
The family of Mr. Chu Viet Hoan, from Tam Lung village, Dong Dang commune, was one of the households that handed over their land for the Huu Nghi - Chi Lang border gate expressway project very early on. Immediately after the land acquisition decision was issued, the family of five moved their belongings to temporary accommodation to hand over the land for the project.
Mr. Hoan shared: "My family handed over nearly 350 m² of residential land and nearly 1,500 m² of rice paddy land for the project starting in June 2025. After handing over the land, my family moved to temporarily live at the former Thuy Hung Commune People's Committee headquarters while waiting to be allocated resettlement land. Recently, we received information that the Thuy Hung resettlement area is being constructed at an accelerated pace. My family hopes the infrastructure will be completed soon so we can build a house and stabilize our lives."
Currently, approximately 120 households in Dong Dang commune and Ky Lua ward have yet to be relocated after handing over land for the Huu Nghi - Chi Lang border gate expressway project. Given the urgent need for residents to secure stable housing, relevant units are focusing on resolving difficulties and accelerating the construction of resettlement areas.
According to the design, the project includes two resettlement areas, Thuy Hung (Dong Dang commune) and Hop Thanh (Ky Lua ward), with a total of approximately 230 resettlement plots, meeting the housing needs of about 920 people.
The Thuy Hung resettlement area covers over 4.9 hectares and comprises 130 resettlement plots. To date, the project has completed land clearance and has essentially finished the leveling work. On the construction site, contractors are mobilizing approximately 15 machines and equipment along with nearly 40 workers to simultaneously implement various infrastructure items such as drainage systems, water supply, stream embankments, and other auxiliary works.
Mr. Vu Dang Diem, Site Manager of Nghi Tam Construction Investment and Trading Consulting Joint Stock Company, said: The company is currently constructing the wastewater treatment and fire protection systems for the project. Currently, basic materials and equipment have been fully assembled at the construction site; the wastewater collection system is being constructed with focused effort and is expected to be completed within the next 10 days.
The Hop Thanh resettlement area covers 3.17 hectares and comprises approximately 100 resettlement plots. To date, Ky Lua ward has handed over about 1.5 hectares of land to the investor. Construction units have mobilized machinery and equipment to carry out the removal of the organic soil layer and leveling of the land on the handed-over area. Simultaneously, the ward is continuing to intensify its efforts in raising awareness and persuading residents to hand over the land to ensure the project's progress.
Mr. Tran Duc Tho, Vice Chairman of the Ky Lua Ward People's Committee, said: The ward has established three working groups to directly disseminate information and persuade 28 households affected by the project. To date, 11 households have agreed to receive advance payments and hand over more than 1.5 hectares of land to the construction unit. However, land clearance work still faces some difficulties. In the coming time, the ward will continue to coordinate with relevant units to disseminate information and persuade people to agree to hand over the land to ensure the project's progress.
Mr. Do Ngoc Nam, Deputy Head of Project Management Department 1, Provincial Investment and Construction Project Management Board, said: The Board regularly inspects and urges contractors to mobilize maximum manpower, machinery, and equipment, and organize overtime and extra shifts to accelerate the project progress. Regarding the Thuy Hung Resettlement Area, according to the plan, by the end of June 2026, the infrastructure at the locations where resettlement lottery has been held will be basically completed, creating conditions for households in Dong Dang commune to start building houses. The Board also directs contractors to prioritize construction in areas where people have chosen to receive land to ensure that infrastructure is handed over as soon as possible.
Expediting the progress of resettlement areas is not only a requirement of the project but also a responsibility towards the households that have complied with the policy and handed over the land to the State. The early completion of infrastructure and allocation of resettlement land will help people build new homes and stabilize their lives.
