With over 98% of its population being ethnic minorities, Luc Hon possesses a rich and diverse cultural heritage of the Tay, Dao, and San Chi ethnic groups. Accordingly, in recent years, the commune's Party Committee has effectively led and directed the organization of traditional festivals such as the Luc Na communal house festival and the New Rice Festival within the framework of the Golden Harvest Festival and the Binh Lieu District Culture and Tourism Week. Through activities such as: performing arts, exchanging Then singing and Dan Tinh playing, ethnic sports competitions, folk games, showcasing ethnic costumes on terraced fields, and the New Rice Festival offering competition... these events not only create a joyful and united community atmosphere but also significantly contribute to preserving and educating about traditions and introducing and spreading the unique cultural values of the locality to friends and tourists from all over.
Alongside this, the commune has also paid attention to and implemented systematically and actively the collection and preservation of intangible cultural heritage. The commune has coordinated with specialized departments of the district to survey and prepare dossiers proposing the recognition of the Then Tay ritual and the New Rice Festival; developed a project on Tay ethnic culture; and recreated the San Chi ethnic wedding ceremony and the Tay people's custom of fetching water at the beginning of the year... during each festival. Among these, the Then ritual of the Tay people in Quang Ninh , with Binh Lieu as a typical representative, was recognized as a National Intangible Cultural Heritage in 2013. In 2019, the Then practice of the Tay, Nung, and Thai people in Vietnam was officially inscribed by UNESCO on the list of Intangible Cultural Heritage of Humanity.
Furthermore, the commune regularly organizes classes to teach Then singing, Tinh lute playing, and Soong Co singing to the people, especially teenagers; and establishes and maintains folk art clubs. The entire commune currently has one Then singing and Tinh lute playing club at the commune level and 16 folk art clubs in the villages.
Comrade Vi Thi Hoa, Secretary of the Party Committee of Luc Hon commune, said: "Preserving and safeguarding traditional culture not only contributes to spreading positive values in the community, but also raises awareness and responsibility among the people in playing a leading role in preserving culture. Based on this foundation, many households have boldly developed community tourism models, building homestays linked to local culture, utilizing landscapes, customs, traditions, and traditional cuisine to attract tourists. This is not only a new direction in economic development but also contributes to creating more jobs, increasing income, and improving the lives of local people."
Alongside the preservation and promotion of traditional cultural values, Luc Hon commune places special emphasis on disseminating information and mobilizing the people to abandon outdated customs and build a cultured and civilized way of life. The role of shamans, traditional healers, and influential community leaders continues to be effectively utilized in disseminating information and encouraging people to properly implement the Party's guidelines and the State's policies and laws. Emulation movements such as "All people unite to build a cultured life," "Cultured families," and "Cultured residential areas" are widely implemented and closely linked to the New Rural Development program, creating positive changes in the awareness and actions of the people.
With its systematic and creative approach, and the synchronized involvement of the entire political system, Luc Hon commune has become a shining example in studying and following the ideology, ethics, and style of Ho Chi Minh, especially in the work of preserving and promoting national cultural identity, contributing to building a united and civilized community, and aiming for sustainable development.
