The plan was issued to organize the serious and effective implementation of the tasks assigned to the Ministry of Culture, Sports and Tourism in Decision No. 1520/QD-TTg dated December 9, 12 of the Prime Minister. The implementation plan of the Program "Promoting activities for lifelong learning in libraries, museums and cultural centers by 2030" sets out a number of main tasks such as: Reviewing and proposing to build develop, amend and promulgate legal documents to create a legal corridor in renewing activities serving lifelong learning, promoting digital transformation, and creating conditions for people to self-study in different areas of life. libraries, museums, cultural centers.

In addition, the plan requires relevant units to review and evaluate the results, effectiveness and impacts of the implemented lifelong learning service model; building and replicating a model for lifelong learning on the basis of digital technology in the system of libraries, museums and cultural centers. Along with that is the development and improvement of the quality of human resources in libraries, museums and cultural centers to serve the people's lifelong learning needs to meet the requirements of digital transformation; strengthen international cooperation in innovation and development of lifelong learning activities in libraries, museums and cultural centers; mobilize legal financial sources and take advantage of technical support from countries, international organizations and foreign enterprises to implement the Program.
The plan refers to mobilizing resources for socialization, calling for sponsorship, donations from businesses, donors, organizations and individuals, community participation, especially intellectuals. Knowledge of organizing activities to serve people for life-long learning in libraries, museums, cultural centers, etc.
