
At nearly 80 years old, Mr. Luong Van Tho still maintains the habit of going to the library every week. Books on history, healthcare, and poetry collections have become his companions, helping him expand his knowledge and keep his mind sharp. For him, reading is not only about acquiring new knowledge but also an opportunity to share and exchange ideas with like-minded people.
Mr. Tho shared: "The village library is a valuable treasure trove of knowledge. Every time I come here to read, I learn many useful things to apply to my life. I am very happy that the local authorities are paying attention to investing in building the library, creating conditions for people, especially the younger generation, to have more space to study and nurture their love of reading."

Mr. Tho's story also reflects the vitality of a model that is proving effective in the rural area of Luong Xa. The village currently has about 900 households with more than 3,500 inhabitants; in 2022, it was recognized as a model new rural area. As material living standards improve, the people's need for cultural enjoyment and access to knowledge also increases. Based on this reality, the village Party committee and leadership advised the Party Committee and People's Committee of Hiep Cuong commune to agree on the policy of building a community library.
The project was funded by both local government budget and social contributions. Many people from the village living and working throughout the country enthusiastically supported the construction of the library with funds and materials. After two months of construction, in September 2024, the library was officially inaugurated in the former cultural center of the village.
With an area of approximately 180m² and a total investment of over 2.2 billion VND, the library is well-organized and scientifically arranged, creating a convenient reading and learning space for the people. Currently, the library has about 2,500 books covering many fields such as history, literature, economics , science and technology, healthcare, children's stories, etc., along with 3 computers for online information retrieval. Many valuable books have also been donated by individuals such as Mr. Luong Tam Ky and Mr. Le Manh Hung, contributing to enriching the library's resources.

According to Mr. Quach Van Phuong, Party Secretary and Head of Luong Xa village: The library is not only a cultural institution serving the spiritual life of the people but also a bridge to spread reading culture, contributing to building a learning society at the grassroots level. Through the library's activities, the locality hopes that it will become a familiar destination for the people, contributing to fostering a spirit of learning, raising the intellectual level of the people, and creating conditions for everyone to access and apply knowledge to life, working together to build an increasingly developed homeland.
Currently, the library is open free of charge every Sunday, from 7:30 AM to 11:30 AM and from 1:30 PM to 5:30 PM. Members of the village Party Committee take turns on duty, guiding readers, managing, and maintaining the library space. Each session, the library welcomes approximately 50 visitors who come to read and borrow books. Not only residents of the village, but also many students from neighboring villages come to read and research materials for their studies.
As a regular library customer, 8th-grade student Duong Minh Hang shared: "Every Sunday I ride my bike to the library to read and borrow books. There are many literature books, reference books, and supplementary books here that help me study better. I really like this reading place because it's quiet and airy."

Besides attracting students, the library has also become a cultural space for the villagers. After working hours, many people come here to read books, learn about production, healthcare, and exchange experiences in life.
Ms. Pham Thi Chinh, a resident of Luong Xa village, expressed: "We are very excited that our village now has a spacious library with many books suitable for all ages. Every time the library opens, people have more space to read, socialize, and learn. This is a very meaningful project, demonstrating the local government's concern and the collective efforts of the people of our homeland."
Since its inception, the Luong Xa Village Community Library has not only met the reading and information access needs of the people but has also become a cultural institution contributing to community cohesion. This model is the result of the concerted efforts of the local Party committee, government, people, and those who have left their hometown. The value of the library is not only measured by the number of books or the number of readers, but also by its role in cultivating knowledge, spreading a reading culture, improving the spiritual lives of the people, and contributing to the sustainable development of the model new rural area.
