After nearly a year of operating the two-tiered local government system, many grassroots Party organizations in Ho Chi Minh City have entered a new phase of development. Following the restructuring of the system, Party committees at all levels are focusing on improving the quality of their operations, addressing issues of public concern, and using concrete results as a measure of leadership effectiveness.

During a night patrol at the end of May, the Dong Hung Thuan Ward Police force discovered and arrested 5 individuals for illegally possessing narcotics. Just a few days later, the task force continued to dismantle a lottery gambling den in the area.

This is the result of the local authorities' proactive approach in monitoring the area, gathering information, and decisively implementing the 45-day intensive campaign of "Comprehensive review, statistics, detection, combating, and cleaning up the area - building a foundation to serve the transformation of areas with complex security and order issues, towards the goal of building a drug-free Ho Chi Minh City by 2030" and the resolution of the Ward Party Committee on building a drug-free area.

The story in Dong Hung Thuan illustrates the decisive movement in grassroots Party building today. After a period of focusing on organizational stability, many Party committees have shifted their focus to addressing specific issues related to people's lives. Currently, the ward police maintain 100% of their personnel on duty, coordinating with local security forces to intensify patrols in key areas. In the first 15 days of the 45-day intensive campaign to clean up the area, the ward police issued administrative violation reports related to security and order against 258 cases.

In many other areas, the fight against drugs is being implemented deeply at the community level, leveraging the role of each neighborhood and residential group. In particular, the An Phu Dong Ward Party Committee has issued a specialized resolution on improving the effectiveness of crime prevention and control against drug abuse. The tasked forces are implementing the motto "going to every alley, knocking on every door, checking every person," while also expanding channels for receiving information from the public through digital platforms. Thanks to proactively gathering information at the grassroots level, in just the first few days of the campaign, the locality uncovered 10 drug-related cases and processed over 30 offenders.

During the peak period of reviewing and cleaning up the area, the Dat Do Commune Police conducted checks on 39 cases, discovering 14 individuals who tested positive for drugs. Further investigation uncovered 3 cases of illegal drug use and 1 case of buying, selling, and organizing the illegal use of drugs; these cases are being further verified and will be strictly handled according to the law. Initial results show that the resolutions of the local Party committees were developed in line with local realities, with specific responsibilities assigned, and results quantified by immediate improvements on each street and neighborhood.

One weekend morning, Mrs. Pham Thi Hien, a resident of Thu Duc Ward, received a health check-up at her home from a doctor at the Thu Duc Ward Health Station. Mrs. Hien suffered a stroke and is unable to walk, so having a doctor come to her house for a check-up was a meaningful gift from the local authorities to those in need. The home health check-up program of the Thu Duc Ward Health Station partly demonstrates the deepening impact of the two-tiered local government model. After nearly a year of operation, the requirement for local authorities is no longer simply ensuring the smooth functioning of the system, but rather creating tangible value for the people to benefit from.

To increase citizen satisfaction with local government services, many innovative models have been implemented in various localities. In Tang Nhon Phu ward, the neighborhood SOS application, the Zalo Official Account (Zalo OA) application, and the AI ​​Camera Center have been deployed simultaneously, helping the government quickly receive and process citizen feedback on infrastructure, environment, and security and order. When digital platforms are put into effective operation, processing time is shortened, and interaction between the government and citizens becomes more convenient.

Lieutenant Colonel Nguyen Tien Nam, Deputy Head of the Drug Crime Investigation Department of the Ho Chi Minh City Police, said that recently, the fanpage of the Drug Crime Investigation Department of the Ho Chi Minh City Police has received great attention from the public. People actively follow, support, and provide a lot of information and report suspicious signs related to drugs to the police force. Through this, the Drug Crime Investigation Department has prosecuted 170 cases and arrested 576 suspects.

Along with improving the quality of administrative procedures, many localities are focusing on investing in projects serving the public. In Phu Lam ward, Rang Dong 12 Kindergarten (facility 3) has been put into use; many urban beautification projects, alley renovations, and community living spaces have also been completed. Each project put into use contributes to improving the quality of life for the people.

Meanwhile, many localities are proactively seeking appropriate solutions to improve the quality of life for their residents by renovating urban landscapes, rather than waiting for external programs or resources. In An Khanh ward, vacant land that had long been undeveloped has been surveyed and transformed into parks and community centers through social mobilization. As a result, 12 plots of land have been put into use, creating more space for recreation and activities for residents, while also contributing to the beautification of the urban landscape.
