Accordingly, the Ministry of Construction requires its departments, divisions, and affiliated units to seriously implement the Party's policy on decentralization and delegation of power, focusing on the Government, ministries, and ministerial-level agencies concentrating on macro-management, institutional development, strategies, plans, mechanisms, and policies, playing a proactive role, and strengthening inspection and supervision.

Local governments are thoroughly decentralized and empowered in all areas, ensuring the correct implementation of the principle "local authorities decide, local authorities act, local authorities are responsible".
Agencies and units, according to their assigned functions and tasks, are urged to conduct a comprehensive review of all specialized laws, ordinances, resolutions, decrees, decisions of the Prime Minister , and circulars that they have drafted or advised on, completing the review before May 19th.
Specifically, it includes statistics on the number and detailed content of tasks and powers of the National Assembly , the Standing Committee of the National Assembly; the Government, the Prime Minister; Ministers, specialized agencies under the Ministries; and the tasks and powers of the People's Councils, People's Committees, and Chairmen of People's Committees at the district level, as stipulated in specific articles, clauses, and points of current legal documents.
This also includes the number and detailed content of regulations, procedures, and processes that local authorities must report to and seek opinions on from the Government, the Prime Minister, the Ministry of Construction, and other ministries and agencies regarding specific projects and tasks that have been decentralized and delegated, as stipulated in specific articles, clauses, and points of current legal documents.
Based on the results of the review and statistics, the units are also required to implement proposals for decentralization, delegation of power, and delineation of authority of local governments according to the two-tiered local government organizational model.
Specifically, four key areas need to be clearly defined: the number and details of tasks and powers delegated by the National Assembly and the Standing Committee of the National Assembly to the Government, the Prime Minister, and local authorities.

"Agencies and units must clearly explain the reasons, legal basis, and practical basis for: tasks and powers not proposed for decentralization; and tasks and powers of district-level local governments transferred to provincial-level local governments," the dispatch stated.
By May 19th, the assigned units are tasked with proposing specific additions to the draft Decrees and Circulars on decentralization, delegation, and delineation of authority in the construction and transportation sectors that the Ministry is currently drafting. In cases of specialized or highly complex fields, agencies and units may propose the development of separate decrees to further promote decentralization and delegation of authority in state management of these sectors.
To ensure efficiency in performing assigned specialized management functions and tasks, the Ministry of Construction also requested that before May 23rd, units review and advise the Ministry to issue guiding documents within their authority to handle difficulties and issues arising in their management fields when implementing the rearrangement of administrative units at all levels and organizing the implementation of two-tiered local government.
In particular, it is necessary to address the transitional issues and tasks when reorganizing provincial-level administrative units, abolishing the district level, and implementing a two-tiered local government system to ensure continuous and uninterrupted operation of local governments, and to better serve the people and businesses.
