- In response to the emulation movement "For the poor - Leaving no one behind," Dinh Lap district has been implementing many practical solutions in a coordinated manner, thereby creating positive changes in poverty reduction and fostering a spirit of solidarity and mutual support within the community.
Mr. Moc is just one of many households in the commune that have received support from poverty reduction programs and projects. From 2023 to the present, through poverty reduction support programs and projects, Thai Binh commune has supported 5 poor and near-poor households in building new houses with support of 40 million VND/household or more; supported vocational retraining for 5 poor and near-poor households with nearly 50 million VND; and supported 22 poor, near-poor, and newly escaped-from-poverty households with nearly 600 million VND to implement projects such as tea cultivation and goat breeding... The support resources from the State, combined with the efforts of the households to overcome difficulties and improve their lives, have significantly contributed to the overall poverty reduction results of the commune. By the end of 2024, the poverty rate in the commune was 4.06%, a decrease of 3.26% compared to 2023.
Not only in Thai Binh commune, but also in other communes throughout Dinh Lap district, poverty reduction efforts have seen positive changes in recent times. Mr. Nguyen Chien Hiep, Vice Chairman of the Dinh Lap District People's Committee, stated: With the perspective that "poverty reduction is not just about support, but also about giving people opportunities to rise up," the District People's Committee annually strengthens the mobilization and integration of resources to achieve poverty reduction goals and directs specialized departments, communes, and towns to develop specific poverty reduction plans. This includes proactively strengthening the poverty reduction steering committee, establishing a working group, and assigning members to be responsible for poverty reduction work in villages and communes; focusing on thoroughly reviewing and classifying poor households according to multidimensional poverty criteria. From there, the causes and resources that each household or group of households can use to escape poverty are clearly identified, allowing for appropriate and effective support solutions.
From 2022 to the present, using funds from the national target program for sustainable poverty reduction (over 14.5 billion VND), the district has supported 156 households classified as poor, near-poor, or newly escaped from poverty to participate in 20 community production development support projects (pig farming, cattle breeding, tea cultivation, goat farming, etc.) with a total budget of over 8.6 billion VND; and supported agricultural production development in 8 projects benefiting 67 households with a total budget of nearly 3.6 billion VND…
Notably, the District People's Committee also directed relevant units to guide and facilitate access to preferential loan capital for poor and near-poor households. Specifically, from 2021 to the present, 340 poor and near-poor households have received loans from the District Social Policy Bank with a total capital of over 28 billion VND to develop production models such as livestock farming and forestry... Most households have used the capital for the right purpose and effectively. At the same time, the district coordinated the opening of 34 vocational training classes for rural laborers with nearly 1,200 trainees, raising the percentage of trained laborers in the district to 80%, and the percentage of trained laborers with certificates to 56%...
Mr. Hoang Van Tai, Chairman of the Vietnam Fatherland Front Committee of Dinh Lap district, said: The Fatherland Front has launched many fundraising campaigns to support the Fund for the Poor and has received positive responses from organizations, businesses, and the people. From 2024 to the present, the district's Fund for the Poor has mobilized more than 100 million VND to support the construction of solidarity houses, purchase essential goods, and provide emergency assistance to poor households facing difficulties. At the same time, implementing Resolution No. 188-NQ/TU, dated October 25, 2024, of the Provincial Party Committee on implementing the program to support the elimination of temporary and dilapidated houses for households of people with meritorious services to the revolution, policy families, poor households, near-poor households, and people affected by natural disasters and climate change, the district has so far reviewed and completed support for 85 houses for these groups (75 new houses, 10 houses repaired)...
The attention of relevant levels and sectors, along with the proactive efforts of the people, have significantly contributed to the overall poverty reduction results in the district. While the poverty rate in the district was 12.26% in 2020, it decreased to only 2.4% in 2024 (a reduction of 9.86%). Notably, the multidimensional poverty rate in the district is only 8.29%, making Dinh Lap one of the two districts with the lowest multidimensional poverty rate in the province.
With outstanding efforts and achievements, in April 2025, the people and officials of Dinh Lap district were honored to be the only district-level unit in the province to receive a commendation from the Chairman of the Provincial People's Committee for outstanding achievements in the emulation movement "For the poor - Leaving no one behind" in the period 2021 - 2025.
