Following the directives of the Politburo and the Secretariat of the Central Committee in Conclusion No. 183-KL/TW dated August 1, 2025, and Document No. 322-CV/DU dated August 3, 2025, of the Party Committee of the Government, after exchanging opinions with the Central Party Office and the Central Organization Department, the Ministry of Interior issued Document No. 6383/BNV-TCBC dated August 13, 2025, to ministries, agencies, and localities regarding the implementation of Conclusion No. 183-KL/TW. This document requires the complete handling and resolution of entitlements and policies for cadres, civil servants, public employees, and workers affected by the reorganization of the organizational structure according to Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP dated March 15, 2025) before [date]. August 31, 2025 (after this date it will end).
Accordingly, based on the above guidance, in cases where officials, civil servants, public employees, and workers affected by the organizational restructuring wish to resign, consideration may be given to applying the regimes and policies stipulated in Decree No. 154/2025/ND-CP, ensuring compliance with the law.

I graduated from the Faculty of History, University of Social Sciences and Humanities (Vietnam National University, Hanoi) in 2007. I hold a Level 1 teaching certificate. In August 2008, I was officially recruited as a teacher at a high school. In 2016, I was appointed to the professional title of High School Teacher Grade III (code V.07.05.15). The training qualification standards for high school teachers of rank II (code V.07.05.14) are stipulated in point a, clause 3, Article 4 of Circular No. 04/2021/TT-BGDĐT as follows: Teachers must possess a bachelor's degree or higher in a teacher training field for high school teachers. If a subject does not have enough teachers with a bachelor's degree in a teacher training field, they must have a bachelor's degree in a relevant specialized field and a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training ;
Furthermore, Clause 8, Article 5 of Circular No. 08/2023/TT-BGDĐT stipulates: In cases where a general education teacher already possesses a bachelor's degree in a relevant field and a secondary or college-level pedagogical diploma, or in cases where a general education teacher already possesses a bachelor's degree in a relevant field and a pedagogical professional certificate issued by training institutions before May 22, 2021, they shall be considered to have a bachelor's degree in a relevant field and a pedagogical professional training certificate for the level of education they are teaching, according to the program issued by the Minister of Education and Training.
Therefore, if you are a high school history teacher, have a university degree in history and a level 1 pedagogical training certificate issued by the Hanoi School of Education Cadre Training before May 22, 2021 (issued in 2007), you are considered to have a relevant bachelor's degree and a pedagogical training certificate for high school level according to the program issued by the Minister of Education and Training, meaning you meet the training standards for a Grade II high school teacher (code V.07.05.14).
