As we know, Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation is a document of đặc biệt importance. This is a concrete step in implementing the Party's policy. The Resolution of the 13th National Congress of the Party clearly states: "Implement national digital transformation, develop the digital economy, improve productivity, quality, efficiency, and competitiveness of the economy."
The 10-year socio-economic development strategy for 2021-2030 is oriented towards: "Rapid and sustainable development based primarily on science and technology, innovation, and digital transformation." For our country, innovation and digital transformation are crucial paths to breakthroughs and prerequisites for the nation to develop into a prosperous and powerful country.
Over the years, Vietnam's development in science and technology, innovation, and digital transformation has achieved many encouraging results, making important contributions to socio-economic development and national defense and security. Currently, the country has approximately 4,000 enterprises, 20 innovation and startup centers, and hundreds of investment promotion funds. Vietnam's innovation and startup ecosystem currently ranks 56th out of 100 countries; Vietnam's Global Innovation Index 2024 is ranked 44th out of 133 countries.
Alongside this, the institutional framework for science and technology, innovation, and digital transformation continues to be improved; digital infrastructure is developing strongly; the digital economy is making remarkable progress; and some Vietnamese businesses have gradually mastered core technologies and source technologies.
However, despite the achievements, the development of science and technology, innovation, entrepreneurship, and digital transformation in Vietnam still faces shortcomings, limitations, barriers, and bottlenecks hindering its development; research and application of science and technology and innovation have not yet made breakthroughs; legal institutions, mechanisms, and policies do not meet the requirements; there is a shortage of high-quality human resources; infrastructure is not synchronized, especially digital infrastructure, which still has many limitations...
To successfully achieve the two 100-year strategic goals: becoming a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045, Vietnam needs to strongly develop and apply science and technology, vigorously promote innovation and digital transformation, create new momentum, and open up new development opportunities for the country.
Today, innovation and digital transformation are irreversible trends and particularly important factors in driving the country's development and prosperity. For our country to develop rapidly and sustainably, Party committees, organizations, officials, and members at all levels must fully understand the importance and thoroughly grasp the viewpoints, policies, and guidelines of the Party and State on the development of science and technology, innovation, and digital transformation, clearly defining their responsibilities and proactively implementing them.
This also involves strongly fostering the aspiration for development, promoting initiative, creativity, self-reliance, and maximizing endogenous capacity, creating the most favorable conditions for the development of science and technology, innovation, and national digital transformation. It also entails fundamental and comprehensive reforms in the management and operation of state agencies, the production and business activities of enterprises, and the living and working methods of the people.
Building a high-quality workforce, promoting digital transformation, applying science and technology, and fostering innovation in the operations of agencies within the political system; enhancing national governance efficiency and state management effectiveness in all fields, and seizing opportunities from the Fourth Industrial Revolution to leapfrog ahead.
Each citizen needs to strive to learn, update and improve their knowledge of science and technology, actively participate in the "Digital Literacy Movement" to become a digital citizen; comprehensively and holistically transform production methods based on digital technology ; join hands to build a digital government, promote the development of the digital economy, gradually build a digital society, and actively contribute to the national digital transformation...
The development of major economies around the world shows that implementing innovation and digital transformation will directly change the socio-economic landscape of the country in a rapid and sustainable direction. Resolution No. 57-NQ/TW of the Politburo and the call of the Prime Minister are powerful calls to action, encouraging and motivating the entire Party, people, and army to strive to lead the country into a new era – an era of prosperous, civilized, and thriving national development.
