It can be said that each case of disadvantaged or special circumstances supported through the Hanoi Social Work Center and the Hanoi Children's Protection Fund contains long, heartbreaking, and touching stories.
For example, consider the case of D.D.AQ's family (born in 2019, residing in Tay Phuong commune (formerly Thach That district), Hanoi). At the age of 6, AQ's world revolved around prolonged and persistent treatments since he was unexpectedly diagnosed with "idiopathic thrombocytopenia" - a blood clotting disorder that causes mucosal bleeding and bruising in many areas of the body. His family's already difficult circumstances became even more challenging with the added burden of treating this serious illness. Understanding this case, the Hanoi Center for Social Work and the Hanoi Children's Protection Fund, in collaboration with the Thien Tam Fund ( Vingroup ), provided emergency assistance of 20 million VND, helping to alleviate some of the difficulties the child and his family faced during his treatment.
Or consider the story of two sisters, LTQ (22 years old) and LAD (13 years old), from Kham Thien Street, Van Mieu - Quoc Tu Giam Ward (Hanoi), who suffer from intellectual disabilities. Their family had to sell their house in 2016 to pay for their treatment. For the past nine years, the family has been renting rooms, moving from place to place, and only now have they settled in a tiny 15-meter-long, over 2-meter-wide tube house on Kham Thien Street. The inner room is barely big enough for a bed, with no partitions. In the outer room, their mother sets up a sewing machine to earn a living while also caring for her children. Their father works as a motorbike taxi driver, and when there are no customers, he keeps an eye on his older daughter, fearing she might get lost…

With the involvement of the Hanoi Center for Social Work and the Hanoi Children's Protection Fund, 20 million VND from the Charitable Fund was given to this family. More importantly, the Center will continue to monitor and support this case, mobilizing social resources to provide assistance.
These are just a few cases among thousands of children who have received assistance from the Hanoi Center for Social Work and the Hanoi Children's Protection Fund since the beginning of the year. In addition to providing emergency support, the Center for Social Work and the Hanoi Children's Protection Fund also mobilizes resources and provides regular financial assistance to children in difficult and special circumstances. In the first six months of 2025 alone, the Center provided support to 4,111 children with a total budget of over 4.9 billion VND.

The Hanoi Center for Social Work and the Hanoi Children's Protection Fund (facility 1 at 45 Ba Trieu Street, Ha Dong Ward, Hanoi; facility 2 at Dong Anh Commune, Hanoi) is a public service unit under the Hanoi Department of Health , with the function of providing social work services, focusing on, receiving, managing, and caring for homeless people; those in need of urgent protection; abandoned children; the elderly; children who have lost their families; and other eligible individuals as stipulated.
In addition, the Center also undertakes the task of receiving support resources from domestic and foreign organizations and individuals; mobilizing, receiving, managing, and utilizing the Hanoi Children's Protection Fund to achieve the purpose of protecting, caring for, and educating children in accordance with the law.

Affirming the goal of mobilizing resources and achieving objectives for children, Director Nguyen Van Trieu stated: Following the directives of the Hanoi Department of Health leadership and implementing the Center's tasks, combined with receiving information via the hotline 0243.22.33.111, the Hanoi Center for Social Work and the Hanoi Children's Protection Fund consistently performs its duties well in advising, assisting, receiving, managing, caring for, and nurturing beneficiaries, as well as mobilizing resources. At the same time, the Center carries out the work of caring for children with special circumstances and difficult situations in the capital city.
Regarding child welfare, the Center not only excels in mobilizing resources and providing gifts and financial support, but also in providing care, education, healthcare, and community development. Through these efforts, many children who are beneficiaries of social welfare programs have received scholarships, bicycles, free health checkups, and free heart surgery.
In preparation for the start of the new school year and the Mid-Autumn Festival in 2025, the Hanoi Social Work Center and the Hanoi Children's Protection Fund have been tasked by the Hanoi People's Committee with strengthening efforts to mobilize resources for activities supporting children in special circumstances and children at risk of falling into special circumstances in the city; organizing visits, giving gifts, and awarding scholarships... to children in special circumstances and children at risk of falling into special circumstances, helping them to overcome difficulties in life and studies; and mobilizing resources to support playground equipment for children in some disadvantaged communes...
