A special campaign to implement Project 06
During the campaign to "Integrate electronic health records, social security accounts, enrich and clean up land data, and promote cashless payments," Ba Don ward mobilized many forces to participate with the motto "going to every alley, knocking on every door, checking every individual."
Accordingly, the police force will take the lead in implementing the issuance of electronic identification accounts and cleaning up population data; the health sector will deploy electronic health records; the Youth Union will support the integration of social security accounts; the Women's Union will encourage the opening of bank accounts for beneficiaries of social security schemes; and neighborhood groups, residential areas, and community digital technology teams will directly monitor the local areas. The departments and units of the Ward People's Committee will take the lead in coordinating the related tasks from the various forces and organizations.
In addition to disseminating information at designated locations, the task forces also visited individual households, especially those of the elderly, beneficiaries of social policies, and those who were not tech-savvy, to provide guidance and support for each step of the process.

Thanks to decisive and coordinated efforts, the campaign has yielded positive results. Ms. Hoang Thi Bich Thuy, Head of the Culture and Social Affairs Department of Ba Don Ward, stated that after several campaigns, the entire ward has assisted in integrating an additional 2,919 electronic health records, 2,675 social security accounts on VNeID, cleaned 1,115 land data records, and installed the Quang Tri -S application for 1,554 residents. The campaign will continue in the remaining areas until June 30, 2026.
Many digital transformation indicators in the area have shown significant progress. The rate of integrating health insurance cards into VNeID level 2 to activate electronic health records reached 75.8%, an increase of 10% compared to the beginning of the year; the rate of integrating social security accounts reached 43%, an increase of 33% compared to the beginning of the year. This is an important foundation for the locality to achieve the goals of Project 06 in 2026.
The peak period also contributed to significant progress in cashless payments. To date, the percentage of people who rendered meritorious services to the revolution registering accounts to receive allowances has reached nearly 84%, exceeding the set target; the percentage of social welfare beneficiaries has reached nearly 88%. Notably, 100% of people receiving pensions, social insurance benefits, and unemployment benefits have received payments through their accounts.
Simultaneously, efforts to enrich and clean up land data were implemented across all 26 residential areas and neighborhoods. Thousands of data points were reviewed, cross-referenced, and updated into the system, contributing to the creation of an accurate database that effectively serves state management as well as the needs of the people.
When the people become the center
In her middle age, Ms. Pham Thi Dao, residing in Ward 5, used to think that smartphone applications were only for young people. She was still accustomed to handling procedures related to health insurance or administrative information lookups using traditional methods.
However, after receiving direct guidance from the ward's task force on installing VNeID, integrating health insurance, and using digital utilities, she was able to independently look up information, track personal data, and perform many procedures more conveniently than before. "Initially, I was hesitant because I wasn't tech-savvy. But with the dedicated guidance from the staff, I now know how to use VNeID, integrate health insurance, and use many other utilities. Looking up information or going for medical checkups is much more convenient now," Ms. Dao shared.
Ms. Nguyen Thi Ngoc Anh, Vice Chairwoman of the Vietnam Fatherland Front Committee and Chairwoman of the Women's Union of Ba Don Ward, said that many people were initially hesitant or unfamiliar with using smartphones and digital applications. Therefore, the Women's Union and the forces participating in the campaign not only disseminated information but also directly guided and instructed people on each step so that they could use them independently.
According to Mr. Nguyen Van Ninh, Vice Chairman of the People's Committee of Ba Don Ward, the most important outcome of this campaign is not only the completion of assigned targets but also the change in people's awareness. "We determined that digital transformation will only succeed when people understand, participate in, and benefit from the conveniences offered by digital services. Therefore, the locality has mobilized the entire political system to support people in accessing technology and gradually forming the habit of using digital services in their daily lives," Mr. Ninh emphasized.
These numbers will continue to increase with each stage of Project 06 implementation, so that the goal of "leaving no one behind in the digital transformation" will no longer be a slogan but become a reality starting from the residential areas and neighborhoods of Ba Don.
