The plan was issued to organize the serious and effective implementation of the tasks assigned to the Ministry of Culture, Sports and Tourism in Decision No. 1520/QD-TTg dated December 9, 12 of the Prime Minister. Along with that is the development and improvement of the quality of human resources in libraries, museums and cultural centers to serve the people's lifelong learning needs to meet the requirements of digital transformation; strengthen international cooperation in innovation and development of lifelong learning activities in libraries, museums and cultural centers; mobilize legal financial sources and take advantage of technical support from countries, international organizations and foreign enterprises to implement the Program.
The plan refers to mobilizing resources for socialization, calling for sponsorship, donations from businesses, donors, organizations and individuals, community participation, especially intellectuals.
