
The Public Administrative Service Center of Hac Thanh Ward is promoting the application of information technology in resolving administrative procedures for citizens.
With digital transformation as a central task, actively serving socio-economic development, immediately after the establishment of the new administrative unit, the People's Committee of the ward established a Steering Committee for Digital Transformation with 19 members, a Support Team for the Steering Committee with 15 members, and established 125 community digital technology teams in 125 residential areas, with 375 members. The People's Committee of the ward also coordinated with the Department of Science and Technology and information technology and telecommunications enterprises to organize many training sessions for ward officials and civil servants and community digital technology teams on digital transformation, using online public services, online payments, using shared software, specialized digital signatures, etc., to effectively operate the two-level local government.
In Hac Thanh, broadband fiber optic networks have been widely deployed to 100% of residential areas, with 100% of the population covered by mobile communication services. 4G and 5G mobile broadband BTS stations have been widely deployed, meeting the information technology application needs of Party and State agencies, as well as the demand for high-quality telecommunications and internet services from businesses and residents. Information technology equipment and infrastructure ensure information security and stable, uninterrupted connectivity. The online video conferencing system with six connection points in the ward has proven effective, creating a modern and convenient meeting environment, enabling quick meetings, especially in emergency situations.
Digital data such as electronic identification, electronic health records, health insurance, digital addresses, land records, etc., have been implemented in accordance with the policies of the Central Government, ministries, and the province. To build a digital government, all officials and employees of the ward have been receiving, circulating, processing incoming and outgoing documents, submitting them for approval, digitally signing them, and issuing documents using document and work file management software. All documents and work files are processed online, making the operations of agencies, departments, and units transparent, efficient, cost-effective, and improving the effectiveness of management, direction, and operation. The Ward People's Committee regularly reviews all job titles and positions of officials and employees to issue new and supplementary specialized digital signatures from the Government Cipher Committee, serving the purpose of digitally signing electronic documents and files online. Currently, the rate of electronic documents with digital signatures has reached 100%. The Ward Public Administrative Service Center has been equipped with a comprehensive system of equipment, including automatic queue number dispensers, computers, printers, scanners, etc., to handle work efficiently.
To build a digital society, the People's Committee of the ward is coordinating with telecommunications businesses to promote awareness campaigns to encourage people to reduce cash payments when using public administrative services, online shopping, and bill payments. Cashless payments are becoming increasingly common in educational institutions, medical facilities, and in social welfare payments.
Ms. Nguyen Thi Yen, residing on Thanh Yen Street, Quang Phu Ward, whose child is in 5th grade at Ly Tu Trong Primary School in Hac Thanh Ward, said: “This school year, the school is no longer collecting contributions in cash as before. All fees, from monthly boarding fees to the list of initial contributions, are clearly disclosed and QR codes are created for each student. Parents only need to scan the QR code to see the amount their child needs to pay, which is very quick and convenient.”
To promote economic development, the People's Committee of the ward has supported small and medium-sized enterprises, cooperatives, and individual business households in transitioning to producing and providing products and services on digital platforms. The People's Committee has implemented many activities to advise and support businesses in changing production processes and applying modern and effective technological solutions. It has guided and supported businesses and agricultural producers in bringing their products to e-commerce platforms and creating Facebook and Zalo pages to promote, introduce, and provide product information, expanding their business markets. The Market 4.0 model continues to be implemented in various forms, such as guiding small traders on how to create QR codes and instructing people on cashless payments using Smart Banking and Mobile Money.
Leveraging its central location as the provincial urban center, Hac Thanh continues to strive to create many outstanding milestones in digital transformation, actively serving the socio-economic development of the locality and making a significant contribution to the development of the province.
