Ha NoiDong Da District proposes to increase the height of the Trung Tu apartment complex to 48 floors without changing the population density.
Dong Da District is collecting people's opinions on the detailed planning task of renovating and rebuilding Trung Tu collective areas, at a scale of 1/500.
According to the explanation, the expected population size of Trung Tu collective area is 8.200, and the surrounding area is more than 4.000. The construction density of the entire area remains the same according to the 1/2.000 urban zoning plan approved by the city in 2012 at 30-60%. The minimum height remains 2 floors, but the maximum height this time is proposed to double the number of floors planned in the previous subdivision, from 24 to 48 floors.
Expected items in the planning area include: Apartment buildings; townhouse; Villas and social infrastructure works such as kindergartens, elementary schools, and high schools; Green parks, flower gardens, sports practice fields; agency and administrative headquarters; roads, parking lots and other urban technical infrastructure works.
Trung Tu collective area is nearly 12 hectares wide, located in Trung Tu ward, Dong Da district. This is a model collective area built from 1972-1975 with 29 4-5-storey apartment buildings without elevators, on average each building has 60-120 apartments and 119 villas and townhouses.
The apartments in the complex have deteriorated. Most households expanded to increase living area, causing the outside of the house to be deformed, many walls and floors peeled and cracked. Some sections of the hallway were demolished to make room for water and electricity pipes, causing the structure inside the wall to be exposed, making it unsafe.
In addition, because the project was built for a long time, many apartments are often moldy and leaky when it rains. In public areas, shared areas have been encroached into housing combined with shops. The first floor is all used for business rental.
Along with Trung Tu, two other dormitories that Dong Da district is also consulting with people to plan and renovate are Kim Lien and Khuong Thuong. Kim Lien is also a model dormitory, one of the first dormitories in the country, built in the years 1965-1970. The complex includes 44 2-6-storey apartment buildings located adjacent to Pham Ngoc Thach street.
Khuong Thuong collective includes 38 buildings with 1.104 apartments, more than 3.500 people, an average of 3,2 people per household. The group of individual houses (alley 1 Ton That Tung and lane 43 Dong Tac) has 45 households, with 180 people, an average of 4 people per household.
Dong Da District currently has 507 apartment buildings, concentrated in 12 large apartment complexes with a scale of over 2 hectares, accounting for 30% of the apartment buildings in the entire city. In phase 1, the district will prepare a detailed plan for the Khuong Thuong collective area and a master plan for the 3 areas of Trung Tu, Kim Lien, and Khuong Thuong. Phase 2 will prepare detailed planning for 5 collective areas: Vinh Ho, Van Chuong, Thuy Loi, Nam Dong, Hao Nam. Phase 3 includes apartment buildings: Phuong Mai, Nam Thanh Cong and phase 4 includes the remaining old apartment buildings.
According to statistics by 2020, Hanoi City has more than 1.500 old apartment buildings, including nearly 1.300 houses in 76 apartment complexes. In addition, the city also has 306 independent old apartment buildings, built from 1960-1994 and before 1954. Since 2005, Hanoi has begun renovating old apartment buildings. However, due to some inadequacies and policy changes, so far only 19 projects have been completed and put into use (accounting for 1,2% of the total number of old apartment buildings) and 14 projects are being implemented. .
In the period 2021-2025, the city plans to renovate 10 old apartment buildings, including four class D buildings - dangerous level, at risk of collapse, requiring urgent relocation of people, including: Giang Vo , Thanh Cong, Ngoc Khanh, home of the Ministry of Justice; and 6 areas that are feasible to renovate are Kim Lien, Trung Tu, Khuong Thuong, Thanh Xuan Bac, Thanh Xuan Nam, Nghia Tan.
