From the end of 2024 to the beginning of 2025, information related to bad habits such as superficial education and lax law enforcement among a segment of young people is a negative signal causing considerable concern for society.

Accordingly, on January 29th, the first day of the Lunar New Year (Year of the Snake), on the Nghi Son - Dien Chau expressway heading from Thanh Hoa to Nghe An , many drivers were terrified by a group of young men and teenagers riding six motorbikes without license plates at high speed. When questioned, the 11 young faces, all of school age, claimed they were going to a temple for the New Year, had "strayed" onto the expressway, and were trying to avoid being fined by removing their license plates (!?).

Previously, on January 23, 2025, information from the Ho Chi Minh City People's Committee indicated that in ensuring traffic safety for students from December 21, 2023 to December 21, 2024, authorities handled 318 cases of speeding and 134 cases of carrying more passengers than permitted. Violations related to driving underage, helmet use, traffic signal compliance, and driving against the flow of traffic totaled 10,554, 759, 40, and 30 respectively. Notably, 36 young drivers violated alcohol concentration limits.

Even earlier, on the morning of December 4, 2024, 12 teenagers aged 14 to 20 from Vinh City (Nghe An province) traveled to Ha Tinh province to pick up someone released from prison. With 7 motorbikes, 5 of which had no license plates, this group, not wearing helmets, terrified other road users with their reckless driving – riding in rows of 2 or 3, going against traffic, running red lights, honking loudly, etc.

This means that, in addition to the typical attention-seeking psychology of their immature, carefree youth, hundreds of the "heroes" in three of the many examples above have, to varying degrees, learned negative sophistry, cover-ups, and are beginning to think that the responsibility to comply with laws and social institutions is not theirs.

More fundamentally, the "culprit" behind this non-standard thinking and behavior is the loose connection between family values ​​and the way life lessons are passed down between parents and children. It also reveals the negative aspects of social media information consumption and the insufficient absorption of information from the school environment.

Furthermore, the illusion of being able to evade disciplinary action, coupled with self-reliance within the age range for guardianship, is another reason why reckless behavior thrives.

To eliminate these alarming risks and manifestations, strict and decisive action is a matter of course for the authorities. Furthermore, adults in general, parents in particular, and individual leaders of educational institutions must be subject to increased disciplinary action.

In the long run, media involvement and the voice of society condemning such reckless behavior should be emphasized.

The most effective solution to any pressing problem lies in a system of measures to eliminate its root causes. Therefore, all negative behaviors among young people, including issues related to law enforcement, must begin with addressing these root causes!

The newly issued Decree 168/2024 provides a solid basis for strict and thorough enforcement, and also presents an opportunity to elevate traffic culture to a new level. Applying the positive aspects of the decree to the overall development process, and to civilized behavior in particular, is something that must be done immediately.
