On June 6, the Vietnam Fatherland Front Committee of Hanoi city held a conference to criticize the draft resolution of the City People's Council stipulating a number of agricultural and rural development policies in Hanoi.
The draft Resolution aims to concretize guidelines and policies of the Central and City on encouraging the development of agricultural and rural production in the city; Encourage businesses, cooperatives, farm owners and households to mobilize resources to invest in production development, step by step build the capital's agriculture to develop comprehensively towards modernity, commodity production, sustainability and environmental friendliness.
The policy will focus on a number of stages and fields in order to promote organizations and individuals to mobilize resources to invest in agricultural production development, towards hi-tech agricultural production, agricultural modernization, agricultural development of the Capital with focus, focus, sustainability, and environmental sanitation; increase the value of agricultural production towards multi-value agriculture.
Focusing on supporting the development of crops, livestock and aquatic products with advantages, high productivity and added value such as: Production of vegetables, flowers, fruits, tea, raising dairy cows, beef cattle, pigs, aquaculture; agricultural modernization; environmental protection; develop ecological agriculture in association with tourism and experience.
The total estimated budget for implementing the policy in the city is about 1.101,5 billion VND/year. In which: City budget 294,3 billion VND/year (Implemented city: 130,9 billion VND/year; Additional grant for district budget: 163,5 billion VND/year); district budget 47,28 billion/year; reciprocal funding from organizations and individuals: VND 759,886 billion/year.
Commenting on the draft Resolution, the delegates all said that due to the rapid urbanization and industrialization in Hanoi, it has changed the face of the capital in general and the countryside in particular, but also forced changes to the capital's agricultural planning. Meanwhile, the regional planning has not been able to adapt to that, which has limited the synchronous and sustainable development of the capital's agriculture. Therefore, the promulgation of the resolution of the City Council this time is very timely.
Pham Ngoc Thao, Chairman of the Democratic-Legal Advisory Council, Vietnam Fatherland Front Committee in Hanoi, said that the city government should soon grasp and take the lead to promptly research, supplement and issue a new Resolution to meet the requirements of the reality of agricultural production in Hanoi as well as overcome the past limitations to support agricultural production promotion with the capital's continued development potential. Therefore, the draft report needs to supplement and clarify the current situation of agricultural production in Hanoi on the main features related to 11 groups of policies.
Dr. Bui Thi Xo, former Director of Hanoi Department of Agriculture and Rural Development, said that the direction of agricultural development in the capital is the direction of green agriculture and eco-tourism. This is a very effective development direction of agriculture. Therefore, in the draft resolution, it is necessary to add "policies to encourage the development of agriculture and eco-tourism".
From another angle, Dr. Nguyen Tien Dinh, former Deputy Minister of Home Affairs, said that the report needs to be more prominent, clear and convincing about the need to issue policies. In the draft, 11 policies are proposed, but they are scattered and separate, difficult to invest effectively and difficult to become a concentrated farming area as well as a high-tech seed production center of the City. Therefore, it is advisable to integrate separate and scattered policies into a general policy for the region with synchronous policies and components so that development can be more effective and focused.
Dr. Nguyen Tien Dinh suggested that the agricultural and rural development policies for Hanoi should focus on investing in regions and varieties; Moreover, if there is a good policy, but the implementation is not good, it will not bring real effectiveness, so in the "implementation organization" section of this Resolution, it is advisable to clearly state the assignment of direction in detail, specifically, to avoid the current situation of sometimes unclear responsibilities between sectors and levels.
According to former National Assembly deputy, Dr. Bui Thi An, in this Resolution of the City People's Council, it is necessary to have inheritance and ensure support to build production models - which is the basis for modern and sustainable rural development, otherwise the products will be of poor quality, unsafe and unprofitable. At the same time, it is necessary to have a policy to support initial capital to build an incomplete linkage model, in which cooperatives are the core.
Speaking at the conclusion of the Conference, Chairman of the Vietnam Fatherland Front Committee of Hanoi City Nguyen Lan Huong thanked and acknowledged 12 enthusiastic, responsible and profound opinions of the delegates. Comrade Nguyen Lan Huong said that the comments clearly confirmed the role and position of the Capital's agriculture, the potential of the Capital's agriculture as well as the determination of the city's leaders when doing this. In which, the opinions of the delegates highly appreciated the draft Resolution which was elaborately drafted, detailed and inherited; highly consistent with 11 policies to encourage agricultural development, including policies that already exist and affirm the more specific and concentrated characteristics of the city. In particular, the draft Resolution immediately approached the revised Capital Law, avoiding duplication, overlapping and policy contradictions./.
