To ensure the people have a pleasant Lunar New Year celebration, the province plans to allocate over 141.1 billion VND to distribute 256,300 gifts to encourage and support the people and the forces and agencies on duty during the Lunar New Year of the Horse 2026. Of this amount, nearly 24.3 billion VND will be used to implement Resolution No. 418/NQ-CP dated December 28, 2025, of the Government on giving gifts from the Party and State to those who have rendered meritorious services to the revolution, social welfare beneficiaries, social retirees, and other vulnerable groups to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse 2026, with a support level of 400,000 VND per person. The gift distribution is expected to be completed before February 10th (the 23rd day of the 12th lunar month).
According to Deputy Director of the Department of Health Le Minh Son, this program is one of the activities that concretizes Resolution No. 83/2025/NQ-HĐND dated November 14, 2025, of the Provincial People's Council, which stipulates the giving of gifts to social policy beneficiaries and some other groups on the occasion of the Lunar New Year every year in the province from 2026 to 2030. The policy demonstrates the province's concern and care, contributing to motivating and encouraging policy beneficiaries, bringing every family a peaceful and warm Tet holiday.
In addition, to create a joyful and festive atmosphere for the people, the province will provide 10 million VND to each village and neighborhood to organize activities for the people, decorations, celebrations, and cultural programs to welcome the New Year. It is known that during this year's Lunar New Year (Year of the Horse), 100% of communes, wards, and special zones will organize cultural programs to welcome the spring on the evening of the 29th of the lunar month, set off fireworks or firecrackers to welcome the new year, and also organize sports activities and folk games at the commune-level cultural and sports centers.
The task of caring for the material and spiritual well-being of workers during Tet (Lunar New Year) is also being given early attention by all levels, sectors, and businesses in the province, aiming to ensure that all workers can celebrate Tet fully. The Provincial Labor Union will coordinate with relevant units to organize activities for union members and workers, such as: "Tet Reunion," "Trade Union Tet Market 2026," and the "Welfare for Union Members" program... in areas with a high concentration of workers. At the same time, businesses will be mobilized to create conditions for arranging transportation and providing train and bus tickets for workers to return home for Tet and return to work after the holiday.
According to Nguyen Trung Hieu, Vice Chairman of the Vietnam Coal and Mineral Industry Trade Union, the Vietnam Coal and Mineral Industry Group, in coordination with the Trade Union, will organize Tet (Lunar New Year) gift-giving for over 14,000 workers, with a total budget exceeding 32 billion VND. In addition, the Group has directed its member units to proactively balance finances to provide Tet bonuses averaging 10 million VND per person; organize visits to workers at their facilities; arrange 511 bus trips (including both return trips after Tet) for over 19,300 workers and their relatives; and provide bus ticket support for approximately 17,600 workers, with support ranging from 500,000 to 1,000,000 VND per person, totaling over 11 billion VND. The Group will also supplement the 13th-month salary, organize Lunar New Year lucky money giveaways, and provide other welfare benefits appropriate to the actual conditions of each unit. Many other practical activities were also implemented, such as organizing the "Trade Union Tet Market," visiting employees beyond the Group's official benefits, and supporting workers in units facing difficulties. The total estimated expenditure for salaries, bonuses, Tet gifts, and other welfare benefits for employees throughout the Group during the Lunar New Year of the Horse 2026 is estimated at over 3,000 billion VND, approximately 200 billion VND higher than the Lunar New Year of the Snake 2025.
Along with activities to care for the people during Tet, Quang Ninh province will also organize a series of unique cultural, sports, and tourism events, deeply rooted in the traditional culture of the nation, creating a joyful and exciting atmosphere during Tet, such as: an art program with the theme "Proud to follow the glorious Party - Quang Ninh soaring to new heights" will take place on January 25th at 30/10 Square (Ha Long ward); and a Flower and Light Technology Boulevard with the theme "Spring Heritage - Digital Wonder" along Ha Long Bay will take place from February 14th to 22nd (from the 27th of the 12th lunar month to the 6th day of Tet) along the Flower Park road (Hong Gai ward) and 30/10 Square, Provincial Museum - Library (Ha Long ward).
In addition, the province also organizes a series of diverse events, such as: the Quang Ninh OCOP Fair - Spring 2026; the Spring Book and Newspaper Fair; the Spring Calligraphy Ceremony of the Year of the Horse 2026; the Lantern Festival Poetry Day… Communes, wards, and special zones also organize spring-themed cultural and artistic programs, as well as cultural, artistic, sports, and folk game activities from February 15th to 21st to serve the entertainment needs of residents and tourists. These activities are organized in a practical, civilized, and economical manner, in accordance with the cultural lifestyle, traditions, customs, and good practices of the nation, allowing people to participate in and enjoy culture.
