
Proposal to issue a Resolution on the use of E10 gasoline.
From June 1st, E10 gasoline will be officially implemented nationwide. To meet this roadmap, the Ministry of Industry and Trade is proposing that the Government issue a separate Resolution to address a number of obstacles related to ethanol supply, blending infrastructure, pricing mechanisms, and licensing procedures for businesses.
According to the Ministry of Industry and Trade, the deployment of E10 bioethanol currently depends on three main factors: the supply of E100 ethanol, blending capacity, and the distribution system to consumers. To accelerate progress, the Ministry proposes allowing businesses to rent testing laboratories to qualify for blending station licenses, while also shortening the licensing time. The agency also recommends the early issuance of a separate base price calculation mechanism for E10 gasoline to facilitate price management after June 1st.
Regarding the factors that determine the base price of E10 gasoline, according to the draft:
World gasoline prices are determined by the Ministry of Industry and Trade based on the average of the number of days between two announcements of the base price of RON95 gasoline traded on the international market.
The price of fuel ethanol used in the formula for calculating the base price of E10 gasoline is determined by the Ministry of Finance and notified to the Ministry of Industry and Trade for application in the base price calculation formula.
The costs of transporting gasoline from overseas to Vietnamese ports, the premium used to calculate the price of gasoline from domestic production sources, and the costs of transporting gasoline from domestic refineries to ports are applied according to the cost levels that form the base price of RON95-III gasoline; the standard profit margin and standard business costs are applied according to the cost levels that form the base price of E5RON92 gasoline. The Ministry of Finance, in coordination with the Ministry of Industry and Trade, will determine and notify the Ministry of Industry and Trade in writing so that the Ministry of Industry and Trade can calculate the base price in accordance with current laws.
Once all the cost components for the E10 biofuel business are available as stipulated, the Ministry of Finance, in coordination with the Ministry of Industry and Trade, will compile, determine, and notify the Ministry of Industry and Trade to calculate the base price.
