The rain has stopped, and the floodwaters are gradually receding, but the people of Le Thuy district ( Quang Binh province) still cannot have a peaceful night's sleep. According to many experienced residents, the floodwaters could rise at any time during the night, and if they are careless, everything could be submerged again.
Around 9 PM on October 29th, the rain stopped, but the entire Le Thuy district still seemed submerged in water. After a hurried dinner, Ms. Thanh Lieu (a resident of Kien Giang town) and her family packed their belongings and boarded a boat to a hotel in the area to ask for shelter for the night.

Ms. Lieu's house is near the Kien Giang River, where flood levels are currently at alarm level 3. Having experienced many historical floods, she and her family understand that even after the rain stops, the water can rise at any time in the dark of night. If the whole family carelessly stays put, the floodwaters could submerge everything.

At 11 PM on October 29th, on National Highway 1A, the section passing through Le Thuy district still had floodwaters rising to about 0.5 - 0.7 meters in many places. Unlike normal days, the vehicles moving on the road at this time were numerous fishing boats from fishermen in Ngu Thuy Bac commune, coming to deliver and transport relief supplies to the flood-affected people in the district.

Mr. Tran Van Hau (residing in Bac Hoa village, Ngu Thuy Bac commune) said that by around 11 PM last night, about 10 boats from the commune had arrived at the center of Le Thuy district. On the morning of October 30th, these boats assisted the authorities in transporting relief supplies to help people in low-lying areas cut off by floodwaters.

According to a report from the Steering Committee for Flood and Storm Prevention and Control and the Civil Defense Steering Committee of Quang Binh province, as of 5 PM on October 29th, 32,885 households in the province were affected by flooding.

Specifically, Le Thuy district had 19,762 flooded houses, Quang Ninh district had 12,123 flooded houses, and Dong Hoi city had 1,000 flooded households.
Currently, the entire province has 14 flooded sections of National Highway 9C, National Highway 9E, and several provincial roads, along with 13 landslide sites that have been or are being repaired.
