The heavy rains and floods that occurred in late July and early August caused significant damage to the home of Mr. Lo Van Hoa's family (Muong Luan commune). Facing the worry of losing their roof over their heads, Mr. Hoa's family received timely support from the local government, relevant departments, and armed forces, who helped rebuild a new, sturdy house.
On the day of the house handover, in the presence of provincial leaders, armed forces, and a large number of villagers, Mr. Hoa emotionally shared: “When our house was severely affected by natural disasters, my family didn't know where to turn for help. Thanks to the concern of the Party, the State, the local government, and the people in the village, my family now has a sturdy roof over our heads. With a new house, my family can work and produce with peace of mind, and take care of our stable lives.”
With a spirit of solidarity and unity in helping people settle down, Dien Bien province has implemented many practical solutions to accelerate the process of eliminating temporary and dilapidated houses in the area. Each newly built house not only provides shelter but also ignites more faith and hope for the people in the highlands.
Previously, due to old age, poor health, and difficult economic conditions, for many years, Mrs. Lo Thi Toan, from Kep village (Chieng Sinh commune), had to live in a dilapidated, leaky house. With the support of 60 million VND from the local Party committee, government, organizations, and the collective efforts of the villagers, Mrs. Toan's dream of a sturdy, safe house has become a reality. Mrs. Toan shared: “I am truly grateful for the concern of the government and the villagers. With a solid house, my family will strive to work hard to escape poverty sustainably…”
The province of Dien Bien has paid special attention to poverty reduction, ensuring social security, and increasing people's income. This has been achieved through the concretization of the Party, State, and Government 's policies with 32 decisions, 21 plans, and 48 documents urging the implementation of poverty reduction and social security work in the province. In coordination with the Vietnam Fatherland Front Committee of the province, the province has implemented campaigns to mobilize support for charitable work, helping the poor and ensuring social security. Charitable work and assistance to the poor are always integrated into the implementation of programs, projects, tasks, and activities of all levels and sectors.
From 2021 to the present, the Vietnam Fatherland Front Committee of the province and the Fundraising Committee for the Poor have mobilized over 533 billion VND, implementing many practical activities to support the poor. From this fund, the entire province has built and renovated 9,819 solidarity houses for policy beneficiaries, war veterans, and poor households; distributed 32,034 Tet (Lunar New Year) gifts; constructed 127 sanitation projects; and created livelihoods for 204 poor households. In addition, 6,297 disadvantaged students have received support, and many school buildings, classrooms, libraries, and water supply systems have been invested in, contributing to ensuring social security in localities.

Implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025," the Fatherland Front and mass organizations in the province continue to promote propaganda and mobilize social resources, fostering the proactive and creative spirit of members in poverty reduction efforts. This creates conditions for poor and near-poor households to access production capital and rise out of poverty sustainably through concrete and practical actions.
Implementing the National Target Program for Sustainable Poverty Reduction, giai đoạn 2021 - 2025, the province's poverty rate decreased by an average of 4% or more annually, and by 5.5% or more in poor districts. Along with public awareness campaigns, the province proactively leveraged resources and promoted the socialization of investment in essential socio-economic infrastructure, serving people's lives, production, and regional linkages. Thanks to the concentration of resources and innovative approaches, the appearance of rural and mountainous areas has undergone many positive changes.
Along with major programs, the province focuses on policies supporting livelihoods, vocational training, and job creation, helping people develop household economies and achieve sustainable poverty alleviation. Patriotic emulation movements and the "For the Poor - Leaving No One Behind" movement have been widely implemented, fostering solidarity and mutual support, and spreading many good models and effective practices. As a result, many households have received livelihood support, gradually changing their mindset and approach, and proactively striving to build a prosperous life.
Thanks to the synchronized implementation of various solutions, the province's poverty reduction efforts in recent years have achieved outstanding results. By the end of 2024, the poverty rate across the province decreased from 34.9% in 2021 to 21.29%, an average reduction of 4.53% per year, reaching 113.25% of the target. By 2025, the multidimensional poverty rate is expected to continue to decrease to 17.66%, with an average reduction of 3.97% per year; in poor districts alone, the average reduction is 5.5% per year.
The above results reflect the effectiveness of close guidance from Party committees and authorities at all levels; and at the same time demonstrate the policy of putting the people at the center of development, aiming to improve the quality of life for ethnic minorities, creating an important foundation for Dien Bien's sustainable development, narrowing the gap between regions, and gradually building a prosperous and happy life for people in remote, mountainous, and border areas.
