Overcoming difficulties to find new opportunities.
In this remote and disadvantaged area, Thuong Trach commune has villages nestled deep within the mountains. Transportation and communication for the local people are extremely difficult. For them, the light of electricity and telephone signal are a cherished dream. Yet, this land, often described as "deep in the mountains and valleys," is frequently visited by officials and Party members of Thuong Trach commune.
Nearly a year ago, the Party Committee of Thuong Trach commune established Party member groups based in the villages. Undeterred by difficulties, these Party members went to each village, knocking on every door to understand the people's thoughts and aspirations, and to identify "bottlenecks" in Party development work. Furthermore, they also took the lead in helping people develop their economy and stabilize their lives.

The results of those efforts are good news. Although only the first six months of the year have passed, the Party Committee of Thuong Trach commune has already exceeded its annual target for admitting new party members. Notably, among the 20 new party members in the commune, 16 are from ethnic minority groups, and 11 are women. The Secretary of the Thuong Trach Commune Party Committee, Nguyen Quoc Hanh, said: “This is the result of our arduous journeys through forests and across streams to reach the villages. Now that we have these new members, we will strive to nurture them so that they truly become ‘leaders,’ guiding the villages forward.”
In an area facing numerous challenges in Party development, the recruitment of Party members has always been a difficult problem for the Party Committee of Trieu Co commune. In this predominantly agricultural rural area, young people often leave their hometowns to seek opportunities in larger cities. Faced with this reality, the Trieu Co commune Party Committee promptly developed programs and plans to address these difficulties. One effective approach is to "rekindle" Party membership right in schools. Since the beginning of the year, 13 outstanding students in Trieu Co commune have had the honor of joining the Party, contributing to the commune Party Committee's achievement of its annual target. The Secretary of the Trieu Co commune Party Committee, Nguyen Huu Ngoc, stated: "We have determined that we must overcome difficulties wherever they arise. The more difficult the situation, the more determined we must be."
Don't just sit and wait for the source...
Referring to the positive signs from the grassroots level, Deputy Head of the Provincial Party Committee's Organization Department Nguyen Phi Cuong affirmed that what makes Thuong Trach and Trieu Co "bright spots" is that the local Party committees did not wait for resources, did not blame the reality, but proactively took on difficult tasks. This effort has yielded results. As of June 2026, the entire province had admitted 1,946 new Party members. The Party membership recruitment rate of 60 Party committees has reached 50% or more of the plan. Notably, 11 subordinate Party committees have met or exceeded their 2026 Party membership recruitment targets.
To achieve these results, the Party Committees under the Provincial Party Committee seriously implemented the resolutions, directives, plans, projects, and guiding documents from the Central and Provincial authorities regarding Party member development. Thanks to the timely leadership and guidance of the Party Committees, the advisory agencies, subordinate Party branches, and socio-political organizations quickly reviewed the pool of potential members as a basis for developing resolutions, projects, and directives on Party member development. Specific targets for admitting new members were assigned. Based on this, the subordinate Party branches developed resolutions and plans for Party member development that were appropriate to the actual situation. Attention was also paid to assigning Party members to monitor and assist outstanding individuals.
Besides the positive signs, some localities are still facing "bottlenecks" in party member development. As of June 2026, some Party committees under the Provincial Party Committee still have a membership recruitment rate below 30%. Some Party committees with significant potential for growth have low membership recruitment results.
“The Provincial Party Committee’s Organization Department has instructed the standing committees of subordinate Party committees to immediately get involved, strengthen inspections, and ‘diagnose’ problems on-site to resolve difficulties at the grassroots level. We cannot accept a ‘backward’ mindset or give up in the face of difficult issues,” emphasized Nguyen Phi Cuong, Deputy Head of the Provincial Party Committee’s Organization Department.
Party membership development is always an important task, contributing to enhancing the leadership capacity and fighting strength of the Party from the grassroots level. The experiences of Thuong Trach, Trieu Co, and other exemplary cases have confirmed that difficulties in recruitment are an objective reality, but not the only reason.
Where Party committees are decisive and closely involved with the grassroots, they can still create a pool of potential members and meet targets. Conversely, where there is still a tendency to wait and a lack of breakthrough solutions, the results of Party member development remain limited. When Party committees are determined, leaders take responsibility, and the entire political system gets involved, "blank areas" in terms of potential Party members can completely become bright spots. This is the path to building a strong Party organization from its roots, ensuring the continuous succession and sustainable vitality of the Party in the new era.
