Efforts to clear the land
According to the report, for Component Project 1 (the section from Dai Lanh commune to Nam Ninh Hoa commune, approximately 66.16km long, with the Provincial Project Management Board as the investor), the design drawings and cost estimates have been approved. The investor is currently implementing the construction of project items according to the signed contract schedule. For Component Project 2 (the section from Bac Nha Trang ward to Nam Cam Ranh commune, approximately 64.13km long, with the Provincial Project Management Board for Agricultural and Transportation Construction as the investor), the Department of Construction has issued a document notifying the results of the review of the design drawings and cost estimates, requesting the investor to complete the necessary contents to qualify for project appraisal. For Component Project 3 (the section from Cong Hai commune to Phuoc Ha commune, approximately 61.47km long, with the Provincial Investment and Construction Project Management Board as the investor), the Department of Construction has issued a document approving the results of the design and cost estimate appraisal. The investor is currently completing the procedures for approving the design and cost estimate as a basis for selecting contractors and commencing construction.
Regarding land clearance for resettlement areas, Component Project 1 has completed the inventory of affected assets; publicly posted and solicited feedback on compensation, support, and resettlement plans; and is currently submitting these plans for appraisal. Component Projects 2 and 3 are currently conducting the inventory of affected assets; reviewing and verifying land ownership; and developing compensation, support, and resettlement plans. For land clearance along the main route, the investor of Component Project 1 has completed surveying in 10 communes and wards within the project's scope. The investor of Component Project 3 has completed surveying in 9 communes within the project's scope. The investor of Component Project 2 is coordinating with relevant localities to conduct surveying and create cadastral maps to support land clearance.

Review and adjust capital plan.
On March 23, the Ministry of Construction sent a document to the Ministry of Finance and the State Treasury detailing the public investment plan using state budget funds for 2026 for the North-South high-speed railway project. Specifically, over 1,661 billion VND is allocated for 2026 to the investors of the component projects of the North-South high-speed railway project passing through the province. Specifically, Component Project 1 is allocated 292 billion VND; Component Project 2 is allocated 530 billion VND; and Component Project 3 is allocated 839.67 billion VND. To date, the total disbursed amount has reached nearly 66.4 billion VND, equivalent to 4% of the allocated capital plan. Of this, the Provincial Project Management Board has disbursed nearly 58.5 billion VND, reaching 20.03% of the allocated capital plan. The Provincial Project Management Board for Agricultural and Transportation Construction Projects disbursed over 7 billion VND, reaching 1.33% of the plan; the Provincial Investment and Construction Project Management Board disbursed over 0.8 billion VND, reaching 0.1% of the plan.
Mr. Nguyen Van Vinh, Deputy Director of the Department of Construction, stated that, in response to the Ministry of Finance 's request dated May 12th regarding the review of the need to adjust the 2026 capital plan for compensation, support, and resettlement for the North-South High-Speed Railway Project, and based on the actual implementation of the component projects, the investors have reviewed the 2026 capital needs to ensure disbursement is completed within the year. Accordingly, the total actual capital need for 2026 is VND 885.68 billion, a decrease of VND 775.99 billion compared to the capital plan allocated by the Ministry of Construction . The Department of Finance is compiling and advising the Provincial People's Committee to report to the Ministry of Finance, the Ministry of Construction, and the Thang Long Project Management Board to facilitate the review and adjustment of the 2026 capital plan to suit the implementation needs and project progress.
According to Mr. Nguyen Van Vinh, in the coming period, the investors of the component projects will continue to accelerate the progress of implementing resettlement areas serving the project. Specifically, Component Project 1 will organize the construction of two resettlement areas that have already commenced, ensuring progress according to the signed contracts; Component Projects 2 and 3 will focus on completing the appraisal and approval of construction drawings, cost estimates, contractor selection, and commencement of construction of resettlement areas.
