During the plenary session discussing the results of monitoring the resolution and responses to voter petitions submitted to the 4th and 5th sessions of the 15th National Assembly, delegate Nguyen Van Huy (Thai Binh) pointed out that although Article 4 of Circular 17 of the Ministry of Education and Training has very specific regulations on cases where tutoring is not allowed, in reality, tutoring has been distorted, causing worrying consequences, eroding the trust of voters and the people in the quality of lessons, the effectiveness of education , and affecting the image of teachers."
Many have suggested amending the relevant regulations to effectively manage tutoring and supplementary education.
Representative Nguyen Van Huy stated: "When students want to review knowledge they are weak in, or want to further develop their skills to prepare for entrance exams, transfer exams, and gifted student competitions, tutoring classes taught by reputable teachers are a reliable option. Tutoring, if stemming from the legitimate aspirations of the learners, should not be condemned." However, if it were simply a matter of students voluntarily going to tutoring centers or teachers' homes after school to supplement their knowledge and improve their skills, the issue of tutoring wouldn't be so problematic. The question that voters and the public want answered is how to regulate and organize tutoring in a healthy and proper manner?
Mr. Nguyen Van Huy suggested that amending relevant regulations to manage extracurricular activities effectively, thoroughly, practically, and in harmony with the interests of students, parents, and teachers is necessary, but the education sector needs to pay more attention to tightening the quality of regular classes, as well as changing the mindset regarding examinations, and reducing the academic pressure that is weighing heavily on the minds and emotions of parents and students in a more substantive and effective way.
Representative Nguyen Thi Thuy ( Bac Kan ) also suggested that the Ministry of Education and Training review the education program and conduct a thorough analysis and make appropriate adjustments to address this issue. In addition, the Ministry of Education and Training should continue to pay attention to and conduct inspections of extracurricular tutoring activities to ensure that these activities meet the needs of families without creating the current complex social problems.
At the end of 2023, the Ministry of Education and Training (MOET) reported that among dozens of opinions and suggestions from voters nationwide related to education, the majority concerned tutoring. Besides questions forwarded to the National Assembly 's Committee on Citizen Petitions and other official channels, the MOET also received many opinions from citizens and voters on this issue. Some even sent in questions asking: "Minister, when will tutoring be completely eradicated?" The then-Minister of Education and Training acknowledged that tutoring was a very significant issue, and although the ministry had analyzed and addressed it, concerns remained. The MOET stated that it would research and revise regulations regarding tutoring.
