The proposal is to accept 520 students.

At a meeting concerning the enrollment of Tay Mo 3 Primary School on the afternoon of August 23rd, Ms. Do Thi Thuy Ha, Vice Chairman of the People's Committee of Nam Tu Liem District, affirmed that the parents' wishes were legitimate and appropriate.

According to Do Thi Thuy Ha, Vice Chairman of the People's Committee of Nam Tu Liem District, the proposal is to accept 520 students into Tay Mo 3 Primary School.

Nam Tu Liem District unanimously agreed to strive to fulfill all requests from parents wishing for their children to attend public schools in Tay Mo ward.

However, the Vice Chairman of the People's Committee of Nam Tu Liem District also stated that this matter is "hindered by regulations because the district needs additional quotas from the Hanoi Department of Education and Training, and also needs to review the facilities and teaching staff. Therefore, the earliest the results regarding the admission of 520 students to Tay Mo 3 Primary School will be available is August 27th."

Responding to parents' concerns about the inconvenience of their children having to travel long distances to school, and questioning whether "standard schools are more important or welfare is more important," Ms. Do Thi Thuy Ha stated that she fully empathizes with the parents.

"We clearly analyzed the routes, including the reverse route, the route across the bridge, and the route across the railway tracks, which are not convenient for elementary school students."

"We have agreed on a plan that all students of Ly Nam De Primary School residing in the designated catchment area will be transferred to Tay Mo 3 Primary School if they so wish. However, this plan is still awaiting approval," said Ms. Do Thi Thuy Ha.

The Vice Chairman of the People's Committee of Nam Tu Liem District also affirmed that principles for admitting students will be established to ensure openness and transparency with all 520 parents participating in the dialogue session.

Previously, as reported by Nguoi Lao Dong newspaper, on the morning of August 21, hundreds of parents from Nam Tu Liem district gathered at the gate of Tay Mo 3 Primary School to question the school about its refusal to accept children whose permanent residence is in Tay Mo, even though their homes are right next to the school.

Students have to attend Ly Nam De Primary School (located in Mieu Nha, Nam Tu Liem), which is 4-5 km from their homes, making commuting inconvenient.

According to information from the People's Committee of Nam Tu Liem District, Tay Mo Ward has a rapid rate of urbanization, with a population of approximately 70,000 people, but only two primary schools: Tay Mo Primary School and Ly Nam De Primary School.

In the 2023-2024 school year, Ly Nam De Primary School had nearly 1,500 students, and Tay Mo Primary School had nearly 2,500 students. To alleviate the burden on Tay Mo Primary School, Nam Tu Liem district has developed a plan to split Tay Mo Primary School into two schools: Tay Mo Primary School and Tay Mo 3 Primary School.

Tay Mo 3 Primary School is a public school built with public investment from Nam Tu Liem district. Residents of Vinhomes Smart City urban area did not have to contribute any budget for the school's construction.

At the time of the city's general enrollment schedule, Tay Mo 3 Primary School had not yet completed its school structure. Therefore, the People's Committee of Nam Tu Liem District directed Tay Mo Primary School to carry out the enrollment process for Tay Mo 3 Primary School as well.

Accordingly, the total enrollment quota for first grade at Tay Mo 3 Primary School is 400, including students from residential areas 7, 8, 9, 10, 11, 12 and buildings in Vinhomes Smart City urban area that have not yet established residential areas.

All 400 students were enrolled according to regulations and the assigned target group. However, due to the rapid population growth, the school exceeded its enrollment quota by 60 students by the end of the enrollment period. The total number of first-grade students enrolled is 460, divided into 13 classes.

After the separation of Tay Mo Primary School, the remaining number of students at Tay Mo Primary School is 1,791; the number of students at Tay Mo 3 Primary School is 1,111, including 460 newly enrolled first-grade students, and the rest are students in grades 2, 3, 4, and 5 who were transferred from Tay Mo Primary School according to the school zoning plan.
