Vinh Hoang commune currently has 4 mineral mines with valid mining licenses. Among them, the most prominent are the titanium, quartz sand, basalt, and fill soil mining projects of enterprises such as: Quang Tri Mineral Joint Stock Company, Hung Phat Quang Tri Mineral Exploitation Joint Stock Company, and Thanh Tam Mineral Joint Stock Company…
On average, the commune's annual mining output reaches over 420,000 tons of quartz sand, approximately 47,000 m³ of construction sand, 4,100-7,800 tons of titanium ore, and nearly 60,000 m³ of basalt. These resources not only meet the demand for construction materials within and outside the province but also promote the development of the mineral processing industry nationwide.
According to Phan Ngoc Khoa, Chairman of the People's Committee of Vinh Hoang commune: "Mining and mining activities in the area are basically carried out in accordance with the law; contributing to job creation for workers, increasing revenue for the state budget, and creating momentum for local socio -economic development."

Besides its positive contributions, mining activities still pose potential risks to the environment and people's lives. Therefore, the People's Committee of Vinh Hoang commune regularly coordinates with relevant units to inspect and monitor these activities in the area. The inspections focus on compliance with legal regulations on minerals, mining scope, mining capacity, and especially environmental protection.
According to Mr. Phan Ngoc Khoa, despite the large geographical area, scattered mining sites, and limited management personnel, mostly working on a part-time basis, the local authorities still regularly conduct inspections and monitoring, promptly detecting and reporting violations to the competent authorities for handling. The People's Committee of the commune has also required businesses to comply with environmental regulations, such as: spraying water to reduce dust in mining areas and transportation routes; collecting and treating waste; and depositing funds for environmental restoration.
Quang Tri Mineral Joint Stock Company is a privatized enterprise formerly a state-owned enterprise, operating in the field of mineral exploitation and processing. Currently, the company is exploiting minerals on a licensed mining area of 118 hectares, with reserves exceeding 10 million tons, mainly quartz sand, with an exploitation capacity of over 400,000 tons per year. Mineral exploitation activities are carried out in accordance with the location, boundaries, depth, technology, and exploitation methods determined in the approved mine design.
From 2015 to the present, the company has deposited over 6.3 billion VND for environmental remediation and restoration; implemented land reclamation and tree planting to restore the environment on an area of over 32 hectares; and fulfilled financial obligations related to mining activities totaling over 222 billion VND. In addition to contributing to the state budget, the company has also supported the local community with tens of billions of VND for road repairs, construction of welfare facilities, and other social security activities.
Director of Quang Tri Mineral Joint Stock Company, Le Vinh Thieu, shared: “We have determined that mineral exploitation must be linked to deep processing and environmental protection as a key task. Therefore, the company always implements measures to minimize dust and noise, control wastewater and waste, and restore the environment in accordance with the plan approved by the competent authority. The enterprise has also invested more than 4.3 billion VND in building a bypass road around residential areas to serve mineral transportation; deploying water trucks to regularly suppress dust and a workforce to repair damaged roads”...
Mr. Nguyen Van Hoa, from Vinh Hoang commune, said: “Previously, the lives of people in the commune were very difficult, but since businesses invested in mining, many local laborers have stable jobs. Some roads have been repaired and upgraded, and social welfare activities are also regularly supported by businesses. Many households in the area have gained additional income from transportation services, supplying materials, and services supporting mining activities.”
Although acknowledging the positive contributions of businesses in the area, many residents believe that the mining and transportation of minerals still cause dust pollution from transport vehicles, and some roads are damaged and degraded. Therefore, the people of Vinh Hoang commune hope that the authorities will continue to strengthen supervision of environmental protection measures; and require businesses to strictly comply with regulations on vehicle covering, weight control, and environmental restoration after mining.
Mineral resource management in Vinh Hoang commune is not only about immediate socio-economic development but also about responsibility towards national resources and ensuring a safe living environment for the people. Therefore, strengthening mineral resource management in conjunction with environmental protection needs to be prioritized for Vinh Hoang's sustainable development in the future...
