According to the Ministry of Education and Training , this draft establishes clear and transparent boundaries between educational activities within schools, aiming to avoid misunderstandings or intentional misuse in practice. The regulations in this circular are not regulations regarding extracurricular tutoring or supplementary classes.
This does not replace compulsory education content.
The enhanced educational activities outlined in the draft include activities that support learners in developing their competencies, qualities, talents, and strengths; enhancing their ability to apply knowledge and skills to practice; teaching soft skills, adaptability, self-learning abilities; physical education; aesthetic education; developing digital skills; applying artificial intelligence; cybersecurity; STEM/STEAM education; scientific research; practical experience; and career guidance.
In principle, these activities should not replace or overlap with compulsory educational content, and should not overload learners. Schools should not use the time allocated for these activities to teach ahead of the curriculum, review, prepare for exams, or cram additional knowledge into cultural subjects within the curriculum.
Enhanced educational activities tailored to learners' needs are only organized outside of regular school hours. Student participation is based on individual needs, interests, talents, career aspirations, and the complete voluntary consent of their families.
The school is not permitted to coerce students in any way. The results of participation in these educational activities must absolutely not be used to evaluate academic performance, determine competition rankings, or apply any form of disciplinary action against students.
Materials used for educational activities must be approved by the competent authority.
To ensure the quality of education, regarding learning materials and documents, the draft circular stipulates that educational institutions shall organize the evaluation and approval of learning materials and documents that are self-compiled or exploited from legally available open educational resources.
The Department of Education and Training is responsible for evaluating materials provided by external organizations or individuals, materials published in collaboration with other organizations on a province-wide scale, or materials with foreign elements. Unevaluated materials may not be used.
The draft circular also stipulates specific requirements regarding qualifications and training standards for teaching staff. External organizations and individuals participating in the collaboration must have verified records and diplomas, receive training on codes of conduct, and be under the direct supervision of the Rector.
Teachers at educational institutions are entitled to remuneration, which may be deducted or converted into teaching load according to agreements with the educational institution. However, teachers also have the right to refuse to participate in enhanced educational activities and activities based on learners' needs if there is no mutual agreement between the parties or if the working conditions as prescribed are not met.
The draft circular also specifies the conditions regarding facilities and funding. Specifically, the fees must not exceed the ceiling stipulated in the resolution of the provincial People's Council; ensuring transparency and accountability in accordance with current regulations.
