The Lap Thach branch of the Social Policy Bank is reviewing and finalizing loan applications for cases under Decision 22.
According to Decision No. 22/2023/QD-TTg dated August 17, 2023, of the Prime Minister on credit for people who have completed their prison sentences, from October 10, 2023, people who have completed their prison sentences; and production and business establishments employing people who have completed their prison sentences are eligible to borrow capital from the Social Policy Bank for vocational training and production, business, and job creation.
Decision No. 22 stipulates that two groups of people are eligible for loans: those who have completed their prison sentences and those who have been granted amnesty; and production and business establishments that employ people who have completed their prison sentences. Individuals who have completed their prison sentences can borrow up to 4 million VND per month per person for vocational training; and up to 100 million VND per person for production, business, and job creation. Businesses employing individuals who have completed their prison sentences can borrow up to 2 billion VND per project. In accordance with Decision No. 22, the Lap Thach Branch of the Vietnam Social Policy Bank is intensifying its efforts to disseminate information about preferential credit policies to eligible beneficiaries. It is coordinating with the government, police, and socio -political organizations to review cases of individuals who have completed their prison sentences and are in need of loans, guiding them through the application process and disbursing funds according to regulations. Simultaneously, it is strengthening inspection and supervision to ensure that loan funds are used for their intended purpose and achieve maximum efficiency.
To date, the Lap Thach Branch of the Social Policy Bank has facilitated access to loans for 75 individuals who have completed their prison sentences, with outstanding loans totaling nearly 7.3 billion VND. Thanks to these funds, many have received vocational training and invested in developing economic models.
As one of the beneficiaries of preferential loans under Decision No. 22, Mr. TVM (Hop Ly commune) emotionally shared: "With a 100 million VND loan from the Lap Thach Branch of the Social Policy Bank, my family has invested in expanding our livestock farm to raise pigs and chickens. This economic resource has helped me stabilize my life and confidently reintegrate into the community. I am grateful to the Party, the Government, and all levels of authorities for having such a humane policy, giving those who have made mistakes like me a chance to rebuild their lives."
Mr. TVM's joy is also the joy of those who have completed their prison sentences and have been able to access preferential loans from the Lap Thach Branch of the Social Policy Bank in recent times. This capital has helped them create suitable jobs to earn a stable income, becoming useful members of their families and society.
Mr. Nguyen Van Hai, Director of the Lap Thach Branch of the Social Policy Bank, affirmed: Decision No. 22 is a humane policy. In reality, without timely support for livelihoods, the risk of recidivism among reformed offenders is very high. Providing opportunities for those who have completed their prison sentences to access loans is a key factor in their successful reintegration into society.
In the coming period, the Lap Thach Branch of the Social Policy Bank will continue to coordinate with relevant units and local authorities to strengthen the review of cases of individuals who have completed their prison sentences, creating conditions for them to borrow capital, invest in economic development, gradually stabilize their lives, and reintegrate into the community.
