DECISION

APPROVAL OF THE PROJECT FOR COMMUNICATION ON HUMAN RIGHTS IN VIETNAM

PRIME MINISTER

Pursuant to the June 19, 6 Law on Government Organization; The Law amending and supplementing a number of articles of the Law on Government Organization and the Law on Organization of Local Government dated November 2015, 22;

Pursuant to the Law on International Treaties dated April 09, 4;

Pursuant to the Press Law dated April 05, 4;

Pursuant to the Law on Access to Information dated April 06, 4;

Based decree 72 / 2015 / ND-CP September 07, 9 of the Government on management of foreign information activities;

Pursuant to Decree No. 09/2017/ND-CP dated January 09, 01 of the Government on speaking and providing information to the press of state administrative agencies;

Pursuant to Resolution No. 52-NQ/TW dated September 27, 9 of the Politburo on a number of guidelines and policies to proactively participate in the Fourth Industrial Revolution;

At the request of the Minister of Information and Communications.

DECISION:

Article 1. Approve the Communication Project on human rights in Vietnam (hereinafter referred to as the Project) for the period 2023 - 2028 with the following main contents:

I. US OPINION

1. Correct understanding of human rights as well as the Party and State's guidelines, policies and laws on human rights is a prerequisite to effectively protect and promote human rights . Information and communication on human rights must be conducted regularly, continuously, in diverse forms so that all classes of people understand and strictly comply with human rights laws; fight and criticize wrong views and arguments about human rights.

2. Propaganda work on human rights is a political task and a regular responsibility of the entire political system, both in the immediate and long term. The results of human rights propaganda are one of the objective criteria to evaluate the effectiveness of human rights work at all levels and sectors. The work of ensuring and promoting human rights to achieve good results is a decisive condition for communication work on human rights to be effective.

3. Communication on human rights needs to be deployed on all three main contents: disseminating and educating knowledge about human rights; propagate efforts and achievements to ensure human rights; explain, clarify, and refute false and distorted information about the human rights situation in Vietnam. In particular, priority should be given to effectively exploiting the strengths of communication on digital platforms to provide transparent information to domestic and international people about our State's efforts and achievements to ensure human rights. .

II. TARGET

1. Overall goal

Communication about human rights aims to create a change in the entire society's awareness and understanding of human rights; Full information helps domestic people, compatriots abroad and international friends clearly understand the views, policies, efforts and results achieved in the work of protecting and promoting human rights in Vietnam. ; Enhance Vietnam's reputation in the field of human rights domestically, regionally and internationally.

2. Specific goals until 2028

– 100% of state administrative agencies implement a mechanism to speak out and periodically provide information to the press on human rights work according to current regulations to inform about the situation and results of human rights work. timely and commensurate with the efforts and achievements in ensuring human rights of the authorities in particular and the country in general.

– 100% of staff working in human rights, 100% of staff working in information and communication management, 100% of staff participating in foreign information work of press agencies, 70% of staff Key socio-political organizations at the central and provincial levels are updated with information on the situation of human rights work in Vietnam, and are trained in knowledge and communication skills. about human rights.

– Organize a series of photo exhibitions and archival documents on human rights in Vietnam in Vietnamese and foreign languages ​​in 63 provinces, cities and some key areas abroad.

– Compiled, published and republished 1.000 books on human rights; diversify the forms of mass media products, increase the proportion of media products in ethnic languages, foreign languages ​​and media products on digital platforms to account for from 15% to 20% of total media products. information about human rights.

– 100% of the Project's data sources and media products are digitized, connected, commonly used and disseminated in cyberspace to spread positive and humane information. Reduce false information, fake news, and toxic bad news that violates human rights in cyberspace to less than 10% of the total information on human rights in Vietnam; Detect and handle 90% of fake news and bad news that violate human rights in cyberspace.

– Regarding foreign affairs: complete the implementation of international recommendations on strengthening communication and raising awareness of human rights approved by the Government of Vietnam, including recommendations No. 63, 67, 86 according to the Universal Periodic Review (UPR) of the United Nations Human Rights Council, third cycle (1).

III. SUBJECTS AND SCOPE OF IMPLEMENTATION OF THE PROJECT

1. Media object

– Officials working in human rights, communications, foreign information, mass mobilization work at central and local levels in the country and Vietnamese diplomatic representative agencies abroad.

– People from all walks of life, religious and ethnic communities, especially intellectuals, religious dignitaries, prestigious people in ethnic minority communities, young people, students, reputable and influential people in the online community.

– Domestic and international press and media.

– Vietnamese community abroad; Vietnamese pupils, students, and graduate students are studying abroad.

– Diplomatic representative agencies of countries, representative offices of international and regional organizations and international news agencies and newspapers in Vietnam, foreign non-governmental organizations operating in Vietnam, foreign invested enterprises, foreign community residing in Vietnam.

– The political world, political, social and civil organizations of countries, international and regional organizations and reputable non-governmental organizations in the field of human rights, especially organizations with sympathetic to Vietnam.

2. Scope of implementation of the Project

– Domestically: implemented in 63 provinces and cities nationwide.

– Abroad: select direct and online media organizations targeting some areas where many Vietnamese people live; some priority areas for developing foreign relations of the Party and State; headquarters of international human rights agencies such as New York (USA), Geneva (Switzerland), Bangkok (Thailand)...

IV. MEDIA CONTENT

1. International law on human rights, with special attention to 07 basic international conventions on human rights to which Vietnam is a member, including (1) Convention on Civil and Political Rights; (2) Covenant on Economic, Social and Cultural Rights; (3) Convention on the Elimination of All Forms of Discrimination against Women; (4) Convention on the Elimination of All Forms of Racial Discrimination; (5) Convention on the Rights of the Child; (6) Convention on the Rights of Persons with Disabilities; (7) Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment; international experience in ensuring and promoting human rights.

2. The Party's guidelines and the Vietnamese State's legal policies on human rights; results of internal law and implementation of international commitments on human rights, bilateral and multilateral international commitments that Vietnam is a member of or plans to join.

3. Situation, efforts and achievements in ensuring human rights in all fields, including hunger eradication and poverty reduction, taking care of the lives of people, disadvantaged and vulnerable groups to no one is left behind; Positive assessments and comments from public opinion and international media on the results of Vietnam's work to ensure and develop human rights. Positive information, promoting moral values, goodness, humane lifestyle, spirit of solidarity, mutual love, patriotism, and national pride.

4. Domestic and foreign cases and subjects, acts of abusing freedom, democracy, and human rights to violate the law, harming the legitimate rights and interests of individuals, organization and national security, social order and safety, image and international reputation of Vietnam.

5. Priorities in Vietnam's foreign affairs on human rights; about Vietnam's position, role, initiatives and contributions in efforts and achievements to ensure human rights at the regional and international levels.

V. SOLUTIONS AND TASKS TO IMPLEMENT THE PROJECT

1. Complete the mechanism and system of documents guiding Project management

Develop specific plans and measures to enhance the effectiveness of communication on human rights; Effectively implement the inter-sectoral coordination mechanism in directing and organizing the implementation of the Project, specifically:

a) Instructions on the Project implementation plan.

b) Maintain and guide localities to apply the Conference mechanism to periodically provide information to the press on human rights work.

c) Research and develop documents regulating the storage regime for Project products and communication products using funds from the state budget; process of re-exploiting the Project's communication programs and products.

d) Develop and organize the implementation of annual documents guiding information and propaganda work on human rights.

2. Training on human rights communication knowledge and skills for media forces

a) Continue to maintain the Conference mechanism to provide information to the press on human rights work and foreign affairs information on a monthly basis.

b) Improve the quality and effectiveness of organizing training conferences, seminars, and expert talks to improve and foster human rights knowledge, skills, and communication skills for reporters, Editors of press, media, publishing agencies, foreign information officers, and grassroots information officers at central and local levels; members of the Steering Committee on Human Rights of provinces and centrally run cities and managers at all levels, especially at local and grassroots levels; team of legal reporters and legal propagandists; Propagandists are officials of socio-political organizations of the Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam General Confederation of Labor and trade unions at all levels.

c) Develop programs and compile sets of communication materials on human rights for consistent use among ministries, branches and localities.

d) Strengthen the organization of field trips for press reporters to go to localities and facilities to conduct field trips and write articles about media content identified in the Project.

3. Produce and post media products on human rights in Vietnamese and foreign languages

a) Promote the construction and exploitation of accounts and information channels on multilingual, multi-channel social networks, targeting target markets to spread information and expand propaganda audiences, especially gender. young. Socialize, mobilize and invite reputable and influential figures in the online community to participate in communication campaigns on human rights.

b) Develop free, open mass online training programs (Massive Open Online Courses - MOOCs) on content related to human rights, including videos with a duration of 03 minutes - 05 minutes combined with lecture presentation text.

c) Producing and disseminating multimedia publications in Vietnamese and foreign languages, prioritizing products with new styles and new perspectives for easy access and spread on social networks; e-books can scan QR codes, upload to online applications.

d) Continue to develop communication products on human rights suitable to the actual situation of each locality and region to post on district-level radio systems, commune-level radio stations, electronic bulletin boards, basic information clusters and other types of basic information (radio reports, radio dramas, skits, videos...). Organize mobile propaganda through exhibitions of paintings, documentary photos, and posters promoting human rights.

d) Promote communication about human rights in extracurricular programs, Union and Association activities, civic education weeks, political activities at the beginning of the course for pupils and students, and organization activities. trade unions, women's associations, and elderly associations at all levels.

e) Organize competitions and competitions to learn about human rights and the views of our Party and State on human rights.

g) Organize a series of events to exhibit achievements in ensuring Vietnam's human rights at home and abroad.

Research, collect and publish at home and abroad Vietnam's human rights ideas through state archives to enhance value convergence and consolidate great national unity; Reflection affirms the efforts and achievements of the State of the Socialist Republic of Vietnam in ensuring human rights that are compatible with universal human rights values. 4. International cooperation, foreign information on human rights

a) Maintain effective dialogue and information exchange mechanisms with international partners and international human rights mechanisms. Develop a media and information plan for the press before, during and after foreign affairs events on human rights in accordance with general agreement regulations, national reporting protection activities to implement UN conventions United Nations on human rights.

b) Exploit foreign sources of support and funding according to the provisions of law to serve communication activities on human rights.

c) Continue to cooperate with foreign news agencies and newspapers to exchange news and information articles about human rights guidelines, policies and achievements in Vietnam published in foreign press.

d) Organize field trip programs in Vietnam for foreign reporters residing in Vietnam, international reporter groups go on field trips to learn about the socio-economic development situation in localities.

5. Organize media awards on human rights

a) Introduce the Human Rights Journalism Award category into the system of National Press Awards, National Book Awards, National Foreign Information Awards...; Research and organize the Human Rights Media Award.

b) Organize and launch writing contests, legal knowledge contests, photo contests, and art contests on human rights.

6. Implement digital transformation and apply new technology in communication activities on human rights

a) Digitize documents, documents, and multimedia publications that are products of the Project to store in a national-level shared database. Edit and build additional supporting content to make the most of digitized data (multilingual, build supporting electronic publications) towards building an information ecosystem on human rights across the world. network environment.

b) Apply virtual reality, augmented reality, 3D websites, models, applications (apps)... to provide experiences and interactions to gradually raise people's awareness, maximize the excitement, creating an impression for people to participate in propagating human rights achievements and promoting the country.

c) Apply digital technology in monitoring information in cyberspace to promptly detect and analyze information flows to serve research, forecasting, and advising competent authorities on response measures; Actively communicate, direct information, fight against fake news and bad news that violates human rights in Vietnam.

d) Build and operate a human rights database to effectively store, connect, share and exploit human rights communication products.

BECAUSE. FUNDING FOR IMPLEMENTING THE PROJECT

1. Funding for implementing the Project comes from the state budget; sources of contributions from press agencies, publications, and scientific research organizations participating in implementing the Project; Contributions from domestic and international organizations and individuals according to the provisions of law and other legal funding sources.

2. Every year, based on the assigned tasks in the Program, ministries, central branches and localities develop implementation plans and budget estimates, and synthesize them in the ministry's annual budget estimate plan. , central and local branches submit to competent authorities for decision according to current state budget decentralization.

3. The management and use of state budget is carried out in accordance with the provisions of law on bidding and other relevant laws.

VII. PROJECT IMPLEMENTATION ORGANIZATION

1. General Terms

Ministries, ministerial-level agencies, Government agencies, Provincial People's Committees, press agencies, and Project implementing agencies are responsible for:

– Coordinate with the Project's host agency to implement the Project.

– Develop specific plans and estimates for implementing the Project in the state budget estimates of agencies and units.

– 3-year preliminary report and summary of the Project sent to the Ministry of Information and Communications for synthesis and reporting to the Prime Minister.

2. Ministry of Information and Communications

– Presiding over guiding the Project implementation plan.

– Chair and coordinate proactive communication on human rights in digital government, digital society, and digital economy; Focus on protecting children's rights in cyberspace.

– Preside and coordinate with the Ministry of Foreign Affairs, the Ministry of Planning and Investment and relevant agencies and organizations to propose projects using other sources of funding and legal support to implement tasks and solutions. Law of the Project.

– Preside over completing the content framework of the Exhibition of achievements in ensuring human rights in Vietnam; Coordinate ministries, branches and localities to contribute photos and documents on the results of ensuring human rights according to the scope and field of management; preside over the organization of live and online exhibitions at national, regional and local levels in the country and some areas abroad; Transfer and guide localities to organize exhibitions at provincial and grassroots levels.

– Preside and coordinate with departments, ministries, branches, ministerial-level agencies and centrally-run provinces and cities to organize inspection and supervision; Prepare a preliminary report after 03 years of implementing the Project and organize a conference to summarize the Project and report to the Prime Minister.

3. Ministry of Public Security

– Preside over building, providing content, and developing communication data on human trafficking prevention and combat;

– Coordinate with the Ministry of Justice to build, provide content, and develop media data on the Convention against Torture and other forms of cruel, inhuman or degrading treatment or punishment.

– Preside and coordinate with the Ministry of Information and Communications to scan, detect, and organize the implementation of measures to fight, prevent, and handle acts of taking advantage of cyberspace to distort the situation and violate the law. Vietnam law.

– Preside over providing official information about cases of international concern, about handling subjects who take advantage of freedom and democracy to violate Vietnamese law; chair or coordinate to explain, clarify, and fight against false information about human rights in Vietnam.

4. The Ministry of Foreign Affairs presides over communications in foreign areas; Direct Vietnamese representative agencies abroad to carry out communication work on human rights to Vietnamese people abroad, political circles, press, and foreign scholars.

5. The Ministry of Labor, War Invalids and Social Affairs presides over the development, provision of content, and development of data on the Convention on the Elimination of all forms of discrimination against women; Convention on the Rights of the Child; Convention on the Rights of Persons with Disabilities; Convention on Migrant Workers and Their Families; International Labor Organization conventions on labor rights and provisions related to labor rights in new generation free trade agreements to which Vietnam is a member.

6. The Ministry of Justice presides over the work of educating and disseminating laws on human rights; Develop, provide content, and develop media data on the Convention on Civil and Political Rights, the Convention against torture and other forms of cruel, inhuman or degrading treatment or punishment of children. 7. The Ministry of Planning and Investment presides over the creation, provision of content, and development of media data on the Convention on Economic, Social and Cultural Rights.

8. The Committee for Ethnic Minorities presides over building, providing content, and developing media data about the Convention on the Elimination of All Forms of Racial Discrimination.

9. The Ministry of Industry and Trade presides over building, providing content, and developing media data on commitments related to human rights in new generation free trade agreements that Vietnam has or plans to join.

10. The Ministry of Home Affairs presides over building, providing content, and developing media data on ensuring freedom of belief, religion and other rights groups according to functions and tasks.

11. Central Propaganda Department, Vietnam Fatherland Front and socio-political organizations

a) Request the Central Propaganda Department to coordinate with the Ministry of Information and Communications and relevant agencies to develop a document system; Propaganda guidance on human rights work.

b) Strengthen communication according to the contents and tasks stated in the Project.

12. The Ministry of Finance arranges the central budget to ensure regular tasks of ministries and central agencies to implement the Project.

13. People's Committees of provinces and centrally run cities

– Organize and direct the implementation of the Project locally.

– Direct the Department of Information and Communications and competent agencies in the area, based on the tasks and solutions of the Project, to implement communication work in accordance with the requirements and actual situation in the area. local.

– Balance and arrange local budgets to implement assigned tasks according to the provisions of the State Budget Law.

14. Press and publishing agencies

– Exploit the ordering mechanism, propose tasks, build categories and specialized pages, and arrange appropriate time to communicate about human rights.

– Appoint officials, reporters, and editors to participate in training activities to foster knowledge and communication skills on human rights.

– Select quality journalistic and publishing works to participate in emulation and reward activities for human rights propaganda work organized by the Ministry of Information and Communications in coordination with the Central Propaganda Department and other agencies. The competent authority presides over the initiative.

– Spread journalistic and publishing products about human rights on communication infrastructure and platforms, focusing on spreading in cyberspace. Enhance the exchange of media programs on human rights achievements in Vietnam to post and broadcast on the infrastructure of reputable international media agencies.

Article 2. This Decision takes effect from the date of signing.

For other human rights communication projects that are still in effect, in case of developing a new project, the presiding agency shall coordinate with the Ministry of Information and Communications and relevant ministries, branches and agencies to report Report to the Prime Minister on integration and avoid duplication.

The Ministry of Information and Communications is responsible for the accuracy of the information and data stated in the Project.

During the implementation of the Project, the Ministry of Information and Communications, the Ministry of Finance, relevant ministries, branches, agencies and localities coordinate closely to ensure economical and effective implementation of the Project. .
