited from water reservoir projects, helping to alleviate difficulties during the dry season. More than a dozen households in the hamlet, such as the families of Mr. Ly Van Sua, Mr. Ly Van Dinh, Mr. Lau Van Dinh, Mr. Cho Van Thi, Mr. Ly Van Tong, etc., now have solid houses and can confidently develop their economy. With their new homes, people are focusing on raising livestock and growing corn, gradually increasing their income, stabilizing their lives, and nurturing the hope of escaping poverty sustainably.

According to Major Lau Van Chinh, a police officer in Lung Nam commune, Lung Nam is a mountainous commune in the Luc Khu area. The terrain, with its jagged rocks covering a large portion of the natural area, makes finding and retaining water a constant challenge for the local people.
In reality, while poverty was once a major concern, the lack of clean water remains a persistent worry for many households in mountainous regions.

In Tay Duoi hamlet, large water jars, reservoirs, and tanks placed in front of houses have become a familiar sight. Some families store up to 5-6 jars of water to use during prolonged dry months. Although the water reservoir project in the hamlet, built in 2022-2023, has contributed to improving the supply of drinking water, given the increasingly extreme weather patterns, water storage remains a pressing need for every family.
Understanding these difficulties, every hot season, police officers from Lung Nam commune and border guards regularly visit each hamlet and household to assess the situation, inspect water tanks, and provide timely assistance to families in need. These tireless efforts, undeterred by the scorching sun and long distances, have become a familiar sight to the local people.

The family of Ms. Hoang Thi Nhi in Tay Duoi hamlet currently has three water jars and one reservoir for daily use and livestock farming. With cattle and pigs being their main source of livelihood, water has become more precious than ever.
"The police and border guards regularly visit and help the villagers with farming, guide them on how to store rainwater, and support families who lack manpower during the planting season. Thanks to this, the people feel more secure in their work and production," Ms. Nhi shared.

Positive changes are not only happening in Tay Duoi, but also in Lung Ga hamlet – an area once affected by the illegal organization led by Duong Van Minh. From water tanks for the community center and water containers for households to livelihood support models, many practical programs have contributed to improving people's lives and strengthening their trust.
In Lung Giang hamlet, where the water supply depends almost entirely on rainwater, the people are still accustomed to carefully conserving every drop. On the rocky slopes, the villagers utilize every crevice in the rocks, paving them with cement or covering them with tarpaulins to collect rainwater each rainy season.
According to Mr. Duong Van Tu, Head of Lung Giang hamlet and Head of the hamlet's security team, the period from September of the lunar calendar to April of the following year is the driest time. During this time, water becomes more precious than anything else. Each household receives support in the form of water storage tanks. Water used for drinking, daily activities, and livestock must be carefully and sparingly managed.
"During prolonged droughts, the police force directly transported water to support the people. That assistance helped the people overcome the most difficult period," Mr. Tu said.
According to Mr. Tu, the hamlet currently has over 40 households scattered across various clusters, with their main water source relying on rainwater. To alleviate difficulties, the local authorities built a water reservoir of approximately 140 m³ last year to serve the residents. Although water shortages still occur during the dry season, living conditions have improved significantly, with about 90% of households now having solid houses, and many receiving support to replace temporary or dilapidated homes, gradually stabilizing their lives.

With the spirit of "The police are there when the people need them, when the people are in difficulty" and in response to the emulation movement "Three best: Most disciplined - Most loyal - Closest to the people," on June 17th, the Lung Nam Commune Police mobilized social resources to donate and transport 12 stainless steel water tanks with a capacity of 2,000 liters to hamlets in the area, with a total cost of over 50 million VND.
In the mountainous region, which frequently faces water scarcity, these water tanks are not only a practical gift but also a symbol of sharing and support from the police force to the people in the highlands. This will be an important source of support, helping people proactively store water and alleviate difficulties during the dry season.

Also in the spirit of "Closest to the people," on May 16th, the Lung Nam Commune Police, in coordination with local forces, assisted in transporting building materials for a house for Ms. Dao Thi Sinh, a poor and elderly woman living alone in Lung Mum hamlet. Dozens of officers, soldiers, members of the local security and order team, and local organizations worked together to carry sand, gravel, cement, and corrugated iron over steep mountain roads to help the family have a sturdy roof over their heads.
Those undeterred steps have contributed to spreading the spirit of "Serving the People," strengthening national unity, and working together to eliminate temporary and dilapidated houses in the mountainous border regions.
From sturdy new roofs and water tanks overflowing during the dry season to peaceful village life, Lung Nam today is sporting a new look. Behind these changes is the dedication of local police officers who always stay close to the people, listen to and support them in overcoming difficulties, contributing to spreading the image of the People's Police officer who "sacrifices for the country, serves the people."
Building on the spirit of the "Three Best" emulation movement, in the coming time, the Lung Nam Commune Police will continue to coordinate with the local Party committee and government to promote social welfare activities, take care of the people's lives, contribute to building a more developed area, maintain security and order, and improve the quality of life for people in the highlands.
