- Responding to the emulation movement "For the poor - No one is left behind", Dinh Lap district has been synchronously implementing many practical solutions, thereby creating positive changes in poverty reduction work, arousing the spirit of solidarity and mutual love in the community.
Mr. Moc is just one of many households in the commune that has received support from poverty reduction programs and projects. From 2023 to now, from poverty reduction programs and projects, Thai Binh commune has supported 5 poor and near-poor households to build new houses with support levels of 40 million VND/household or more; supported job conversion for 5 poor and near-poor households with an amount of nearly 50 million VND; supported 22 poor, near-poor and newly escaped poverty households with an amount of nearly 600 million VND to implement tea planting and goat breeding projects... From the State's support resources combined with the efforts of households to overcome difficulties, they have significantly contributed to the overall poverty reduction results of the commune. By the end of 2024, the poverty rate of the commune will be 4.06%; a decrease of 3.26% compared to 2023.
Not only Thai Binh commune, in recent times, poverty reduction work in other communes across the district has had positive changes. Mr. Nguyen Chien Hiep, Vice Chairman of Dinh Lap District People's Committee said: With the viewpoint of "poverty reduction is not only support but also giving opportunities for people to rise up", every year, the District People's Committee strengthens the mobilization and integration of resources to implement the poverty reduction target and directs specialized departments, communes and towns to develop specific poverty reduction plans. In particular, proactively perfecting the poverty reduction steering committee, establishing a working group to assign members to be in charge of poverty reduction work in villages and communes; focusing on reviewing and classifying poor households carefully according to multidimensional poverty criteria. From there, clearly identifying the causes as well as the resources that can escape poverty of each household and group of households to have appropriate and effective support solutions.
From 2022 to present, from the capital source to implement the national target program on sustainable poverty reduction (reaching more than 14.5 billion VND), the district has supported 156 poor, near-poor, and newly escaped-poverty households to participate in 20 projects to support community production development (raising pigs for meat, breeding cows, planting tea, raising goats, etc.) with a total cost of over 8.6 billion VND; supporting production development in the agricultural sector including 8 projects with 67 households benefiting with a total cost of nearly 3.6 billion VND...
Notably, the District People's Committee also directed relevant units to guide and create conditions for poor and near-poor households to access preferential loans. Specifically, from 2021 to present, 340 poor and near-poor households have borrowed capital from the District Social Policy Bank with a total capital of more than 28 billion VND to develop production models such as livestock farming, afforestation, etc. Most households have used the capital for the right purposes and effectively. At the same time, the district coordinated to open 34 vocational training classes for rural workers with nearly 1,200 trained students, raising the rate of trained workers in the district to 80%, the rate of trained workers with certificates to 56%...
Mr. Hoang Van Tai, Chairman of the Vietnam Fatherland Front Committee of Dinh Lap district, said: The Front has launched many fundraising campaigns to support the Fund for the Poor and received positive responses from organizations, businesses and people. From 2024 to present, the Fund for the Poor of the district has mobilized more than 100 million VND to support the construction of solidarity houses, purchase essential items and provide emergency assistance to poor households in difficulty. At the same time, implementing Resolution No. 188-NQ/TU, dated October 25, 2024 of the Provincial Party Standing Committee on implementing the Program to support the elimination of temporary houses and dilapidated houses for households with meritorious services to the revolution, policy families, poor households, near-poor households, people affected by natural disasters and climate change, up to now, the district has reviewed and completed the support of 85 houses for the subjects (75 newly built houses, 10 repaired houses)...
The attention of relevant levels and sectors and the initiative and efforts of the people have significantly contributed to the overall poverty reduction results in the district. If in 2020, the poverty rate of the district was 12.26%, in 2024, it decreased to only 2.4% (a decrease of 9.86%). In particular, the multidimensional poverty rate of the district is only 8.29%, with this result, Dinh Lap is one of the two districts with the lowest multidimensional poverty rate in the province.
With outstanding efforts and achievements, in April 2025, the people and officials of Dinh Lap district were honored to be the only district-level unit in the province to receive a certificate of merit from the Chairman of the Provincial People's Committee for outstanding achievements in the emulation movement "For the poor - No one is left behind" in the period 2021 - 2025.
