To achieve the goal of 'Drug-Free Hai Phong'

Hai Phong has been resolutely implementing many comprehensive solutions in the fight against drugs for the peaceful and happy lives of its people.

Hai Phong is gradually becoming a modern industrial city with a safe and healthy social environment. That is also why Hai Phong was chosen as the first locality in the country to implement the goal of building a "drug-free city".

Recognizing this task, the Hai Phong City Party Committee issued Resolution No. 18-NQ/TU and Resolution No. 01-NQ/TU on building Hai Phong into a drug-free city. The issuance of these specialized resolutions shows that this is no longer solely the responsibility of the police force, but has become a political commitment of the entire Party Committee, government, and people of the city.

Based on that principle, Hai Phong has implemented a comprehensive set of solutions with the motto of prioritizing prevention and using grassroots levels as strategic areas. The city has determined that each commune, ward, and residential group must truly become a "fortress" in the fight against drug abuse. Models such as "Drug-Free Residential Group," "Drug-Free Family," "All Citizens Participate in Drug Prevention and Control," "Drug-Free School," and "Drug-Free Youth Union Branch" are being widely implemented throughout the city.

Along with prevention efforts, Hai Phong has also demonstrated a very high level of determination in combating and suppressing drug crimes. According to incomplete statistics, from 2025 to the present, functional forces have detected and arrested 1,670 cases involving 3,590 individuals violating drug laws, seizing large quantities of heroin, synthetic drugs, cannabis, cocaine, and many related exhibits. Many illegal drug trafficking, transportation, and storage rings have been dismantled, and many dangerous individuals have been severely punished according to the law.

This determination is further concretized by very clear goals. According to the roadmap, by the end of 2025, Hai Phong strives to successfully build 30% of its communes, wards, and special zones into drug-free areas. By 2027, it aims to maintain the achieved results and build an additional 15% of drug-free areas. From 2028 to 2030, it will further expand by another 15%, and by 2031-2035, it will achieve the goal for the remaining 40%. This is a very ambitious goal, reflecting the aspiration to make Hai Phong a leading locality nationwide in building drug-free areas.

To realize that goal, the city is mobilizing the strength of the entire political system. In the third quarter of 2025, 114 communes and wards in the city simultaneously launched campaigns to expand model drug-free zones, creating a strong momentum throughout society. The message "Every citizen is a soldier, every family is a fortress in the fight against drug abuse" is gradually becoming a reality.

Notably, Hai Phong not only focuses on combating crime but also pays special attention to drug rehabilitation and community reintegration. The city is currently managing over 3,000 drug addicts undergoing methadone treatment, nearly 500 people who have completed drug rehabilitation, and over 100 cases exhibiting psychotic symptoms due to synthetic drug use. These figures show that the fight against drugs is not just about dealing with violations, but also a journey to help those who have gone astray find a chance to rebuild their lives.

And a highlight with a strong humanitarian aspect is the program supporting people recovering from drug addiction to access preferential capital for production and business development. The police in communes and wards have closely coordinated with the Social Policy Bank to review and facilitate loans for people recovering from addiction, helping them stabilize their lives. Many production and business models have initially become stable, creating jobs and income for families.

This approach clearly reflects Hai Phong's perspective: Building a drug-free city is not only about fighting crime but also about saving people and ensuring no one is left behind.
