As a locality with a population of over 98% ethnic minorities, Luc Hon possesses a rich and diverse cultural treasure of the Tay, Dao, and San Chi ethnic groups. Accordingly, in recent years, the Commune Party Committee has led and directed the effective organization of traditional festivals such as the Luc Na communal house festival, the new rice celebration within the framework of the Golden Harvest Festival, and the Binh Lieu District Culture and Tourism Week. Through activities such as: Art performances, Then singing - Tinh lute exchanges, ethnic sports competitions, folk games, ethnic costume performances on terraced fields, and the new rice celebration tray contest, it not only creates a joyful atmosphere and community solidarity but also contributes significantly to preserving,educating traditions and introducing and spreading the unique cultural values of the locality to friends and tourists from all over the world.
Along with that, the work of collecting and preserving intangible cultural heritages has also been paid attention to and implemented systematically and actively by the commune. The commune has coordinated with specialized departments and offices of the district to survey and prepare documents to propose recognition of Then Tay heritage, new rice celebration; build a project on Tay cultural villages; reenact the San Chi ethnic wedding ceremony, the Tay people's custom of fetching water at the beginning of the year... on every festival occasion. In particular, the Then ritual of the Tay people in Quang Ninh , of which Binh Lieu is a typical representative, has been recognized as a national intangible cultural heritage since 2013. In 2019, the Then practice heritage of the Tay, Nung, and Thai people in Vietnam was officially listed by UNESCO as an intangible cultural heritage of humanity.
In addition, the commune regularly opens classes to teach Then singing, Tinh lute, and Soong Co singing to the people, especially the youth; establishes and maintains folk art clubs. The whole commune currently has 1 Then singing - Tinh lute club at the commune level and 16 art clubs in the villages.
Comrade Vi Thi Hoa, Secretary of the Party Committee of Luc Hon Commune, said: Preserving and maintaining traditional culture not only contributes to spreading good values in the community, but also raises awareness and responsibility of people in promoting the role of the subject in preserving culture. From that foundation, many households have boldly developed community tourism models, built homestays associated with indigenous culture, taking advantage of landscapes, customs, practices, and traditional cuisine to attract tourists. This is not only a new direction in economic development but also contributes to creating more jobs, increasing income, and improving the lives of local people.
Along with the work of preserving and promoting traditional cultural values, Luc Hon commune pays special attention to propagating and mobilizing people to abandon bad customs and build a cultural and civilized lifestyle. The role of shamans, sorcerers, and prestigious people in the community continues to be effectively promoted in propagating and mobilizing people to properly implement the Party's policies and the State's laws and policies. Emulation movements such as "All people unite to build a cultural life", "Cultural families", "Cultural residential areas" are widely deployed, closely linked with the program of building new rural areas, creating positive changes in people's awareness and actions.
With a methodical, creative approach and the synchronous participation of the entire political system, Luc Hon commune has become a bright spot in studying and following Ho Chi Minh's ideology, morality and style, especially in the work of preserving and promoting national cultural identity, contributing to building a united, civilized community, towards sustainable development.
